Abstract:
This Research Paper focuses on economic effects experienced by Roma communities in seven non-EU states during the COVID-19 pandemic and states’ consequent lockdown measures in the first half of 2020. Roma communities in Albania, Bosnia & Herzegovina, Moldova, Montenegro, North Macedonia, Serbia and Ukraine, were all facing socio-economic exclusion and marginalisation before the pandemic and international organisations were warning very early on that Roma communities were at serious risk during the pandemic, including in the fields of employment or loss of income. This research paper uses primary data collected from a survey of 440 Roma individuals across the seven states in order to add empirical evidence to an under-researched area. The main findings include that almost 73% of them experienced a reduced income and the major reason for this was due to access to or demand for informal work was hindered by the lockdowns. Moreover, most Roma who needed to borrow money did so through private means (family and friends) rather than through official or state institutions.

Abstract:
Since the World Health Organisation characterised Covid-19 as a pandemic in early 2020 (WHO, 2020), the spread of the virus and efforts to control it have necessitated an ongoing restructuring of interactions between individuals, communities and entire societies. The pandemic has been an inconvenience for some and a disaster for others. Minority communities in particular have increasingly been shown to be disproportionately affected by the direct and indirect impact of the virus, which has highlighted and exacerbated existing inequalities. This paper aims to add to efforts to understand the impact of this multi-faceted crisis on societies and in particular minority communities through an assessment of the space between government and minority community responses in the Republic of Ireland. By considering how Traveller organisations have worked to protect the Traveller community, and the extent to which this effort was met and supported by the Government of Ireland’s ‘governance response’ during the first ‘wave’ of the pandemic, this case study aims to contribute to understandings of minority agency and inclusion in liberal democratic societies both during and outside of times of crisis, and hopes to show that moments of upheaval are not by necessity points of deterioration for minorities, but can carry the potential for more inclusive practices, processes and societies moving forward.

123. Comments on the Electoral Strength of the Joint Arab List

Abstract:
Despite the sharp rise in the voter participation rate in Arab towns in the elections for the 23rd Knesset, the Joint Arab List has probably not achieved its full electoral potential. This is because the Arab sector’s turnout was lower by almost 7 percent than the national average. If the voter participation rate had been 95 percent, the Joint Arab List would have received only one additional seat – an increase from 15 to 16. One of the reasons for this is that it did not sign a surplus agreement with other parties and therefore its chance of receiving additional seats in the division of surplus votes is lower than that of the other parties. The adoption of mandatory voting in Israel may raise the voter participation rate on election day; however, it is likely that such a move would meet intense opposition in the Arab community, most of which opposes the adoption of such an obligation. Any attempt to introduce mandatory voting in Israel must be part of a dialogue and cooperation with representatives of the Arab community. It must also be accompanied by practical steps to improve the situation of Arab citizens, such as amending the Nation-State Law and the allocation of additional resources to the Arab population.

124. How Race and Gender Shape COVID-19 Unemployment Probability

Abstract:
Using the April 2020 Current Population Survey (CPS) micro dataset, we explore the racialized and gendered effects of the COVID-19 pandemic on the probability of being unemployed. The distribution of job losses from COVID-19 for women and men or for different racial/ethnic categories has been studied in the recent literature. We contribute to this literature by providing the first intersectional analysis of unemployment under COVID-19, where we examine the differences in the likelihood of unemployment across groups of White men, White women, Black men, Black women, Hispanic men and Hispanic women. Controlling for individual characteristics such as education and age, as well as industry and occupation effects, we show that women of all three racial/ethnic categories are more likely to be unemployed compared to men, yet there are substantial differences across these groups based on different unemployment measures. Hispanic women have the highest likelihood of being unemployed, followed by Black women, who are still more likely to be unemployed than White women. We also examine if ability to work from home has benefited any particular group in terms of lowering their likelihood of unemployment during the pandemic. We find that in industries with a high degree of teleworkable jobs, White women, Black men and Hispanic men are no longer more likely to be unemployed relative to White men. However, Black women and Hispanic Women still experience a significantly higher probability of losing their jobs compared to White men even if they are employed in industries with highly teleworkable jobs. As we control for both individual and aggregate factors, our results suggest that these differences are not simply the result of overrepresentation of women of color in certain industries and occupations; rather, unobservable factors such as discrimination could be at work.

125. Coronavirus Fiscal Policy in the United States: Lessons from Feminist Political Economy

Abstract:
Using the U.S. fiscal response to Covid-19 in March and April 2020 as a case study, this paper explores the implications that the U.S. coronavirus legislation had on the societal distribution of responsibility for social reproduction among U.S. households, employers, and the U.S. federal government —and its effect on women and racialized minorities. It builds on feminist political economy research that argues that, prior to the coronavirus pandemic, economic crisis and stagnating conditions for workers in the United States had increased the role of households and the U.S. government in social reproduction, relative to the contribution of employers. This paper argues that the U.S. federal government has responded to the Covid-19 crisis through an infusion of income support, but has failed to increase its long-term socially-reproductive commitments, nor addressed the intensified socially-reproductive burden placed on households or the declining role of employers in working-class social reproduction.

Abstract:
This paper provides an overview of the current level of inclusion of non-majority communities in KP and the KSF. It analyzes the state of inclusion in these institutions and the measures taken to ensure consistency in the process. Moreover, particular focus is given to the recruitment process, the practices on this regard and the specific measures taken to bring communities closer to these institutions. In addition, the paper offers an overview of the functioning of existing internal mechanisms that oversee and contribute to the development of inclusive policies. Among other, the paper focuses on the integrity of non-majority members, especially in the KP and the challenges posed in ensuring integrity.

The Inclusive America Project (IAP) is pleased to publish our new report, “The Politics of Vulnerability: Can Muslims and Evangelicals Find Common Cause in Religious Freedom?” Across all of the fault lines that are polarizing Americans today, one of the thorniest is the relationship between conservative White Evangelical Christians and Muslims, a relationship that has become tied up with broader ideological and political divides facing the country. “The Politics of Vulnerability” explores this relationship and asks how religious freedom can be used as a paradigm to bring Muslims and White Evangelical Christians into conversation with each other over their shared concerns about religious freedom. IAP Fellow for Religious Freedom Asma Uddin argues that the fight over religious freedom is ultimately a fight over America​n identity, and who gets to claim this identity. “The Politics of Vulnerability” summarizes the major findings of two closed-door convenings held by the Inclusive America Project in March 2020 that brought together experts in religious theology, religious freedom, and interfaith work. These meetings were a part of the larger Politics of Vulnerability Project, which seeks to use religious freedom as a framework to bring Muslims and Evangelical Christians in the United States into conversation around their constitutional religious freedom rights, the prominent challenges to those rights, and the impacts that deprivation of those rights would have on both communities and on all other Americans. The First Amendment and its promise of religious freedom protects people of all faiths and none, and is one crucial piece of the puzzle of American religious pluralism.

128. Religious Determinants of Socio-Political Openness of Young Silesians in Poland

Abstract:
The aim of the presented study was to diagnose the role of religious engagement in the social attitudes of young Silesians, operationalized on the continuum of closeness vs. openness in three areas: (1) community engagement, (2) approval for religion’s interference in the public space, and (3) accepting Catholic Church hierarchs’ views on problems such as euthanasia, artificial contraception, homosexual relationships and in vitro fertilization. The group defined in the presented study is young (age: 16-19) Silesians from Śląskie (Silesian) Province, for whom religion is one of the fundamental values and is regarded by scholars as the core of their identity (N=567). The results of the study confirm that religious engagement is a significant predictor of a closed social attitude in two out of three areas proposed in the model. Higher religious engagement promotes the desire to incorporate the approved religious principles into the secular space. Religious engagement is also a significant predictor of acceptance of Catholic Church hierarchs’ views on underlined problems. The analysis did not show any significant relationships between religious engagement in community engagement of young Silesians.
