101. Capability and Resolve: Deterrence, Security and Stability in the Baltic Region

Abstract:
In response to Russia’s aggression against Ukraine in 2014, NATO has revitalised its core business of deterrence and defence and adapted it to today’s political and geostrategic circumstances. In the Baltic region, the most visible expression of this effort has been the deployment of the enhanced Forward Presence battlegroups in Poland and the three Baltic states. These are, in turn, backed up by a readiness and reinforcement strategy, which NATO has also strengthened through the adoption of a number of measures agreed by the Allies. But deterrence is a complex matter that involves political, diplomatic, military, economic, cyber, information-related, and other aspects. In the Baltic region, the constraints of geography coupled with the proximity of the region to Russia pose particular challenges to NATO’s approach. The region remains a focus of tensions between Russia and the West and the three Baltic states are still NATO’s most vulnerable members. Moscow, meanwhile, pretends that it is particularly threatened in the Baltic region, where it regards the territory of the Baltic states as a potential bridgehead of American power projection and presents NATO’s deterrence measures as a deliberate, unprovoked and unjustified build-up of forces around its periphery. Two interdependent developments in the period since 2014 have pointed to a particular need to re-examine the credibility of NATO’s posture as it pertains to the Baltic region: first, Russia’s continued programme to achieve conventional military superiority in its western direction; and second, its recent deployment of new mobile, land-based, intermediate-range, nuclear-capable missiles. The former has given Russia has a substantial numerical advantage in ground forces in the Baltic region which give Moscow the option of executing a rapid land-grab attack before NATO could react. The latter could be used to try to decouple Europe from the extended nuclear deterrence provided by the US, paralysing NATO decision making and undermining the Allies’ resolve. Full and expeditious implementation of all decisions taken at Warsaw and Brussels to strengthen NATO’s deterrence and defence posture is therefore imperative. In this policy paper, we recommend some steps that NATO should take in order to strengthen the deterrent effect of NATO forces and to ensure that timely reinforcement of its peripheries is feasible. In the light of a US Congressional request for a detailed assessment from the Pentagon on whether to expand US military presence in the Baltic states, we pay particular attention to the role of US forces in Estonia, Latvia and Lithuania.

This edited volume is the third in a series of three. The series forms part of a SIPRI project that explores regional perspectives and trends related to the impact that recent advances in artificial intelligence could have on nuclear weapons and doctrines, as well as on strategic stability and nuclear risk. This volume assembles the perspectives of eight experts on South Asia on why and how machine learning and autonomy may become the focus of an arms race among nuclear-armed states. It further explores how the adoption of these technologies may have an impact on their calculation of strategic stability and nuclear risk at the regional and transregional levels.

Abstract:
Given the consequences that security issues yield for the Middle East and beyond and in spite of the failures to date, a regional security process where stakeholders can engage with one another remains a relevant and timely approach, which would be needed to move out of the region’s current cycle of instability. Based on the ongoing Tafahum project, a first step is to establish a shared understanding of regional security issues and what they entail before taking steps towards building a security “architecture” or “system”. In addition, regional cooperation must be framed around both conceptual and operational baskets. A broad agreement on principles of conduct, a focus on regional economic development and the development of civil society interactions are seen as essential elements around which such baskets can be put together.

Lebanon is on the brink of collapse due to its domestic economic and political crises, exacerbated by the COVID-19 pandemic. Another failed state in the Middle East would negatively impact strategic US interests. The start of the new decade in Jordan has been marred by unrest. In January, thousands of Jordanians took to the streets to protest both President Trump’s Middle East peace plan and the gas deal signed between Israel and Jordan. This wave of dissent came on the heels of the 2019 protests against increased austerity measures, a follow up to the 2018 movement that saw the resignation of Hani Mulki’s government. Though Jordan quickly adopted stringent measures to combat the virus, the economy will suffer a huge blow, exacerbating Jordan’s existing development challenges and popular discontent. Furthermore, the pandemic prompted troubling restrictions on freedom of speech, with an April decree stating that sharing anything that may “cause panic” about the pandemic is punishable with up to three years in prison. How have protest movements in Jordan been impacted by Covid-19, and what do recent protests over honor killings and gender based violence portend for progress in this area? The future of Afghanistan’s constitutionally liberal democratic system is very much at issue. On its survival rests the aspiration of the greatest number of its people, the deep investment of the international community in the country’s stability and wellbeing, and ultimately the security of the region and beyond. Negotiations are beginning in what is certain to be a lengthy process that may in the name of a compromise trade away social and economic gains realized over nearly two decades. Afghanistan has additionally to cope with the disengagement of foreign forces just at a time when their leverage militarily and diplomatically could be critical. In the absence of a verifiable ceasefire, the country confronts a prospect of exploding violence and possible descent into chaos. Abstract:
The fourth in a series analysing the ways COVID-19 is affecting stability across the world, this paper explores the impact on organised crime in the Western Balkans of the health and economic crisis brought about by the pandemic. Criminal organisations active in the Western Balkans have proved very apt at exploiting the evolution of the pandemic and related government responses to expand their activities regionally and globally. The key role played by the European Union in recent times to promote the rule of law and institutional reforms against organised crime in the region is at risk of setback given its limited economic firepower post-COVID-19 and China’s increasing influence through its economic and investment diplomacy. Law-enforcement agencies will struggle to prevent criminal groups from further infiltrating the region’s economies amid increasing budgetary constraints. Western Balkans governments should use the current challenging circumstances as an opportunity to redefine medium- and long-term priorities in their efforts against organised crime. However, for these efforts to be successful, the sustained political and operational support of other countries will be needed, given the expanding international reach of regional criminal groups.

The ambition to promote stability and foster peace in an increasingly volatile security environment is an established element of EU and NATO policy. There is a risk that the coronavirus pandemic will increase the demand for stabilisation measures while at the same time complicating their supply. This paper focuses on the role that military and security actors can play in supporting stabilisation efforts. The direction and implementation of these policies are influenced by a range of motivations including security worries, humanitarian concerns and historical ties. Abstract:
The Moroccan monarchy has used political parties, including the PJD, to legitimize the country’s authoritarian political process and structure, and to absorb social and political anger. This paper argues that putting the parties at the frontline without sufficient capacity to enact deep reforms weakens them as a shield against growing popular frustration. While this approach may work in the short term, it risks the country’s stability in the long term.
