91. Building Resilience Blocks: How to Improve the Quality of Work for the Egyptian Construction Precariat?

Abstract:
The past two years have revealed the difficult living conditions of millions around the world experiencing compounded insecurities, especially of work and income. Within this context, this paper explores how the notion of precarity applies to informal construction workers in Egypt. It argues that their working conditions fail to satisfy the decent work indicators recommended by the International Labour Organization (ILO) and relevant literature. The paper also assesses the Egyptian government’s intervention during the COVID-19 pandemic regarding informal irregular workers. The government pushed forward infrastructure projects in order to cushion the impact of the pandemic on unemployment. It also distributed cash transfers to irregular informal workers for six months. The paper explains why these measures were not enough. Based on focus group discussions, an in-depth interview and an extensive study of ILO literature, the paper puts forward a set of recommendations with the aim of improving the quality of work under which the majority of workers in the construction sector in Egypt live.

Abstract:
Data localisation refers to the technologies and policies aimed at ensuring localised data hosting and localised data routing instead of utilising offshore server and processing centres. Data localisation is often suggested as a solution to global challenges stemming from the increasing dependence of societies on data and digital technologies, as well as the fear of an external actor leveraging this dependence for power political purposes. Data localisation does not, however, reduce key technological dependencies. The goal of digital resilience should be to ensure the security and continuity of data and infrastructure software, and to secure access to critical digital services irrespective of their location. Instead of data localisation measures, international cooperation should be deepened and digital traffic should have overseeing systems similar to those that have been in place for land, air, and maritime traffic for decades. EU member states would benefit greatly from the creation of a unified auditing and standardisation process within the European single market. At the same time, tighter ties with US digital service providers would improve digital resilience.

93. Using RRF resources to kick-start a job-rich recovery in Greece

Abstract:
The Recovery and Resilience Facility (RRF) is a golden opportunity for those member states that were most badly hit first by the debt crisis then by the pandemic. Greece, one of the largest beneficiaries in per capita terms, is due to receive very significant resources that can help arrest the decline of the 2010s. Can these resources be spent wisely and efficiently enough to kickstart the process of inclusive and sustainable growth? This paper briefly reviews the Greek National Recovery and Resilience Plan (Greece 2.0), assessing its potential contribution to upgrading the economy’s growth model, enhancing skills, and boosting employment. In 2007-19, total investment in Greece shrank by a stunning 70% in real terms. Over the same period, public investment fell by 62%, business investment by 44%, and household investment (on housing, mostly) by 89%. Under-investment constrains growth and undermines the future prospects of the Greek economy. The Recovery and Resilience Facility offers Greece a unique opportunity to bridge the investment gap, giving a boost to the sustainable recovery of the Greek economy. Technically, Greece 2.0, the country’s National Recovery and Resilience Plan is competently drafted, as its favourable reception by the European Commission indicates. Still, critical issues abound. In this sense, Greece 2.0 embodies the contradictions of the current juncture. On the one hand, there is a consensus that the Greek economy should rebalance, by pursuing a growth strategy that relies much more on exports than in the recent past, and much less on domestic consumer demand fuelled by debt. On the other hand, the legacy of the past weighs heavily on social and political actors, limiting their room for manoeuvre. The list is daunting. It remains to be seen how the above will play out over the next few years.

Abstract:
For over 60 years the United States has enjoyed unfettered access to space, which has allowed the U.S. to develop high-end military capabilities and, more recently, a burgeoning commercial space industry. As U.S.-led activity in space expands beyond its government-led roots to the commercial sector, new challenges have emerged, centered on the regulation and organization of U.S. efforts. Tied to this swiftly evolving space landscape, U.S. national and economic security are now inextricably intertwined and depend on the security, resilience, and sustainability of all U.S. space systems. In recognition of the space domain’s importance to national and economic security, and the challenges of the changing landscape, MITRE and Aspen Digital, a program of the Aspen Institute, partnered to host a series of cross-sector space stakeholder sessions focused on securing space and maintaining U.S. technological advantage. Participants included industry, government, academia, non-profits, and federally funded research and development centers. The stakeholder sessions identified three overarching challenges, to which this report makes corresponding recommendations.

95. Resilience to Violent Extremism in Serbia: The Case of Sanjak

Abstract:
This paper presents the factors enabling the environment for extremism and the resilience factors to violent extremism in the case of Sanjak. Many experts had gloomy forecasts about violent Islamist extremism and terrorism in Serbia. Sanjak – the southwest region in Serbia populated by Muslim majority – was even dubbed Jihadist hotbed, as it was the center for further spreading ultra-conservative Salafism from the neighboring Bosnia and Herzegovina into Serbia, and a region where the recruitment of Syrian foreign fighters took place. Among the most influential militant Salafi leaders in Vienna who maintained contacts with ISIS there were individuals from Sanjak. However, despite these forecasts and the presence of both push and pull factors of violent extremism, Sanjak has proved to be very resilient to violent Islamist extremism. Compared to other countries in the Western Balkans, a relatively small number of people from Serbia (49 of them including women and children) joined militant Islamist groups in Syria. Only a few incidents involving militant Salafis and failed terrorist plots happened. People in Sanjak showed both resilience to violent extremism and to the spread of the ultra-conservative interpretation of Islam. In this paper, we first identify the cases of violent extremism and then map and analyze factors that make Sanjak enabling environment for extremism. The second part of the paper is dedicated to understanding key resilience factors to violent extremism showcased in Sanjak. Ethno-nationalism and far-right extremism are only analyzed as possible drivers of Islamist radicalization. This report is based on extensive field research in Belgrade, Novi Pazar, Sjenica, and Tutin between July and September 2021, during which a total of 25 interviews were conducted.

97. Climate Finance Effectiveness: Six Challenging Trends

This paper identifies and explores a number of challenges in using international public climate finance effectively towards contributing to low-carbon and resilient growth in lower- and middle-income countries. We explore key quantitative and qualitative trends in the climate finance architecture, including predictability of disbursements, affordability and concessionality of funding, provider proliferation and project fragmentation, implementation via modalities supporting recipient ownership, and the degree to which climate-related interventions are evaluated. Our research considers these trends against globally agreed principles of development effectiveness, with the aim of improving understandings of both the common and the climate-specific challenges within development finance. Ultimately, we find that climate-related development finance faces a number of challenges relative to other official development flows, including significantly lower disbursement ratios, a higher share of finance provided through debt instruments—and a rising share of loans to lower-income countries assessed as being at high risk of debt distress, a faster pace in proliferation of providers and shrinking project sizes, and fewer efforts to systematically evaluate impacts of interventions. Each of these areas will need to be tackled by public climate finance providers to ensure that the available funding is used towards climate objectives effectively. These and other issues related to the quality of climate finance should also be considered during the design of the new quantitative climate finance target under the UNFCCC to ensure that the structure of the goal promotes accountability and increases recipients’ ability to trust in the climate finance architecture.

Abstract:
Prior to 2022, NATO and the European Union were already moving toward more comprehensive approaches to resilience. Russia’s war of aggression against Ukraine heightens the need for such work, with a sharper focus on scenarios of armed attack. In view of decisions taken at NATO’s recent Madrid summit and the evolution of EU legislation, all alliance members will benefit from close liaison work and reciprocal briefings between relevant NATO and European Commission officials as well as through the NATO Resilience Committee and the European Critical Entities Resilience Group. Three new functions should be added to the NATO baseline requirements: payment systems, psychological defense, and continuity of data and infrastructure software. The forthcoming membership of Finland and Sweden will provide NATO with particularly valuable national best practices, notably in terms of coherence, robustness, quality of cooperation across government and society, and engagement with the population.

Ahead of NATO’s Madrid Summit in June 2022, Hugh Sandeman and Jonny Hall confront the political challenges posed by Russia’s invasion of Ukraine to the alliance’s 2021 Strengthened Resilience Commitment, especially in creating collective standards when resilience remains the responsibility of individual member states. The authors find that resilience is a psychological mindset as well as a material factor, and NATO’s ‘whole-of-society’ approach should be framed within the concept of ‘deterrence by denial’ to potential threats. This Strategic Update is based on a discussion hosted by LSE IDEAS in January 2022 on ‘How can NATO define and develop practical objectives for enhancing the resilience of member states?’ Participants in the discussion were: General Sir James Everard, Dr Tomas Ries, Susan Scholefield, Peter Watkins, Professor Gordon Barrass, General Sir Richard Barrons, Professor Christopher Coker, and Tom McKane. Abstract:
In this LSE IDEAS Special Report, the authors focus on the impact of the Russia-Ukraine war on the Baltics. The report highlights both collective and country-level impacts and responses to the conflict. It is argued that Estonia, Latvia and Lithuania have been among the top supporters of Ukraine, not merely in terms of military aid, but also with regards to providing substantial diplomatic and humanitarian support during Ukraine’s darkest hour since the breakup of the Soviet Union. Moreover, it is argued that this literal and metaphorical winter will be a key challenge, not only for Ukraine, but also for the Baltics. Given how closely the fate of Ukraine is intertwined with Estonia, Latvia, and Lithuania, the manner in which the Baltics and NATO respond to the winter could significantly influence the Russia-Ukraine war. A key strategic priority for the Baltics and NATO should be to promote resilience of everything from defense to energy security. Accordingly, the Report concludes with a variety of key policy recommendations aimed at the Baltics, EU and NATO.
