291. Building Back Better: A National Jobs Strategy

Abstract:
The United States has a jobs problem. When the COVID-19 pandemic plunged the economy back into recession in early 2020, it laid bare a fragile and profoundly inequitable labor market. In the absence of a robust and coordinated recovery strategy focused on increasing the supply of good jobs, the same labor market pathologies that plagued the last recovery will re-emerge: the long-term unemployed will struggle to land jobs and many will give up; private sector job growth will be slow and uneven; many new jobs will be worse than those they replace; unemployment among Black and Latinx workers will remain elevated; and income and wealth gaps will widen. This recovery must be different. The Biden-Harris administration has an historic opportunity to lay the foundation for an economy built on good jobs, one that ensures the benefits of economic growth are broadly and fairly shared This publication provides a set of concrete recommendations to help guide an all-of-government jobs strategy, including three goals to guide a national jobs agenda, a suite of distinct but reinforcing strategies to achieve them, and a framework for coordinating activities across government.

This report is a two-factor analysis of cybersecurity, including the legislative framework and key national actors in cybersecurity. The first part of the report presents the main cybersecurity threats in the Republic of Armenia, and the needs arising from national security objectives. It describes the normative and legislative framework of Armenia, which covers the main aspects of information security ensuring a level of national security of the population and mentions the main objectives of the national cybersecurity strategy. This report also identifies the issues and challenges in the Armenian cybersecurity strategy and describes the main actors within the state responsible for the national action plan for cybersecurity. The last part reflects conclusions extracted following the study and elaboration of this report.

Abstract:
In many countries, the police, as a part of public administration, have witnessed many changes during the last few years. This article explores the process of the reform of the Polish police force, which took place between 2015 and 2017. Doing so examines in detail the process of implementing an IT tool – The National Security Threat Map – by paying particular attention to the mechanism of engaging external stakeholders. This study is conceptual but empirically focused. The paper posits that, despite the hierarchical nature of the police administration structure, it is possible to build an engagement of external stakeholders.

Abstract:
In recent years, U.S. government officials have normalized a damaging notion: that soliciting or participating in foreign interference in a U.S. election will not be prosecuted. Foreign governments from Beijing to Moscow and elsewhere are watching closely, and unless Congress and the new administration act quickly to close loopholes in the current U.S. legal framework governing political campaigns, every major U.S. election could be undermined by foreign interference that is not prohibited by U.S. law. A new legal framework around political campaigns is sorely needed—one that provides a proactive and holistic approach to foreign interference rooted in the need to protect U.S. national security.

298. Regulating The Enablers: How the U.S. Treasury Should Prioritize Imposing Rules on Professionals Who Endanger National Security by Handling Dirty Money

Abstract:
When kleptocrats, foreign intelligence services, homegrown autocrats, and other malign actors weaponize corruption to undermine U.S. democracy, their financial secrecy relies upon the services of ten sectors of U.S. professionals, including lawyers, real estate agents, hedge fund managers, and others. The U.S. government should promulgate new financial regulations—similar to existing rules for banks—that would require non-bank enablers to watch out for dirty money. Regulators should prioritize six or seven sectors of professionals known to gravely endanger U.S. national security by facilitating corruption. Unfortunately, the United States is among the less than 10 percent of countries that do not require non-bank enablers to establish anti-money laundering (AML) programs, which are mandatory for banks. That is, unlike enablers based in more than 90 percent of the world, U.S. non-bank enablers do not need to have compliance officers, trainings, audits, and controls reasonably designed to spot potential money laundering by identifying customers, scrutinizing transactions, keeping records, and reporting suspicious activity to the government. Fortunately, that may change soon, as the regulation of enablers has become a top priority among U.S. lawmakers, law enforcement, civil society, and other stakeholders. President Joe Biden’s memorandum prioritizing the fight against corruption as a core national security interest—and ordering U.S. departments and agencies to develop a presidential anti-corruption strategy within 200 days—included a prominent warning about the threat of U.S.-based professional enablers who move and launder dirty money.

Editor’s Note: American Diplomacy Journal asked several foreign policy commentators to address the significance of growing chaos in many parts of the world, as failed and failing states are increasingly unable to perform the fundamental functions of the sovereign nation-state. This is one of five articles looking at those concerns. Because of its vast size, about equal to the U.S. east of the Mississippi, and its large deposits of strategic minerals, the Democratic Republic of the Congo is of special interest to American and western national security. In the current rush to develop renewable energy, for example, the minerals cobalt and lithium are essential. The DRC is the most important source of these minerals outside of Russia. The DRC is also one of the few countries that produces columbite and tantalum that are necessary for the world’s portable phones. The DRC is also host to the second largest tropical rain forest in the world after the Amazon. Preservation of this carbon sink is essential to the worldwide effort to limit global warming. The maintenance of stability in the DRC, a country that has seen long periods of instability in its sixty-year history, is therefore an international priority. With the end of the Kabila regime in the Democratic Republic of the Congo came new hopes for peace and progress in one of Africa’s most historically violent and corrupt nations. Yet since President Felix Tshisekedi’s administration formally assumed power in January 2019, the eastern DRC has seen thousands of murders and kidnappings, in a dramatic escalation of violence. The second quarter of 2021 was the deadliest in recent history, according to the nonprofit Kivu Security Tracker: 564 killings over just the past three months. Hundreds of discrete militias and insurgencies operate in the area – rendering a negotiated settlement unlikely – but the single worst offender is the Allied Democratic Forces (ADF), a decades-old Ugandan group responsible for 37% of civilian killings, far more than any other faction. President Tshisekedi pledged to “definitively exterminate” the ADF during a “final offensive” shortly after his inauguration, but so far this initiative has been met with failure, while massacres and other human rights abuses increase in frequency and brutality. With international aid dwindling under pandemic pressures, how can the Tshisekedi administration rein in the ADF and other militant groups, and get the violence under control? Insurgencies can be intractable even for the world’s largest and best equipped militaries. But Congo’s militants have three unique advantages: a steady source of finance, infighting in Congo’s civilian government, and corrupt allies in the Congolese armed forces (FARDC).

This is one of five articles looking at those concerns. As the final decade of the 20th century began, the Soviet Union gave up its effort to become the global hegemon and dissolved into its constituent republics.[1] This ended the Cold War and the bipolar world order it had created. The USSR and the Soviet bloc were no more. The consequences of this vindication of George Kennan’s grand strategy of “containment” were both immediate and long term. A new and unfamiliar international reality began to emerge. Those who had grown up in the Cold War had come to consider the international system it created normal, but in historical terms it was sui generis.
