Abstract:
The constitutionally groundless intervention of Indonesian government towards remittances-the financial outputs categorized as private transaction generated from Indonesian Migrant Workers (IMWs) abroad-has occurred since 1983 until the enactment of Law No. 18 Year 2017 on the protection of IMWs. This Law imposes obligations for local and central governments to conduct financial protection through remittance management by involving domestic and IMW`s placement state`s banks or non-bank financial institution. Given to the limited constitutional basis, private nature of remittances and conditional impact of IWM`s state of origin, this article discusses the limits of Indonesian government intervention in the management of migrants' remittances. This doctrinal legal research found that due to natural and technical restrictions, the government intervention is extremely limited.

Debbie Fordyce, President of Transient Workers Council Too, and Laavanya Kathiravelu, Associate professor at Nanyang Technological University, will discuss their advocacy and research on migrant worker issues in Singapore. COVID-19 highlighted some of the structural problems faced by the large population of migrant workers in Singapore. Systemic problems include high recruitment costs, restricted job mobility, employer’s right to terminate the worker at will, and weak wage protection. Our speakers will address these issues and what might be done to protect the rights and needs of migrant workers in Singapore.

Abstract:
We experimentally study an intervention to reduce mistreatment of Filipino over?seas domestic workers (DWs) by their employers. Encouraging DWs to show their employers a family photo while providing a small gift when starting employment reduced DW mistreatment, increased their job satisfaction, and increased the likeli?hood of contract extension. While generally unaware of the intervention, DWs’ fam?ilies staying behind become more positive about international labor migration. An online experiment with potential employers suggests that the effect operates through a reduction in employers’ perceived social distance from their employees.

Abstract:
As part of its proposal for an EU Migration and Asylum Pact, the European Commission has pledged to present proposals on legal migration in 2021 to better match labour demand and supply, enable better, faster access to visas and work permits, and increase the intra-EU mobility of foreign workers. This report analyses the actions taken by three EU member states: Germany, Italy, and Spain. These countries have created or expanded labour migration pathways, regularised part of the undocumented population, and increased protections for some categories of migrants. The report examines how effective these different approaches have been and if there are lessons to be learned at the EU level.

17. A Pacific Skills Visa: Improving Opportunities for Skilled Migration Throughout the Pacific Region

The demand for skills exceeds supply, both within the Pacific Islands and the high-income countries of the Pacific Rim. Enhancing skilled migration therefore has the potential to generate large economic gains. The Global Skill Partnership is a migration model that can support such mutually beneficial mobility by moving training into the country of origin. In this paper, we outline its regional application to the Pacific. To assess the potential economic gains from such a Pacific Skills Partnership, we present new data on earnings and the cost of training in the Pacific Islands for three qualifications—accountants, computer science graduates, and chefs—and explore how such training could be financed through loan schemes. Graduates could be provided with internationally accredited qualifications and a new Pacific Skills Visa, facilitating their access to work opportunities abroad, particularly in the regions’ high-income countries. This Pacific Skills Partnership could bring large economic benefits to countries of origin, destination, and the migrants themselves.

Abstract:
FIFA gave the bid to Qatar to host the World Cup in 2022. Qatar gave the promise that they would hold a spectacular cup with the construction of a city, stadiums, and luxurious venues and hotels. To complete the construction process, they hired migrant domestic workers, and in the process they have violated human and workers rights, putting workers at risk of death, and betraying the terms and conditions under which the workers had been hired. Since the start of the construction project there has been a massive turn for the worst in migrant worker’s rights, as they continue to be abused.

20. Skills in African Labor Markets and Implications for Migration to Europe

Abstract:
This paper assesses the potential for skilled labor migration from sub-Saharan Africa to Europe. It utilizes representative surveys from Ghana and Kenya to shed light on the quality and distribution of skills in the labor markets of these countries. Skills in both countries are found to be unevenly distributed, with significant parts of the labor force being essentially unskilled. Similarly designed surveys from France, Germany, and the UK further allow comparing skills and formal education between the African and the European countries. On average, the labor force in the sub-Saharan African countries is less skilled and less educated than the European labor force. Importantly, even at the same levels of formal education, workers in Ghana and Kenya are substantially less skilled than workers in Europe. The paper further considers a number of hypothetical scenarios for skilled labor migration from the African to the European countries. It is demonstrated that the European countries would have to recruit workers from the very top end of the African skill distribution to match European demands for skills. In turn, the average worker from the African labor markets would fit only into the low end of the European skill distribution where employment rates are low. Hence, more regular and skilled labor migration from African countries will unlikely be a remedy for skill shortages in Europe unless migrants are positively selected on their skills. In that case, however, additional opportunities for skilled labor migration would risk a brain drain from African countries that could harm economic development there. Improving the quality of education in sub-Saharan Africa on a broad scale remains indispensable for mutually beneficial migration between Africa and Europe.
