111. International Migration and Federative Co-ordination in Brazil: São Paulo and Porto Alegre Case Studies between 2013 and 2016

Abstract:
This article analyses the co-ordination between national and municipal governments in Brazil regarding migration policy between the years of 2013 and 2016, using the concept of policy institutional arrangements and case studies of two Brazilian cities, São Paulo and Porto Alegre. The results reveal that the City of São Paulo government has advanced considerably in the sense of institutionalisation of the subject in the municipality by decentralising skills and assuming re- sponsibilities for its migrant population, with relative autonomy from federal government. The City of Porto Alegre government shows a less institutionalised arrangement, with little technical and financial capability, less autonomy from federal and state governments, and great emphasis on civil society participation. Finally, it is advocated that the regulation of the New Migration Law may deal with a series of problems in the current federative arrangement, constituting federative-articulated policies, with greater capacity for public policy implementation, and more active participation of subnational governments in the development of the national migration policy.

112. Environmental Crime in the Amazon Basin: A Typology for Research, Policy and Action

Abstract:
According to the world’s top scientific experts, deforestation and degradation are up 25 percent in the first six months compared to last year. More forests are being cleared in 2020 than at any point in the past 15 years. Although spectacular levels of illegal burning have occupied global headlines, a host of other less visible but equally significant environmental crimes are being committed throughout the Amazon basin every day. Such crimes not only impact biodiversity and the global climate, but are virtually always associated with social ills ranging from corruption to slavery and violence. A new paper from the Igarape Institute – Environmental Crime in the Amazon Basin: a Typology for Research, Policy and Action – introduces a typology to help better understand the scope and scale of the problem and its extensive social and environmental impacts. To date, one of the principal barriers to better policing of the Amazon is the confusion and ambiguity of what is, and is not, a crime. Different countries apply different interpretations which can frustrate investigations and the enforcement of existing laws. The new paper is designed to provide greater clarity to policy makers, law enforcement agencies, civil society actors, and companies committed to curbing environmental crime.

114. Effects of US Foreign Assistance on Democracy Building, 1990–2014: An Update

Abstract:
This paper updates our earlier work on the impact of US foreign assistance on democratic outcomes in recipient countries using newly available USAID Foreign Aid Explorer data covering the 2001–2014 period, as well as new outcome measures derived from Varieties of Democracy (V-Dem) data. Building on the theoretical and empirical framework established in our previous study and in subsequent work in the field, we estimate: a) the effect of overall USAID Democracy, Human Rights, and Governance (DRG) expenditures on general indices of democracy, b) changes in the effects of DRG expenditures after 2001, and c) the conditions that moderate the impact of DRG funding at the country level in the contemporary era. We find that the effect of DRG expenditures decreased dramatically in the 2002–2014 period, relative to the modest effect shown in the previous study for the period immediately following the end of the Cold War. However, DRG aid remains effective in the current era under favorable conditions. Further analysis demonstrates important conditional effects related to patterns of DRG investment, such that aid has greater impact when levels of security assistance are low (indicating competing priorities) and when prior DRG investment is low (indicating diminishing returns). In addition, DRG is more effective at intermediate levels of democratization and less so in contexts of democratic backsliding.

115. Unsettlements: The Potential Termination of Temporary Protected Status and the Threat of Displacement Among Salvadorans in the United States

Abstract:
The 2018 decision by the US government to terminate Temporary Protected Status (TPS) for Salvadorans, the largest population of TPS holders, would displace nearly 200,000, many of whom have lived in the United States for decades. TPS, a form of humanitarian relief that provides a broad set of protections for those who have fled disaster and instability in their countries of origin, has been continually reapproved for Salvadorans over many years, making it a liminal legal status that has come to resemble a permanent legal status. This paper examines the unsettling effects of this decision, should it be enforced, for Salvadoran holders of TPS (TPSianos) who have established lives and families in the United States. The decision to abruptly end TPS threatens TPSianos and their family members with forced displacement and extraordinary hardships; the decision also has the potential to send them to live under dangerous conditions in El Salvador. Drawing from ethnographic findings, the paper shows how the decision contradicts the logics and realities of permanency in the United States that have guided TPSianos’ future planning and expectations that they should be allowed to transition to a more permanent legal status. Conceptualizing such disruptions and contradictions wrapped up in the ending of TPS for Salvadorans as an entanglement of unsettlements, this analysis extends scholarship on the political, economic, and legal dynamics surrounding TPS and on the lived experiences of liminal legality.

Abstract:
This paper discusses the political economy of oil in Uganda since the announcement of its discovery in 2006. It focuses on the dynamics of oil revenue generation (pre-commercial production) and expenditure, investor-stakeholder contestation (i.e. between bureaucrats, investors/oil companies, and domestic stakeholders), and the role of public policy. Although the Government has created several institutional and regulatory frameworks to manage oil-related revenues and ensure that oil contributes to structural transformation, Uganda is already experiencing many of the stylized facts associated with natural resource exploitation, including macroeconomic instability, rent dissipation, and, more broadly, threats of adverse impact on the environment and on local livelihoods in the oil regions. Besides these, Uganda, and similarly endowed African countries, face the economic challenges related to the global shift in recent decades towards a low-carbon development paradigm and the threatening prospect of oil investments becoming ‘stranded assets’. The latter issues are not yet part of the policy conversation in Uganda.
