81. Policy Decisions and Evidence Use among Civil Servants: A Group Decision Experiment in Pakistan

Abstract:
In a lab-in-field experiment with elite civil servants in Pakistan, we investigate whether groups outperform individuals in a two-staged task which requires effective use of data and evidence. We also study how efficiently groups harness their members’ individual knowledge for problem-solving. We do not find a significant difference in individual (first stage) and group performance (second stage). Yet, groups could have significantly improved their performance during the second stage of the task, had they more efficiently collaborated to retrieve their members’ respective knowledge. Carefully interpreted in the setting of our experiment, our data suggests that diversity in individual knowledge may hamper effective use of data and evidence for decision- making in small groups of policymakers.

President George W. Bush’s November 2005 visit to Mongolia marked an important milestone in U.S.-Mongolia relations. When the two countries established diplomatic relations in 1987 after many years of Cold War frostiness, Mongolia was a communist country closely allied to the Soviet Union.Bush’s visit, the first by a sitting U.S. president, re-affirmed Mongolia’s transformation from communism to democracy and a free market economy.

Abstract:
In 1987 I joined the United States Information Agency (USIA), a foreign affairs agency whose mission was to engage in public diplomacy with audiences overseas. We liked to say that we wanted “to tell America’s story to the world” via a variety of cultural, educational, and informational programs (e.g. speakers, exchanges, exhibits, and libraries). USIA had a corps of press and cultural officers implementing these programs as well as specialists in areas such as library science and English language programs. As an English language officer, I was expected to promote the learning and teaching of American English as a means of developing mutual understanding between the people of the United States and the people of other countries. I therefore looked forward to my first overseas trip to make contact with the English teaching establishments in Hungary and the Soviet Union.

The Republic of Mozambique is located in the southern hemisphere between the latitudes of 10 degrees, 27 minutes South and 26 degrees, 52 minutes South, and it also belongs to the Eastern Hemisphere between the meridians of 30 degrees and 12 minutes East and 40 degrees and 51 minutes East. The Mozambican state is an integral part of the territory of Mozambique whose independence was proclaimed on June 25, 1975 as The People’s Republic of Mozambique and later, in 1990, the Republic of Mozambique (Dos Muchangos 1999).

El profesor del Cider Jairo Santander, la profesora Andrea del Pilar González Peña del Departamento de Economía de la Universidad Central y Sandra Rojas Barrero, investigadora de la Procuraduría General de la Nación, son los autores del Documento de Trabajo “Análisis de las Repuestas del Estado Colombiano Ante el Problema de Violencia Intrafamiliar en Colombia”.  Publicación que da cuenta de las discusiones actuales sobre la familia y la violencia intrafamiliar y examina las políticas públicas formuladas por el Estado colombiano para hacerle frente.  En su análisis, los investigadores se dan a la tarea de reflexionar acerca de la pertinencia de las políticas públicas contra este la violencia intrafamiliar, basándose en literatura sobre los factores causales de tal problemática, los cuales deberían ser el objetivo principal de tales intervenciones, y contraponiendo los resultados de este análisis con la realidad de las estrategias políticas que el Estado Colombiano ha asumido para contrarrestar el aumento de este tipo de violencia. Así, logran orientar este estudio a la proposición de mejoras de estas políticas públicas para que puedan articularse adecuadamente con la realidad social y la estructura causal del problema.

Abstract:
America’s Intelligence Community (IC) faces a daunting array of traditional national security challenges. Terrorism remains a persistent global problem in form of Islamic extremism as well as far-right nationalism. Russia, China and other nation state threats have become a higher priority after a long period of neglect. Regional conflicts simmer and occasionally boil over, reminding us that our agencies must provide global coverage. And we are now engaged in perpetual cyber conflict, with ambient digital espionage and conflict raging across global networks. At the same time, the Covid-19 pandemic has shown us that there are other threats to national security which require our intelligence agencies to broaden their focus beyond the familiar threats that have defined their missions since inception. America’s intelligence agencies must be able to support our national response to the existential challenges of our time - pandemic and biothreats, climate change, and nuclear insecurity. Each represents a high probability and high consequence set of risks for the nation and the world. As a President-Elect Biden’s team prepares to assume power, it should examine: Independence: Has political interference degraded the IC’s capability to collect and protect intelligence, and has the IC’s independence and objectivity eroded? How can we ensure that political interference never degrades IC capabilities and objectives? Priorities: How well prepared is our Intelligence Community (IC) to play its role of providing warning, perspective and options in a new world of disinformation, pandemic and climate change? Keeping Pace: Has the IC’s ability to provide intelligence needed to keep America safe kept pace with the rapid changes in technology and society?

Lucie Vinařská authored a policy paper for the 12th debate of the Prague Climate Talks series titled "European Green Deal: will it bring structural change?", which will take place online on EUROPEUM's Facebook. The European Union is now taking the lead on climate action when striving to transform Europe into the first climate-neutral continent. This aim is at the core of the European Green Deal, a new strategy introduced by the Commission in December 2019. While the European Union and the rest of the world’s community is mobilizing, the climate change and environmental degradation are reaching unprecedented heights and posing an existential threat to the whole world. Climate change is by its nature a trans-boundary issue that requires a coordinated action. The EU’s ambitious plan was introduced during a time of a “green boom”, when environmental issues were among top political priorities. But is this Deal really going to turn the tables?

This paper analyzes within a spatial endogenous growth setting the impact of public policy coordination on agglomeration. Governments in each of the two symmetric regions provide a local public input that becomes globally effective due to integration. Micro-foundation of governmental behavior is based on three different coordination schemes: autarky, full or partial coordination. Scale effects act as agglomeration force and in addition to private capital agglomeration increase the concentration of the public input. Integration promotes dispersion forces with respect to the distribution of physical capital which are based on decreasing private returns. However, within the governments’ decision on the concentration of the public input, increasing integration reinforces agglomeration because it promotes the interregional productive use of the public input. Taking feedback effects between the private and the public sector into account leads to mutual reinforcement, hence agglomeration forces almost always dominate and the spreading equilibrium becomes unstable. If convergence is a separate (additional) political objective, it needs sustained additional political effort.

This brief evaluates universal basic income together with the pandemic and focuses on examples of countries where basic income has been implemented. How can universal basic income acquire a position within Turkey’s social assistances regime, or can it even be positioned as an alternative to it? Is universal basic income possible in Turkey? 90. The PLA’s Mask Diplomacy

Abstract:
Much has been written about China’s “mask diplomacy” during the Covid-19 pandemic. As the epicenter of the pandemic shifted from China to the rest of the world, China’s government sent planeloads of masks and medical supplies to hard-hit countries around the world. Beijing’s “mask diplomacy” sought to bolster China’s image as a responsible global power and was widely perceived as part of Beijing’s attempt to control the narrative around the pandemic and distract from its initial cover-up. But while all the attention focused on the Chinese government’s actions, the People’s Liberation Army (PLA) was carrying out its own, much quieter version of mask diplomacy. According to MERICS data, in the three months between March 13 and June 19, the PLA sent military planes full of medical material to 46 countries. The material, which mostly consisted of masks and personal protective equipment (PPE), was invariably donated to the recipient countries’ armed forces or defense ministries. The PLA also set up video conferences with foreign militaries to share its experiences of fighting the Covid-19 outbreak and strengthen military-to-military relations. At first glance, the Chinese government’s mask diplomacy campaign and the PLA’s look remarkably similar. However, a number of differences suggest there were different goals and strategies at play.
