Abstract:
The leaders of Turkey and Armenia announce an attempt to establish diplomatic relations and open borders. Success would be beneficial for both countries: it would strengthen Turkey's influence in the Caucasus, and it would enable Armenia to break the regional isolation. However, success remains unlikely due to nationalist sentiment in both countries and the possibility of Russia and Azerbaijan sabotaging the talks.

Abstract:
More than half a year has passed since the end of the Second Karabakh War and the signing of the Mos­cow‑brokered trilateral statement by the President of the Republic of Azerbaijan, the Prime Minister of the Republic of Armenia, and the President of the Russian Federation on a complete ceasefire and a ces­sation of all hostilities in the zone of the Nagorno‑Karabakh conflict. These developments have ended the almost 30‑year‑long illegal Armenian occupation, restoring Azerbaijan’s territorial integrity. They have also contributed to the ultimate implementation of nu­merous decisions and resolutions adopted by various international organizations, including four resolutions of the UN Security Council (822, 853, 874, and 884) demanding the immediate, com­plete, and unconditional with­drawal of Armenian armed forces from the occupied Azerbaijani ter­ritories. At the same time, a new political reality has emerged in the region as a result of the war. This has brought about at least seven implications:

In this issue of BeeHive, Jonathan Elkhoury analyzes the ongoing discourse on Lebanese social media about normalization with Israel. The word “normalization” has become one of the most famous and used words in the Arab world over the last year. Trump’s announcement in August 2020 of a historic peace agreement between Israel and the United Arab Emirates (U.A.E.) made the headlines all over the world, mainly on social media platforms. Shortly after, it was announced that Bahrain would join the U.A.E., becoming the second Gulf country to sign a normalization agreement with Israel. These peace deals, later known as the Abraham Accords, brought back the question that many were asking themselves: will there be more Arab and Muslim countries to sign peace agreements with Israel? Specifically, will Lebanon be the next country to sign a peace agreement with Israel?

By dint of its position in the Arab and Muslim arena, Morocco is strongly committed to the Palestinian issue and the safeguarding of Jerusalem’s Muslim holy sites. Throughout its history, Morocco has served at times as a mediator between Israel and the Arab world and mobilized to help Israeli-Palestinian peacemaking within the framework of the Oslo process. Morocco has adopted a largely neutral foreign policy as a state seeking stability in the Middle East and North Africa and willing to help mediate regional conflicts. These efforts are notable in both the Palestinian arena and in the broader Middle Eastern and North African one. Israel takes a positive view of ties with Morocco, backed by the support of the large Moroccan Jewish diaspora living in Israel. Palestinian views of Morocco’s policy are mixed. Along with a positive perception based on recognition of Morocco’s commitment to the Palestinian issue, measured criticism is also being heard over its decision to advance normalization with Israel. Attitudes toward the normalization process are complex, including both criticism and support for the move. Morocco cannot set in motion and orchestrate the Israeli-Palestinian peace process, but it can help by providing conciliation and mediation and broad legitimacy for a consensual arrangement on Jerusalem’s holy sites.

While the recent accords with the United Arab Emirates (UAE), Bahrain, and Sudan moves Israel further along the path of regional integration and diplomatic normalization, the deal does nothing for Israel’s other existential threat — the Palestinians living in Israel proper, the West Bank, and Gaza. Nevertheless, it is a big deal. It is all part of the evolving Middle East where Arab support for the Palestinians has been melting for years. For decades, many Arab states were united in their hostility toward Israel and support for the Palestinian cause, even though in some cases that backing was largely rhetorical. But change has been under way for decades, beginning with the Egyptian and Jordanian formal recognition of Israel and then in the 2002 Arab Peace Initiative (API). That Saudi Arabian initiative called for normalizing relations between the Arab world and Israel, in exchange for a full withdrawal by Israel from the occupied territories (including the West Bank, Gaza, the Golan Heights, and Lebanon), a “just settlement” of the Palestinian refugee problem based on UN Resolution 242, and the establishment of a Palestinian state with East Jerusalem as its capital.

Jakarta’s domestic politics make normalization unlikely despite years of positive signals, but the United States should nevertheless urge it to consider incremental, mutually beneficial steps toward rapprochement with Jerusalem. On October 29, Secretary of State Mike Pompeo will briefly visit Jakarta for discussions with Indonesian president Joko Widodo—popularly known as Jokowi—and Foreign Minister Retno Marsudi. Topping Pompeo’s agenda will undoubtedly be the U.S. effort to organize Asian allies around resisting China’s increasing assertiveness in and beyond the region. But Jakarta is also relevant to another Trump administration foreign policy priority, one that has taken on an increasingly high profile in the run-up to the U.S. election—normalization with Israel. Indonesia is one of thirty countries worldwide that do not recognize the state of Israel, and one of three in Southeast Asia. But unlike Malaysia, whose leaders have espoused virulent anti-Semitism, and tiny Brunei, Indonesia has a history of positive (albeit inconsistent) signals toward Israel, raising hopes that movement toward normalization may be possible even if it is not imminent.

The 1994 Agreed Framework called for North Korea to dismantle its plutonium-production complex in exchange for civilian light water reactors (LWRs) and the promise of political normalization with the United States. Today, scholars look back at the Agreed Framework as a U.S. offer of “carrots” to bribe the regime, but this framing overlooks the credibility challenges of normalization and the distinctive technical challenges of building LWRs in North Korea. Political and technical analysis reveals how the LWR project helped build credibility for the political changes promised in the Agreed Framework.
