251. Realising the EU Rapid Deployment Capacity: opportunities and pitfalls

Abstract:
When the European Union’s Strategic Compass had almost been completed in late February 2022, Russia invaded Ukraine. Consequently, the language on Russia in the Compass text was adapted to a more bellicose content. However, the military level of ambition remained unchanged as it had already been agreed informally by the EU member states. At the end of March, when the Council formally adopted the Compass, the EU Rapid Deployment Capacity (RDC) became the new focal point for crisis management tasks in the context of the Common Security and Defence Policy (CSDP). Although the attention of strategists, defence planners and armaments experts has shifted further towards strengthening collective defence as a result of the war in Ukraine and the outcome of the NATO Madrid Summit, instability in the areas to Europe’s south and south-east remains the norm rather than the exception. The EU RDC has to provide the EU with the military capability to be deployed in crisis situations when needed, also taking into account that the United States (US) is less likely to act in Europe’s southern neighbourhood in the future. Ambitious targets have been set with regard to the flexible composition of the RDC and to the timeline of its initial operational status in 2025. This policy brief examines the milestones to be reached towards the year 2025 – in other words ‘what should be done in the near future’. Three aspects are given particular attention: the question of using the existing format of the EU Battlegroups as building blocks for the RDC; the issue of how to speed up decision-making; and the question of capability shortfalls. This is followed by conclusions on the opportunities and pitfalls that the EU and its member states may encounter up until 2025 and beyond.

252. Open strategic autonomy in European defence: what countries must do

Russia’s war in Ukraine has resulted in wide support for strengthening European defence capabilities. At the same time, the debate on whether to rely on NATO or to seek European strategic autonomy in the area of security and defence has withered away. There is wide recognition in Europe that both the EU and NATO are key actors in response to Russia’s armed aggression and violation of international law, agreements and norms. While the Alliance is strengthening its deterrence and defence posture, the role of the EU in security and defence is growing. Better European capabilities will allow the EU to act on its own when needed – more in particular in areas and countries outside the Union – and simultaneously support NATO to defend its territory. Nevertheless, the question has to be asked how European defence capabilities can best be strengthened. In recent years, the European Commission has taken various initiatives to promote cross-border defence cooperation. These efforts have been further expanded after Russia’s invasion of Ukraine. The steps taken by Berlaymont are bold and most welcome, but the member states are in the driving seat: they continue to deliver the military forces that are needed to secure Europe’s interests. Defence policy and planning provides the basis for allocating money to investment programmes and the acquisition of military equipment. The procurement of military equipment is still primarily conducted on a national basis instead of collaboratively with European partner countries. This Policy Brief assesses the scope for a closer coordination and synchronisation of the defence policies, planning and investment of the European countries in order to contribute to open strategic autonomy. First, the author provides an overview of the recent EU initiatives and how these relate to the efforts of the member states. Next, the question of what the member states should do to increase cross-border defence cooperation in terms of decision-making, budget cycles and defence planning will be addressed. The subsequent section assesses how the hurdles to moving from national to multinational defence planning and investment can best be overcome. The final section points to the way forward, including suggestions on the specific role that the Netherlands can play in enhancing European collaboration in defence programmes.

n the short, medium and long term, what dangers does Russia's attack on Ukraine pose to the European Union? Is there a different perception of these dangers/threats in Eastern Europe? The Russian aggression in Ukraine, which began more than three months ago, has come at a complex time at both European and global level. Dealing with the consequences of the Covid-19 pandemic already required a great deal of effort, imagination and mobilisation on the part of states and citizens. Transformations and reforms have been launched to respond to the new reality and to allow for a sustainable, environmentally friendly recovery. It was in this context that we witnessed the return of war to the European continent after 77 years of peace, with unprecedented suddenness and violence. Russia's war in Eastern Europe is not a conflict relegated to the periphery of political reality, but in its present form is a central threat to the international architecture as we know it.

You grew up in Rome and have lived in Paris for several years, you are Italian and resolutely proEuropean. How do you reconcile these different identities? My three identities, Roman because in my country you are first and foremost linked to your city, but also Italian and European, are completely complementary. They are the same roots, the same culture that I find everywhere. In Paris everything speaks to me of Rome and in Rome everything speaks to me of Athens; when I see the Madeleine church I think of the Parthenon and the temples that were later built in Italy. There are, of course, differences between us, but these differences are our wealth because they are based on a foundation of common values. It is the same civilisational movement that began with Plato and has been passed down to us; you cannot sing the praises of Rabelais without knowing Dante, you cannot sing the praises of Kant without knowing Plato. I have been fortunate enough to travel a lot in Europe and I have seen that what unites us is much more important than what divides us. It is up to us to carry the message of Simone Veil who, after having lived through the horror of the camps, made the choice of Franco-German reconciliation and of European hope. With Putin’s war, the ideal of the European Union - «never again war» - is in now jeopardy. We cannot remain indifferent: it is up to each of us to defend the values that that are ours. The twelve stars of the European Union must show us the way.

To the end, Samuel Beckett insisted that he did not know who Godot was, nor what his two characters, Vladimir and Estragon, were waiting for. That was not the least absurdity of his play, which he wrote in French, the Irish author later explained, because he did not know the language well. That is where we all are now: confused over what to expect as we stagger into the second and possibly final half of the Biden presidency. In America, momentarily reset as the leader of the Free World, a democracy at risk; in Europe, an alliance recast by an unwanted war; and elsewhere, a global mutation told in languages we understand poorly even when they carry a slight American accent. This is unchartered territory: across the Atlantic, half the people waiting for Trump to return to the White House and the other half waiting for him to go to prison; around the world, half the people welcoming America’s restored leadership and the other half celebrating its demotion; and all over, rising apprehensions over a war which neither belligerent can realistically win but which both refuse to end.

Every day, malicious actors target emerging technologies and medical resilience or seek to wreak havoc in the wake of disasters brought on by climate change, energy insecurity, and supply-chain disruptions. Countering Terrorism on Tomorrow’s Battlefield is a handbook on how to strengthen critical infrastructure resilience in an era of emerging threats. The counterterrorism research produced for this volume is in alignment with NATO’s Warfighting Capstone Concept, which details how NATO Allies can transform and maintain their advantage despite new threats for the next two decades. The topics are rooted in NATO’s Seven Baseline requirements, which set the standard for enhancing resilience in every aspect of critical infrastructure and civil society. As terrorists hone their skills to operate lethal drones, use biometric data to target innocents, and take advantage of the chaos left by pandemics and natural disasters for nefarious purposes, NATO forces must be prepared to respond and prevent terrorist events before they happen. Big-data analytics provides potential for NATO states to receive early warning to prevent pandemics, cyberattacks, and kinetic attacks. NATO is perfecting drone operations through interoperability exercises, and space is being exploited by adversaries. Hypersonic weapons are actively being used on the battlefield, and satellites have been targeted to take down wind farms and control navigation. This handbook is a guide for the future, providing actionable information and recommendations to keep our democracies safe today and in the years to come.

Russia’s invasion of Ukraine in 2022 forced the United States and its NATO partners to be confronted with the impact of hybrid warfare far beyond the battlefield. Targeting Europe’s energy security, Russia’s malign influence campaigns and malicious cyber intrusions are affecting global gas prices, driving up food costs, disrupting supply chains and grids, and testing US and Allied military mobility. This study examines how hybrid warfare is being used by NATO’s adversaries, what vulnerabilities in energy security exist across the Alliance, and what mitigation strategies are available to the member states. Cyberattacks targeting the renewable energy landscape during Europe’s green transition are increasing, making it urgent that new tools are developed to protect these emerging technologies. No less significant are the cyber and information operations targeting energy security in Eastern Europe as it seeks to become independent from Russia. Economic coercion is being used against Western and Central Europe to stop gas from flowing. China’s malign investments in Southern and Mediterranean Europe are enabling Beijing to control several NATO member states’ critical energy infrastructure at a critical moment in the global balance of power. What Ukraine Taught NATO about Hybrid Warfare will be an important reference for NATO officials and US installations operating in the European theater.

Abstract:
In 2014 NATO’s Centre of Excellence-Defence Against Terrorism (COE-DAT) launched the inaugural course on “Critical Infrastructure Protection Against Terrorist Attacks.” As this course garnered increased attendance and interest, the core lecturer team felt the need to update the course in critical infrastructure (CI) taking into account the shift from an emphasis on “protection” of CI assets to “security and resiliency.” What was lacking in the fields of academe, emergency management, and the industry practitioner community was a handbook that leveraged the collective subject matter expertise of the core lecturer team, a handbook that could serve to educate government leaders, state and private-sector owners and operators of critical infrastructure, academicians, and policymakers in NATO and partner countries. Enabling NATO’s Collective Defense: Critical Infrastructure Security and Resiliency is the culmination of such an effort, the first major collaborative research project under a Memorandum of Understanding between the US Army War College Strategic Studies Institute (SSI), and NATO COE-DAT. The research project began in October 2020 with a series of four workshops hosted by SSI. The draft chapters for the book were completed in late January 2022. Little did the research team envision the Russian invasion of Ukraine in February this year. The Russian occupation of the Zaporizhzhya nuclear power plant, successive missile attacks against Ukraine’s electric generation and distribution facilities, rail transport, and cyberattacks against almost every sector of the country’s critical infrastructure have been on world display. Russian use of its gas supplies as a means of economic warfare against Europe—designed to undermine NATO unity and support for Ukraine—is another timely example of why adversaries, nation-states, and terrorists alike target critical infrastructure. Hence, the need for public-private sector partnerships to secure that infrastructure and build the resiliency to sustain it when attacked. Ukraine also highlights the need for NATO allies to understand where vulnerabilities exist in host nation infrastructure that will undermine collective defense and give more urgency to redressing and mitigating those fissures.
