21. The Regional Security Imperative to Protect the Congo Basin

Abstract:
The rapid degradation of the Congo Basin rainforests poses a threat to the livelihoods of millions who rely on the forests’ resources and the regulating role the forests play for African rain patterns and carbon sequestration. Weak forest management is empowering transnational organized criminal networks and armed militant groups who are playing an increasingly central role in resource extraction from the Congo Basin. Illicit logging, mining, and wildlife trade in the Congo Basin is enabled by the complicity of senior public officials who profit from their positions overseeing the management of these national resources. Better management and protection of the Congo Basin rainforests will require enhanced forest domain awareness as well as realigning the incentives for local communities, public officials, and international logging interests.

22. “Under One Tree”? Exploring Pastoral, National, and International Approaches to Humanitarian Action

Abstract:
Although resilience is an inherent component of pastoral systems, it must be adequately supported through effective national and international policies, programs, and approaches. However, to date the evidence provided by pastoralists and organizations working with pastoral populations suggests that international and national humanitarian assistance is rarely provided in ways that are truly helpful for pastoral communities to protect their livelihoods. This synthesis report brings together the findings from the first phase of a three-year research project exploring how humanitarian action — comprising early warning, anticipatory action, and emergency response — can be more attuned to the needs, perspectives, and approaches of pastoral communities in the dryland areas of the Greater Horn and Sudano-Sahel. The main outputs from Phase 1 are three desk studies examining humanitarian action from three perspectives: the views of the pastoralists, national governments, and the international community. This synthesis report reflects upon the cross-cutting learning and key themes and considers the implications for humanitarian action in dryland areas.

23. Accelerating National Value Chains Through a Better Implementation of the African Continental Free Trade Agreement in Cameroon

Abstract:
Like most African countries, Cameroon, a country endowed with abundant human and natural resources, has for decades been grappling with the challenge of developing and strengthening its national value chains. Value chains refer to the sequence of activities that create value for a product or service, from the raw material to the final consumer. Indeed, Cameroon’s national value chains face numerous difficulties, including poor infrastructure, limited access to finance, lack of diversification, lack of skilled labor and corruption (1). This results to low levels of processing and value addition, leading to low export prices and high import bills. This is particularly the case for the country’s cocoa bean exports, which are processed and sold elsewhere and therefore make only a small contribution to GDP (15%) (2) Fortunately, the implementation of the African Continental Free Trade Area (AfCFTA) agreement, signed by Cameroon in 2020, appears to be a significant opportunity to accelerate its national value chains. Indeed, this agreement aims to promote intra-African trade and economic integration by eliminating tariffs on intra-African trade, facilitating the movement of goods and services, and encouraging investment. From this perspective, this article seeks to explore how Cameroon can position itself to take advantage of the opportunities presented by the implementation of the AfCFTA on its national value chains. In doing so, it will highlight to African leaders and governments, economic operators and national and multinational companies the importance of developing their manufacturing sector and achieving the target of 30% of GDP by 2030. This article presents the trade and economic profile of Cameroon in Section 2, the role of the AfCFTA in promoting Cameroon’s value chains in Section 3, and the conclusion in Section 4.

Abstract:
The expectations that Zambia’s vast endowment in mineral resources would drive economic transformation and propel the country to higher levels of living standards remain elusive. The country is still confronted with chronic macroeconomic trade and fiscal imbalances, a heavy debt burden, shortage of foreign exchange reserves with attendant pressures on the value of the national currency. The contribution of mineral exploitation to employment, government revenue, foreign exchange earnings, economic growth and poverty reduction remains suboptimal. Yet, the sector continues to attract substantial attention from foreign investors and remains dominated by foreign corporations. So, if the people of Zambia are not reaping adequate benefits from mineral resource exploitation, then who is capturing the rents? This paper provides a review of the history, industrial organization and management of the mining sector, and explores the factors that have constrained the performance of the sector with an emphasis on the role of the ownership structure, the fiscal regime, exposure to external shocks, and lack of transformational orientation of the sector. The paper draws some policy suggestions for the improvement of the performance of the mining sector going forward.

Abstract:
Afghanistan has always been the centre of attention of global powers throughout history due to its strategic location and the presence of substantial natural resources. While the hegemony of the U.K. has a strategic and geopolitical dimension, the hegemony of Russia and the U.S. has a strategic dimension, and it is claimed that one of the reasons for the occupation of Afghanistan by these two superpowers is its underground riches. The struggle of the great powers to seize and dominate the world’s natural resources, scarce earth resources, has continued extensively from the second half of the 20th century to the present day. Afghanistan has been one of the countries significantly affected by this power struggle. Therefore, in this study, by using the concept of “Great Power Politics”, the scope, breadth and seriousness of the struggle between great powers and rising regional powers over Afghanistan’s natural resources have been analysed. In this context, Afghanistan’s rich underground resources and most of the critical contracts signed with foreign and domestic-foreign companies regarding Afghanistan’s natural resources after 2001 were analysed.

Urban areas in Azerbaijan are experiencing rapid growth and development, fueled by a combination of natural resource wealth, strategic geographic location, and economic reforms. In cities such as Baku, Ganja, and Sumgayit, significant investments have been made in infrastructure, housing construction, and industry. However, effectively managing these investments to achieve sustainable urban development remains a critical challenge. This article examines the policies and strategies for investment management in Azerbaijani cities, learning from both successes and ongoing challenges.

Abstract:
As energy insecurity remains an imminent characteristic of energy security, it can simultaneously influence the securitization of non-energy referent objects in other sectors (Adamides and Odysseas 2015). This leads one to examine the geopolitical underpinnings behind the formation of the EMGF which by and large has affected the region as a whole. Egypt, the region’s star player has always played a fundamental role in harbouring relations based on energy and regional security and hence its relations with Greece, Cyprus, Israel, France, Italy and the EU needs examination in the wake of the establishment of the EMGF. The EMGF has been kept as the central pillar in understanding the international political economy behind the energy and regional security convergences by the above-mentioned member states. The objective behind undertaking this study has been to point out the inadequacies in establishing the EMGF which has inevitably shaped the geopolitics of the region.

Abstract:
When Russia’s invasion of Ukraine resumed after a hiatus of many months, it prompted the European Union and 17 other countries to cut off relations with Russia and Belarus. Most of the goods and food that people in the West use now come from foreign plantations and factories. The length of the war will significantly affect the extent to which it disrupts global food supplies and the intensity of the resulting food crisis. A symptom of this movement, and a warning against overreliance on Russian energy supplies, is the European Political Community. While the article’s focus is on the potential impact of the war between Russia and Ukraine on food supplies throughout the world, it also serves to remind readers that there is more to a crisis than a shortage of Russian oil and gas.

29. Inclusion and exclusion in Somali drought emergency assistance

Abstract:
When drought or other emergencies strike in the Somali regions, the first responders are Somalis themselves, not the international humanitarian system. Based on family, kinship and more distant social ties, Somalis mobilise and deliver various forms of emergency assistance to the affected communities. Yet, mechanisms of inclusion and exclusion vary significantly, pending on the closeness of social ties, the power relations between local and international actors, and the number and forms of intermediaries. In this new DIIS Working Paper, Ahmed M. Musa, examines such local and transnational humanitarian practices and the mechanisms of inclusion and inclusion that they entail. Focusing on instances of drought in Somaliland, Musa argues that emergency assistance based on close social ties observes the overall humanitarian principle of impartiality. There are challenges, however, particularly when the social ties are more distant, as in the case of government-led or international responses. This may be mitigated, Musa shows, by the social contract of reciprocity between givers and recipients of assistance, going hand in hand with social sanctions where people abstain from helping those in need. Familiarity is thus central for impartial and inclusive access to emergency assistance, rather than an obstacle. The paper is an output from the Diaspora Humanitarianism in Complex Crises (D-Hum) research project in which Musa was a postdoc between 2020 and 2022. D-Hum analyses how Somali diaspora actors and their local counterparts mobilise, channel and deliver humanitarian assistance to Somalia and Somaliland during complex humanitarian crises. 30. Climate change actions in conflict affected contexts

Abstract:
Violent conflict and state oppression in Myanmar demonstrates the importance of placing conflict analysis and people-centred approaches at the centre of international programming on climate change and environmental protection. In 2021, the United Nation’s Intergovernmental Panel on Climate Change (IPCC) warned that the impacts of the climate crisis will be particularly pronounced in poor and conflict-affected countries. Research also identifies climate change as a ‘threat multiplier’ that, in combination with socio-political factors like poverty, state incapacity and inequality, can intensify violent conflict. However, gaps remain in how to address the increase in climate change vulnerabilities in contexts with violent conflict and state oppression. This is evident in Myanmar, where a historically repressive military regime is threatening to cause longer-term ‘climate collapse’. Since a military coup in February 2021, extractive activities and war economies are destroying the natural environment and placing communities at further risk of displacement, violent persecution and food shortages. These effects of conflict are reducing local people’s capacity to adapt to climate change and threatening civil society’s efforts to protect the environment. Under such conditions, climate change programming needs to place conflict analysis at its centre stage and substitute state-centric and purely technical approaches with people-centred ones, in alignment with the localisation of aid agenda.
