111. Voting Rights, Deindustrialization, and Republican Ascendancy in the South

Abstract:
The Voting Rights Act of 1965 revolutionized politics in the American South. These changes also had economic consequences, generating gains for white as well as Black southerners. Contrary to the widespread belief that the region turned Republican in direct response to the Civil Rights Revolution, expanded voting rights led to twenty-five years of competitive two-party politics, featuring strong biracial coalitions in the Democratic Party. These coalitions remained competitive in most states until the Republican Revolution of the 1990s. This abrupt rightward shift had many causes, but critical for southern voters were the trade liberalization measures of 1994, specifically NAFTA and the phase-out of the Multi-Fiber Arrangement which had protected the textiles and apparel industries for decades. The consequences of Republican state regimes have been severe, including intensified racial polarization, loss of support for public schools and higher education, and harsh policies toward low-income populations.

112. Messaging Matters: How Information about Underrepresentation Affects the Political Participation of Racial and Ethnic Groups in California

Abstract:
Can racial and ethnic minorities be mobilized to participate in politics at greater rates? We theorize that mobilization messages providing information about a group’s underrepresentation in government may increase participation among racial/ethnic minorities. However, responsiveness to such messages should vary depending on individuals’ prior awareness of their group’s underrepresentation. Using a two-wave panel survey that randomly assigned different get out the vote messages, we find that messages highlighting a racial/ethnic group’s underrepresentation in government do not increase Latinos’, Blacks’, or Asians’ likelihood of voting. We also find that such messages can decrease other forms of political participation among Asians and Latinos who were previously unaware of their group’s underrepresentation. These findings indicate that information about underrepresentation can actually demobilize certain segments of the electorate. Thus, practical efforts to boost participation among underrepresented groups should either communicate information about underrepresentation in other ways or provide a different type of message altogether.

Abstract:
The preface of the Indian Constitution declares India a sovereign, democratic, republic, and socialist state. Later on through the 42nd amendment, socialist and secular terms were incorporated into the constitution. Indian social order is known to be a multi-cultural and multi- religious society on account of an assortment of castes, religions, and cultures. Within all that disparities, Muslims form the main minority in the state. However, a clear-cut pluralistic discrepancy between the theory and practice of the Indian constitution is obvious. Indian Muslims are deprived of cultural, religious, and political rights due to the escalation of Hindutva policies throughout the Modi reign. The continued Kashmir dispute and the recent Pulwama attack intensified India- Pakistan animosity and the root cause seems to be the rise of Hindutva in India. For that reason, the authors delve into the matter and strive to present a descriptive analysis on the rise of Hindutva in India and the illicit silence of the international actors on this grave Indian fanaticism.

Abstract:
This paper studies the role of civilians and civil society in preventing and mitigating atrocities in Sri Lanka. The first case study is set during Sri Lanka’s civil war, specifically during the breakdown of the ceasefire between 2005 and 2008, when there were significant constraints on civil society and civilians and a very high risk of atrocities. The second case study is set in the post-2015 period, a time when there was a new coalition government that pledged to work toward reconciliation, and when, as a result, constraints on civilians and civil society were much lower and the risk of atrocities was also reduced. Both case studies consider the risk of atrocities centered on interethnic conflict, though the first case study looks at the long-standing armed conflict between the Sri Lankan state and the Liberation Tigers of Tamil Eelam (LTTE), while the second looks at intercommunal violence directed at the Muslim minority community in the post-war context.

Abstract:
“W ords can be like tiny doses of arsenic: they are swallowed unnoticed, appear to have no effect, and then after a little time the toxic reaction sets in after all,” wrote Vic- tor Klemperer in his study of the language of the Third Reich (Klemperer 1946/2000: 15- 16). The importance of language for effective persuasion has been acknowledged by the teachers of rhetoric and orators since the age of antiquity. In modern times, there were both politicians who practiced deception through language for political or other gains, and also those who studied the effects of language-based manipulation. Among the most profound research on the mechanisms and effects of propaganda, one could name the writings of George Orwell, Friedrich Hayek, or Michał Głowiński. In this paper, we focus on one particularly disturbing aspect of propaganda: the use of hate speech. The reason for this choice of topic is the unprecedented explosion of populism all over the world, and the spread of perhaps its strongest weapon – hate through political and social fearmongering and use of what Klemperer referred to as ‘poisonous language’. Both political discourse in general and political propaganda in particular, tend to use a number of linguistic mechanisms in order to maximize the way they affect their target audiences and stir up hostility towards certain minorities. The most effective techniques, proven throughout history, include stereotyping for the purpose of singling out individu- als or groups as the proverbial “other” and, making that “other” out to be the scapegoat (cf. Stroińska 1998), as well as ad hominem attacks and redefining the meaning of certain keywords.

Abstract:
This paper explores whether minority groups are more vulnerable to hate speech, human rights violations, denationalisation and mass atrocities in light of the deliberate lack of state protection through the lens of recent incidents in East and Southeast Asia. The paper also examines the role of social media giant Facebook in spreading hate speech online and whether it may have had any liabilities in relation to the hateful posts that were spread online against the Rohingyas in Myanmar and, more recently, against the Muslim minorities living in the State of Assam in India. The paper concludes by (1) advising policy-makers to adopt and implement strong anti-hate speech laws, clearly criminalising both online and offline hate speech on the national level, as well as to (2) refrain from denationalising minority groups leaving them stateless or at the risk of statelessness and thus avoid instrumentalising nationality for political gains.

Abstract:
The Policy Paper Series include policy documents developed within the framework of the project - National Minorities in Political Processes – Engagement for Better Future. The papers were elaborated by the young representatives of political parties, for whom it was the first attempt to work on an analytical document. The papers address the challenges and solutions for the ethnic minorities engagement in the political, economic or social life of Georgia. The project was implemented by the Rondel Foundation with the support and active participation of the OSCE High Commissioner on National Minorities (OSCE HCNM). The project aims to increase the political and social inclusion of ethnic minorities and to facilitate healthy policy debate on the issues of national minorities among the political parties, thus overall contributes to the good governance practices. Within the framework of the multi-component project, members of Tbilisi-based political party youth organizations, young people living in Samtskhe-Javakheti and Kvemo Kartli and active representatives of the local community attended various thematic seminars. The project also included thematic meetings of representatives of political parties and government agencies with the representatives of national minorities, the preparation of TV programs, and internships for young people representing ethnic minorities in political parties.

120. Regional Development Performance in Council Areas of Scotland with the Highest Percentage of Gaelic Speakers

Abstract:
Research on Gaelic language in Scotland has increased substantially in recent decades, as has Scottish regional development programmes following devolution. However, the overlapping of these two aspects remains limited, particularly in the context of regional development data available on regions where Scottish Gaelic speakers mostly reside. This Research Paper uses the OECD Regional Wellbeing index as a framework to measure regional development in Scotland at the level of council area, comparing this with its percentage of Gaelic speakers. Equivalent data for eight of the eleven OECD topics is analysed and the focus is placed on the three council areas with significant Gaelic speaking populations – Argyll and Bute, Na h-Eileanan Siar and Highland. The results show that these three regions consistently perform average or good across the eight topics measured, in comparison to the national average in Scotland. This demonstrates that Gaelic language is not a hindrance to development and the three regions perform comparably to other remote council areas such as the Orkney and Shetland Islands.
