Abstract:
Given the fast-evolving situation in Afghanistan and its multifaceted impact on Pakistan, Pak Institute of Peace Studies (PIPS) has taken an initiative of monitoring, documenting, and analysing the opinions of different segments of Pakistani society and state institutions on the emerging Afghan situation. Under the Initiative, the institute has planned to prepare and publish quarterly reports, and the present one is the eighth of the series, covering the period from April to May 2023. This series of 'monitoring and analysis reports' constitutes one of the key components of a PIPS programme that aims at strengthening Pakistan's support for peace and reconciliation in Afghanistan. The reports are expected to improve knowledge-base and awareness of key stakeholders on Pakistan's Afghan perspective by demonstrating an overall understanding and critical review of a variety of viewpoints and positions, mainly around emerging events and developments in Afghanistan and their implications for Pakistan and the region.

Abstract:
This series of analytical paper is among the key components of a PIPS programme that aims at strengthening Pakistan's support for the peace and reconciliation process in Afghanistan. Therefore, larger focus of these policy-oriented analytical papers – whose eighth quarterly issue comprising two papers is in your hands – is placed on specialised aspects and themes of Afghan conflict and peace as seen from Pakistani perspective. The purpose of this series of analytical papers is to expand the knowledge base and awaren­­­ess of key stakeholders on Pakistan's Afghan perspective, and its role and interest in Afghan peace and reconciliation. That purpose is linked to another underlying goal of developing and suggesting updated policy options and recommendations for Pakistani government and civil society. These papers are expected to demonstrate an overall understanding of a variety of viewpoints and positions mainly around emerging events and developments in Afghanistan and their implications for Pakistan and the region.

23. Pursuing peace and reconciliation in a post-atrocity society: A case study of transitional justice in Burundi

Abstract:
In recent memory, no single year has catapulted Burundi into the spotlight more than the 20151 events when demonstrators and mass protesters took to the streets to protest the third term of then-President Pierre Nkurunziza. In the heat of the violent protests, some senior military officials, along with the police attempted a coup on 13 May 2015. Many in the international community and peacebuilding world feared a full-out civil war and a resurgence in sustained acts of violence that would plunge the country into chaos. They raised concerns that these events would seriously affect the peace gains obtained through the use of hard security approaches, such as the involvement of successive African Union (AU) and United Nations (UN) peacekeeping forces, and soft security approaches, such as reforming the security sector and pursuing lasting peace and reconciliation. Despite a political malaise in the aftermath of 2015, the dire predictions for Burundi did not come to pass. Fast forward to 2023, Burundi is charting a new path for lasting peace through truth-telling, reconciliation and transitional justice following cyclic violent conflicts that have victimised thousands of Burundians. The ongoing peace and reconciliation processes in Burundi have garnered little attention from researchers. Modelled after the South African Truth and Reconciliation Commission (TRC), the Burundi Government instituted a National Truth and Reconciliation Commission (NTRC) in 2014 by presidential decree. Since 2021, the NTRC has carried out investigations into human rights violations committed between 1972 and 1973 and other events surrounding arbitrary arrests, extrajudicial killings, assassinations, and unlawful trials from the 1960s up to 1971.2 In addition to the investigations on the 1960s and early 1970s, the NTRC has the general mandate to investigate all gross human rights violations and war crimes perpetrated between 26 February 1985 and 4 December 2008. The Commission is further tasked with establishing both individual and collective responsibility by ordinary citizens and state actors in mass atrocity events. The creation of the NTRC was met with reservation and mixed views from some in the media and political circles in Burundi who feared the Commission would serve the interests of the ruling political elite and not necessarily lead to truth that unites and reconciles. Due to the political crisis in 2015, the programme of the NTRC was temporarily put to a halt and resumed with sustained momentum in 2018. Ever since, the NTRC has been conducting numerous field trips across the country to uncover the truth and aid individuals and communities alike in healing from the deep wounds of the past. The NTRC was tasked with shedding light on pre-colonial and post-colonial events of political violence and how the successive events have contributed to contemporary socio-political dynamics in Burundi.

For many decades, Iraqis have been the victims of state and non-state ac- tors. A seemingly endless cycle of war, sectarian conflict, and extremist violence has resulted in a number of missing and forcibly disappeared Iraqis that the International Committee of the Red Cross (ICRC) calls one of the highest in the world.1 The goals of transitional justice (TJ), which the UN Human Rights Commission defines as “the full range of processes and mechanisms associated with a society’s attempt to come to terms with a legacy of large-scale, past conflict, repression, violations, and abuses in order to ensure accountability, serve justice, and achieve reconciliation,” are therefore uniquely relevant to Iraq.2 However, TJ faces major obstacles in the Iraqi context. In addition to the need to investigate, make public, and potentially pros- ecute multiple layers of abuse spread over two generations, would-be crafters of TJ mechanisms in Iraq must grapple with how to promote reconciliation in a deeply divided society. While the state often plays a key role in TJ, the Iraqi state is uniquely unstable, corrupt, and unable to lead TJ efforts effectively.3 In successive surveys of public opinion, Iraqi citizens express low levels of trust in their institutions and political leaders.4 Yet, Iraq is, in some dimensions, more democratic than many of its neighbors in the Middle East, which provides the opportunity for civil society-led initiatives for truth-telling. This essay surveys the decades of violations experienced by Iraqis, describes past efforts to imple- ment TJ measures, and analyzes possible paths forward.

Abstract:
In September 2023, heavy rains in Libya caused two dams to break. Muddy floodwaters ripped through the town of Derna, dividing it in half and destroy- ing everything in their way, causing at least 10,000 deaths.1 This single natural disaster killed more people than the violence that has plagued Libya since its Revolution, but in many ways, it was man-made. The failure of the dams and the decaying infrastructure result from the political rifts that have dominated Libya for a decade. The disaster has once again prompted debate in Libyan so- ciety on how to achieve justice for the lives lost, in this case due to negligence and corruption. Since 2011, Libyans have been waiting for justice for lives lost, be it during the rule of Muammar Gaddafi or during the turbulent period that followed. The absence of accountability hinders the formation of a new social contract through reconciliation.

Abstract:
Supporters of the current government in Turkey have significantly stronger nationalistic attitudes towards Greece and Greeks than the supporters of the opposition parties. Turkey is extremely polarized along party lines. Religion and education significantly shape perceptions in both Turkey and Greece. In Greece, the levels of nationalism towards Turkey are significantly higher than they are in Turkey towards Greece, but vary far less across the political spectrum.

30. Inter-Korean Reconciliation and the Role of the U.S.: Facilitator or Spoiler?

Although the Korean Peninsula has been divided for over 70 years, North and South have not been able to make lasting progress in terms of reconciliation. While there are multiple factors directly influencing the extent to which inter-Korean relations can progress, this paper focuses on the role of the United States. When it comes to inter-Korean reconciliation efforts, is the U.S. more of a facilitator or a spoiler? By looking at three case studies spanning three South Korean administrations—Roh Tae-woo, Roh Moo-hyun and Moon Jae-in—this paper attempts to find patterns and lessons related to Washington’s role in the complex inter-Korean reconciliation process. The cases reveal that the U.S. has played the role of both facilitator and spoiler in each case, and that whatever role the U.S. plays depends on its own relationship with North Korea at that time. The U.S. is most likely to play a facilitating role when the administrations in Washington and Seoul are both willing to engage diplomatically with Pyongyang, when progress is being made in denuclearization talks, when the geopolitical environment is conducive towards diplomacy and engagement with North Korea, and when the U.S. adopts a reciprocal negotiating strategy. The paper concludes by considering the conditions necessary to achieve inter-Korean reconciliation and to establish long-term peace on the peninsula. Key factors include the need for trust-building and reciprocity between the U.S. and North Korea, and adopting a more holistic approach that goes beyond the nuclear problem and aims to establish a lasting relationship between Washington and Pyongyang.
