211. Resilience and Agility: Managing and Mitigating Evolving Threats in a Hyperconnected World

Abstract:
Over the years a wide range of different evolving threats have been drastic in their impact and magnitude. This impact is likely to be amplified in the future, especially as global risks such as deglobalisation, fractured social contracts, digital divides and technological gaps increase.39 Also, the rollout of stimulus packages and soaring debt that is estimated to top US$10 trillion by the end of 2020 is likely to make the global economic landscape more fragile.40 The COVID-19 outbreak has perhaps resulted in the single largest socio- economic experiment in the history of humankind. As an evolving threat, what started as a health pandemic in China has snowballed, causing disruptions around the globe and impacting every single industry and individual. Countless lessons are being extrapolated from the outbreak. At the core of these lessons is the importance of resilience and agility in any response to an evolving threat. If governments, organisations, businesses, and society are to manage and mitigate threats of this kind that may occur in the future, there is a need to consolidate and further invest in the four pillars highlighted in this study: strategic management and foresight; human capital, diversity and leadership; collaboration and partnerships; and technology and innovation. Together, these pillars make for organisational resilience and agility. This in turn helps organisations to overcome ambiguity and uncertainty by embedding adaptability and flexibility across their structures. This will allow organisations and vested stakeholders to better map out ecosystem changes that threaten their interests and growth. It will also allow them to respond proactively, timeously and effectively by implementing whole- of-enterprise risk management functions and developing solid decision- making structures and frameworks. Investments in these pillars will also provide opportunities for shared value creation and avoid duplication and wastage. This will help drive growth and mitigate the impact of evolving threats by generating innovative solutions faster and more dynamically, and will accelerate the focus on solving problems rather than fighting them. It will also help to develop human capital, ensure accessibility to a variety of solutions to a wide range of problems, and increase integration, which in turn will create safety buffers and support shock containment.

Abstract:
This paper focuses on the impact of the coronavirus on Israel’s relations with the Mediterranean Basin. It is based on the main points raised at the sixth meeting of the research and policy group on “Israel in the Mediterranean” held on May 14, 2020 at the initiative of the Mitvim Institute, the Hebrew University’s Leonard Davis Institute for International Relations and Haifa University’s National Security Studies Center. The paper highlights the key insights emerging from the Eastern Mediterranean’s handling of the coronavirus epidemic, including the importance of regional cooperation for Israel’s national resilience, the strengthening of Israel’s alliance with Greece and Cyprus, the economic importance of the Mediterranean for Israel, the energy crisis and its impact, and Israel’s ties with Arab states. The paper does not reflect agreement among all the meeting participants.

Abstract:
The Inter-Policy School Summit is a student-run conference hosted by the University of Chicago Harris School of Public Policy. The Summit brings together graduate students from around the world each year to propose solutions to pressing global issues. The 2020 Summit was held February 28 – March 1, 2020. Graduate students from twenty universities in four countries gathered together to explore innovative strategies to address the issue of City Resiliency and Climate Change with the goal of identifying potential solutions to help urban areas adapt to climate change related challenges. As climate change alters our environment and causes increased instances of extreme weather, cities around the world are faced with new, damaging, and often life-threatening weather events. Dangerous flooding, superstorms, unprecedented heat waves, and raging forest fires are just a few of the climate change-related phenomena that present challenges to cities’ infrastructures and disaster response abilities. Vulnerable cities around the world need actionable sustainability and resilience plans to protect the health and safety of their citizens. While many cities may understand the need to act, they often face obstacles, such as lack of resources, expertise, manpower, or political will to find and implement the most effective or innovative solutions.

As the White House changes hands and Congress begins a new term, there is ample opportunity to find bipartisan consensus on key cybersecurity priorities. This document outlines achievable action steps for federal policymakers to make rapid progress toward a more resilient digital infrastructure. Some can be accomplished in weeks or months; others will take years. Fortunately, the federal government is not alone. Cyberspace is ultimately the domain of civil society and private enterprise, sectors teeming with experts who can guide the White House and Congress as they grapple with the difficult tradeoffs inherent to any cybersecurity policy decision. In crafting the National Cybersecurity Agenda, the Aspen Cybersecurity Group sought input from a diverse network of partners in academia and industry. Together, we stand ready and willing to assist policymakers in cultivating a secure, reliable, and productive cyberspace.

216. Resilience or Relocation? Expectations and Reality in the City of London since the Brexit Referendum

Abstract:
The fate of British finance following the Brexit referendum revolves around the “resilience or relocation” debate: will the City of London continue to thrive as the world’s leading financial centre, or will the bulk of its activity move to rival hubs after departure from EU trading arrangements? Despite extensive commentary, there remains no systematic analysis of this question since the Leave vote. This paper addresses that lacuna by evaluating the empirical evidence concerning jobs, investments, and share of key trading markets (between June 2016 and May 2020). Contrary to widely held expectations, the evidence suggests that the City has been remarkably resilient. Brexit has had no significant impact on jobs and London has consolidated its position as the chief location for financial FDI, FinTech funding, and attracting new firms. Most unexpectedly, the City has increased its dominance in major infrastructure markets such as (euro-denominated) clearing, derivatives, and foreign exchange – although it has lost out in the handling of European repurchase agreements. Based upon this evidence, the paper argues that the UK’s negotiating position is stronger than typically recognised, and outlines the competitive ramifications for both the UK and EU financial sector.
