Abstract:
Myanmar’s recent military coup has, for now, ended the country’s brief ten-year experiment with democracy. But the military junta did not anticipate a massive country-wide social movement against the brazen power-grab, in which millions have taken to the streets. As protests continue in urban centers, a trans-ethnic and pro-poor solidarity movement is emerging. Myanmar’s most excluded subjects, many of whom watch the protests from refugee camps, are now weighing both the possibilities and precariousness that the coup entails.

62. Cross-Country Evidence on the Determinants of Preferences for Redistribution

Abstract:
Redistribution differs widely across countries, but our understanding of why this is the case is limited. In democracies, the extent of redistribution should ultimately reflect citizens’ preferences. We measure preferences for redistribution in six developed countries through internationally standardized questions in which respondents are faced with realistic budgetary constraints on their choice. We also measure a broad array of demographic, attitudinal, and ideological characteristics and examine their correlations with the preferred pattern of redistribution. As expected, individual income is associated with lower demand for redistribution, but this relationship loses significance once other factors are controlled for. Beliefs on social mobility have, in the aggregate, the largest effect in reducing demand for redistribution, the effect being largest in the US but insignificant in Italy and Slovenia. Trust in government has a negative effect on demand for redistribution across all countries. In line with other studies, we interpret this result as evidence that people believing that the political élite is corrupt demand more redistribution. Financial security, a proxy for the Prospect of Upward Mobility hypothesis, is also a significant correlate of preferences for redistribution, the effect being largest in Japan but small in the UK and Slovenia. Finally, discrimination of racial minorities is associated with lower demand for redistribution, but the effect is only significant in the US and Germany. Overall, the main theories that have been proposed to account for preferences for redistribution are confirmed to be valid, but with significant variation across countries.

Please join the Harriman Institute and East Central European Center for a lecture by David Do Paço, István Deák Visiting Professor at Columbia University (Harriman Institute and Department of History). This lecture explores the social life of unincorporated populations in community-based societies, and analyzes how they used the social fabric of global cities to compensate for their administrative marginality, and still have a political impact. It specifically focuses on Muslims in port, continental, and recently reconquered cities in the Habsburg Empire throughout the 18th century to overcome the traditional opposition between “Islam” and “Europe,” and to support the development of inclusive memory policies. It examines the multiple affiliations of fragile populations and offers a new history of foreigners in early modern Europe. It thus fits into the perspective of a new urban history from the ground up and advocates a trans-imperial and global history of Central Europe. David Do Paço is István Deák Visiting Professor at Columbia University (Harriman Institute and Department of History) and a historian of the Habsburg Empire in the 18th century. His research lies at the intersection of urban history, diaspora studies, and historical anthropology. He defended his Ph.D. in 2012 at the University of Paris 1 Panthéon-Sorbonne and has since been a EUI Max-Weber Fellow and a CEU-IAS Core Fellow. In 2015, he published his first monograph, L’Orient à Vienne au dix-huitième siècle, as part of the Oxford University Studies in the Enlightenment (Voltaire Foundation). That same year, David joined Sciences Po where, among other responsibilities, he directed the departmental seminar in European History. At Columbia University he is working on his new project “ESLAM: European Societies in the Light of Apolitical Muslims.” He has recently contributed to the Historical Journal, Urban History, and the International History Review.

64. Impacts of the Affordable Care Act Medicaid Expansion in California

Abstract:
We examined the impact of the Affordable Care Act (ACA) on healthcare coverage, access, health status, and affordability, as well as disparities in these outcomes by race/ethnicity among low-income Californians. We used nationally representative survey data from the Behavioral Risk Factor Surveillance Survey 2011-2019 and a difference-in-differences approach that compared California with nonexpansion states. We examined the impact of Medicaid expansion on health insurance coverage, having a usual source of care, self-reported health status, frequent (≥14) unhealthy days in the past month (physical, mental, and both), and foregone care due to cost. The sample population included low-income Californians (<100% of the federal poverty guidelines) aged 19-64 and low-income childless adults. Low-income adults, childless adults, and white childless adults in California saw post-ACA gains in six of seven outcomes, including a 7.7 percentage point increase in having a usual source of care for all low-income adults (CI: 0.051 to 0.104). Childless adult people of color (POC) reported significant improvements in three measures, with a 6.6 percentage point increase in having a usual source of care (CI: 0.013 to 0.120). All of the groups we examined had coverage gains, ranging from 3.9 percentage points for all low-income adults (CI: 0.013 0.066) to 8.4 percentage points for white childless adults (CI: 0.025 to 0.143). Additionally, all groups reported improved mental health, including an 8.2 percentage point decrease in frequent mental distress for childless adults (CI: -0.120 to -0.044). These findings indicate that the ACA coverage expansion benefitted the targeted population of low-income Californians. Additionally, the disparity between white and non-white Californians decreased for the unadjusted mean rate of having a usual source of care. However, unadjusted means showed that white low-income adults remained more likely to have health insurance coverage and a usual source of care compared with POC in both California and nonexpansion states.

Abstract:
Artificial intelligence (AI) systems can be used to promote equality and non-discrimination, but without the right AI governance strategies, they can have the opposite effect. This paper aims to provide policy makers with the tools they need to build beneficial AI systems. Harmful biases in AI systems often disproportionately affect racialized, low-income and minority groups. For example, algorithms that over- or underestimate scores create false-positive and false-negative results that can perpetuate systemic discrimination. Policy makers can address these concerns through interventions and regulations that promote AI fairness.

Abstract:
The United States Holocaust Memorial Museum’s Simon-Skjodt Center for the Prevention of Genocide released a report in November 2021, “To Make Us Slowly Disappear”: The Chinese Government’s Assault on the Uyghurs. The Chinese government’s attacks on the Uyghur community are alarming in scale and severity. The report expresses the Museum’s grave concern that the Chinese government may be committing genocide against the Uyghurs, a Muslim community in the Xinjiang Uyghur Autonomous Region of northwest China. The report also details multiple crimes against humanity that the Chinese government is committing against the Uyghur population. These crimes include forced sterilization, sexual violence, enslavement, torture, forcible transfer, persecution, and imprisonment or other severe deprivation of physical liberty. The Museum’s findings, based on publicly available information, demonstrate that China is failing to uphold its responsibility to protect its citizens from genocide and crimes against humanity. The Chinese government must halt its attacks on the Uyghur people and allow independent international monitors to investigate and ensure that the crimes have stopped. The seriousness of the assault on the Uyghur population demands the immediate response of the international community to protect the victims.

George Floyd’s murder by the police in Minneapolis provoked widespread political agitation across the country. It once again highlighted the problematic racial dimension of policing and eggregious violation of human rights commitments on the part of the government. In this article we explore how the human rights law and racism in the United States interact with each other? We employ qualitative research based on descriptive-analytical method and divide the article in four parts: a brief introduction, ahistorical background of racism, a conceptual comprehension of racial discrimination and a brief survey of the international human rights instruments against racism, and the onground situation of racial discrimination in the country. We conclude that the process of negotiation between human rights law and racism in the United States is far from settled yet.

Abstract:
In this report we center the lived experiences Black, Latinx, and white residents of three neighborhoods — Austin, Little Village, and Albany Park — in order to explore how the pandemic has impacted different communities in the city. Drawing on over 150 interviews with residents and policy makers, we find that while COVID-19 has been treated as a health crisis at the federal, state, and local levels and thus has been fought through a series of public health strategies, the residents we spoke to experienced it as a much broader crisis related to housing, jobs, childcare, schooling, and healthcare. The policy response to COVID-19 gave explicit attention to racial equity but, for a number of reasons we lay out, often fell short in meeting the needs of the most vulnerable. Longstanding structural inequities meant that low-income and working-class Chicagoans were more vulnerable both to the disease and to the impact of disease mitigation strategies (e.g., economic fallout of the shutdown).
