Abstract:
The disastrous event of 9/11 changed the Political and Security dynamics of the world. The event of 9/11 provided a chance for India to enter into Afghanistan. Afghanistan attracts the world powers due to its strategic importance. Afghanistan is a gateway to the energy rich Central Asian Republics. India’s involvement in Afghanistan is quite realistic. India had never established cordial relations with the Taliban regime in Afghanistan. The event of 9/11 gave India a chance to establish cordial relations with the Afghan political government. India participated in the Bonn Conference and announced its support for the people of Afghanistan in the reconstruction of the country. India enjoyed its best relations with the governments of Hamid Karzai and Ashraf Ghani in Kabul. India enhanced its ties with Iran to secure its interest in Afghanistan and to counter Pakistan. India and Iran have some common interests in Afghanistan. New Delhi has invested a big amount in various sectors in Afghanistan to enhance its influence in Afghan society. India has worked hard to facilitate Afghan Nationals to boost its soft power. India now influences the internal politics of Afghanistan. The world considers India a major market in South Asia. India’s presence in Afghanistan has always been a source of worry for Pakistan. Pakistan considers India’s presence in Afghanistan a threat to its National Security. Pakistan thinks India should work for the betterment of Afghan people but she should avoid using Afghan soil against Pakistan. Pakistan has already suffered a lot due to the disturbance in Afghanistan. Peaceful Afghanistan is in the favor of South Asia and for the Global Powers. This paper focuses on the Indian presence in Afghanistan and India’s role to bring peace in Afghanistan.

Abstract:
This year marks the 70th anniversary of the first Nobel Peace Prize presented for efforts to achieve peace in the Middle East between Israel and Arab nations in Palestine. The recipient was Ralph Bunche, an American academic and diplomat with the U.N., who received the Peace Prize in 1950 for brokering the Israeli-Arab armistice agreements in 1949. The agreements ended the official hostilities of the 1948 Arab-Israeli War between Israel and Egypt, Jordan, Syria, and Lebanon and established armistice lines between Israeli and Arab nation forces that held until the 1967 Six-Day War. (This same seemingly intractable confrontation yielded two later Peace Prizes: to Anwar al-Sadat and Menachem Begin in 1978 and to Yassar Arafat, Shimon Peres, and Yitzhak Rabin in 1994.)

73. The Demise of the Two-State Solution: The Realities Trump's Peace Plan Will Create

Abstract:
At the end of January, US President Trump announced a Middle East peace proposal that he himself lauded as "the deal of the century". The introduction to this peace proposal called "A Vision for Peace" stresses that it would "create a realistic two-state solution" because it addresses "today's realities" surrounding the Palestinian issue. However, the nature of this proposal differs greatly from two-state solutions previously pursued by the US and the international community as a whole. Israel and the Palestine Liberation Organization (PLO) signed the Oslo Accord in September 1993. The concept underlying that accord was a two-state solution in which an independent Palestinian state with its capital in East Jerusalem would be established in the West Bank of the Jordan River (hereinafter, "the West Bank") and the Gaza Stripboth of which have been occupied by Israel since the 1967 Arab-Israeli War and would co-exist with Israel. Circumstances in the West Bank and Gaza have changed greatly over the past 27 years, however, and the prospects for a two-state solution have mostly perished. In that sense, the Trump peace plan can be said to have struck the final fatal blow that killed the two-state solution.

Abstract:
Early Houthi promises to Yemenis of fairer and more transparent government have come to nothing, and the group exerts a rule of brutal suppression. The Houthis now govern over most of Yemen’s population and should be included in efforts to end the conflict and restore peace to the country. The Houthis seek international recognition, face growing internal challenges, and may no longer want to extend their control over southern Yemen. This provides some negotiating space. While the Houthis benefit from Iranian support, they are driven by their own interests and will wage war regardless of Tehran’s position. European states should now increase conditional engagement with the Houthis, looking to widen political and humanitarian space on the ground, while pushing all sides to the negotiating table.

Abstract:
In order to have a more nuanced understanding of inclusive peace processes, it is important to understand how civil society can connect to formal peace negotiations. The Colombian peace negotiation process is highly regarded as one of the most inclusive processes; involving civil society groups from diverse backgrounds, including both women’s and lesbian, gay, bisexual, transgender/ transsexual and intersex (LGBTI) groups. But how do these groups leverage influence among the main conflict actors, and what specific challenges and opportunities do they face? This paper applies a conflict resolution and negotiation framework to assess the involvement of women’s and LGBTI groups in the most recent Colombian peace negotiation process. In doing so, the suggested framework provides a practical application of conflict resolution and negotiation strategies that can further complement discussions on inclusion of marginalized groups in other peace negotiation processes.

77. Fighting Against Imperialism: The Latin American Approach to International Sanctions

Abstract:
The Latin American experience with international sanctions has been mostly as sanctioned states rather than targeting states. This is not merely because Latin American countries have lacked the interest in using sanctions tools but also because of more complex factors, including the historical evolution of Latin American nationhood, a set of cultural values rooted in the defense of national sovereignty, and opposition to any foreign intervention. Although those values were embraced as a result of defending the independence of Latin American nations against European dominance, the values were also applied in intraregional relations in Latin America. As a result, there is not a strong culture of international sanctions imposed by Latin American countries. With few exceptions—such as Cuba—Latin American countries tend to rely on diplomatic negotiations conducted under the nonintervention principle. The unparalleled crisis in Venezuela has produced a change in perspective. While the main actions adopted regarding this crisis were undertaken to facilitate diplomatic negotiations with the Venezuelan government, Latin America—particularly within the framework of the Organization of American States (OAS)—has started to implement international sanctions as a tool to promote a transition in Venezuelan governance. This shift has not been without controversy in Latin America. Consequently, the principle of nonintervention as relates to the use of sanctions is under stress in Latin America and merits re-examination. This paper, part of the International Security Initiative at the Center on Global Energy Policy, reviews the history of international sanctions in Latin America in the context of broader diplomatic developments.

78. A Ceasefire with Feet of Clay: The Potential Spoilers of Peace in Libya

On 23 October 2020, negotiators from the 5+5 Joint Military Commission, the dialogue format between the forces of the UN-recognised Government of the National Accord (GNA) and Khalifa Haftar’s Libyan National Army (LNA), signed a ceasefire in Geneva. Two days later, the United Nations Support Mission in Libya (UNSMIL) announced the launch of the Libyan Political Dialogue Forum (LPDF), whose first round took place in Tunis between 9-15 November, after virtual sessions started on 28 October. Delegates agreed on a date for elections (24 December 2021) but not a new government, and will reconvene to continue negotiating at the end of November. While the announcement of the ceasefire and the political dialogue held in Tunis is obviously good news, the road ahead remains rife with challenges. The acting UNSMIL head, Stephanie Williams, has warned that many will seek, “for narrow personal and purposes, to corrupt and disrupt” the process. Looking ahead, four dynamics can spoil the process, undermining the prospects for a more sustainable political settlement in Libya: Haftar’s role; the situation of the global oil market; Turkey’s regional ambitions; and the economic interests of militia groups in Tripoli.
