Abstract:
The first webinar in the third annual webinar series focused on various aspects of sustainable development in Africa. Featuring: Moky Makura is a Nigerian author, journalist, actress, and businesswoman who serves as an executive director of Africa No Filter, an organization aiming at inducing changes in Africa by means of mass media. She has a degree in politics, economics, and law from University of Buckingham. In 1998, she moved to South Africa, and in 1999, started her own consultancy company. She was Deputy Director for Communications Africa at the Bill & Melinda Gates Foundation, and since 2017 the representative of the Foundation in South Africa. Moderator: Claude Grunitzky - CEO, The Equity Alliance; Chairman, TRUE Africa Claude Grunitzky is the CEO of the Equity Alliance, a fund that invests in venture capital firms and startups led by people of color and women. Claude is also the founder of TRACE and TRUE Africa, two media companies championing the creativity of African youth. A graduate of London University and MIT, where he received an MBA as a Sloan Fellow, he is launching TRUE Africa University because he wants to help find actionable ways to nurture Africa's talent.

Abstract:
Since 1962, Kuwait has been a relatively open country in terms of freedom of expression and political participation. Although political life in general has faced many challenges and interruptions, political culture is still present and influential. Notably, the Arab Barometer survey ended in June 2022, during a continuing political crisis in the Parliament, in deadlock with the government. The crisis manifested itself in the way several members of the Parliament boycotted the sessions, which led to a political deadlock of sorts. Since the latest elections held before the survey in 2020, the political crisis did witness a considerable escalation. This led, among other things, to a stagnated political process. Surprisingly, the Emir and Crown Prince gave an important speech on 22 June 2022, in which they both expressed their intention to call for early elections, and as such announced the dissolution of the Parliament. This procedure is not new since the Parliament was disbanded ten times out of 18 elections in the past. These reforms led to a general state of optimism in society, which positively impacted the election campaigns. The campaigns became less polarizing and less aggressive against the government. The Parliament was disbanded, and elections were held on 19 September 2022. Results brought new indicators that are worthy of highlighting, but which are outside the scope of the survey. It is likely that if the survey was delayed until after June, the results would have been different from the results that came in before the governmental reforms. It might be useful to conduct a second follow-up survey as soon as possible, even if it will be conducted through phone interviews, and be limited to certain questions only. In any case, the survey results are consistent with earlier surveys. There is a clear sense of dissatisfaction with the government, especially in relation to some specific policies, like public education policies and anti-corruption measures. It is notable also that the government’s policies towards Covid-19 were evaluated positively. Moreover, certain cultural elements and concerns, especially in relation to gender, have showed some important changes worthy of more studies. The same applies to the economic situation. In spite of the generally negative economic circumstances, the overall trend towards the economy shows noticeable optimism. The survey also focused on questions related to the workforce and employment, being largely concentrated in the public sector, with less employed in the private sector. The survey shows the intensive use of social media platforms in the country.

33. A US agenda for action in Sudan’s information environment

There are few African countries that have received the same degree of high-level and sustained attention from the US government, during the administrations of both Donald Trump and Joe Biden, as the Republic of Sudan. While this engagement stems in large part from a long history of Washington leading diplomatic efforts to isolate the Sudanese government for its support for terrorism during the 1990s, advance the peace process in the country’s north-south civil war, and eventually punish the government for the Darfur genocide, Washington’s renewed diplomatic engagement at the time of Sudan’s 2018 popular uprising reflected a sense of opportunity that real change was potentially coming to the country. The historic events during the spring and summer of 2019, beginning with longtime dictator Omar al-Bashir’s arrest and removal by senior army officers and the brokering of a civilian-military hybrid government, created both an opportunity and what many in Washington saw as an obligation to help Sudan’s transition succeed. After decades of economic sanctions and diplomatic isolation, the installation of a civilian-led government created the minimal condition that allowed Washington and Western allied governments to begin the task of providing a trusted local partner with the assistance to begin reforming the political system, stabilizing the economy, and transforming the armed forces that would eventually enable a full transition to democracy, one of the popular demands of the revolution. By late 2019, during a historic visit to Washington by Sudan’s newly named prime minister, Abdallah Hamdok, the Trump administration announced a process to normalize diplomatic relations with Sudan through an exchange of ambassadors, among other steps. Privately, the Trump administration also set about the task of constructing an assistance package that would meet the moment and provide the technical, financial, and development assistance needed to demonstrate a true “democracy dividend” to the vast majority of average Sudanese who were by this time struggling under the weight of financial collapse brought on by the one-two punch of regime neglect and, soon, COVID-19 shutdowns. Washington, however, was both ill-postured and slow to foresee the monumental political opening occurring in the early days of the revolution and then further delayed by an interlocking web of restrictions and prohibitions, some of them self-imposed and some imposed by the US Congress, that limited its ability to scale up resources in a timely manner. In addition to the challenges of having to undo more than twenty-five years of bureaucratic restrictions and red tape, Washington also needed to scale up its human resources inside Sudan that had largely dwindled over the years.

34. State of Democracy in Asia and the Pacific: The End of the Decline?

International IDEA’s annual Global State of Democracy report shows that across every region of the world, democracy has continued to contract, with declines in at least one indicator of democratic performance in half of all countries assessed in the report. But after five consecutive years of more countries experiencing declines in their democratic quality than improvements, the data shows that this trend may have, in Asia and the Pacific, largely paused after five years of steady declines in most indicators. These findings are based on the Global State of Democracy Indices (GSoD Indices), International IDEA’s quantitative dataset of democratic performance launched in 2015 and containing data from 1975 to the present. The indices measure democratic trends at the national, regional and global levels across a broad range of different categories of democracy and include data for 174 countries across the globe, 35 of which are in Asia and the Pacific. In lieu of a single democracy score, the GSoD Indices measure four main categories of democracy – Representation, Rights, Rule of Law, and Participation - which are based on 157 individual indicators from 20 diverse sources: expert surveys, standards-based coding by research groups and analysts, observational data and composite measures. Each of these four measures is comprised of several of the 17 factors, as seen in Figure 1 below. This data show that in every region of the world, democracy has continued to contract, with declines in at least one indicator of democratic performance in half of the countries covered by the GSoD Indices. But it is in Asia and the Pacific where the trend is most ambiguous and least severe. When we look at five and one year statistically significant trends in the data for the region what we see in 2022 is not continued decline but mostly scores plateauing after years of declines.

35. To Infinity and Beyond: Pixar’s Journey to Reinvent Animation

In 1923, a budding entrepreneur named Walt Disney left Kansas for Hollywood to create animated movies. Walt had worked as an advertising cartoonist but had little knowledge of the world of filmmaking. With the help of his brother Roy, he produced his first short animations via commissions from New York, but it was not a particularly lucrative business.1 The Disney brothers eventually made a deal with Universal Studios to produce an animated series with a new cartoon character named Oswald the Lucky Rabbit. The deal was a relatively small sideline for Universal, but it was a big break for the aspiring duo and their little team of animators. Walt was particularly excited to work on the Oswald cartoons—of the two brothers, he generally focused on creative elements while Roy focused on financial matters. When Walt and his chief animator presented their first short film to Universal, however, the studio sent them back to the drawing board. Undeterred, Walt reworked the character and in September 1927, Universal released the first Oswald short film. After that, Walt produced a fresh Oswald the Lucky Rabbit short every other week for distribution by Universal.2 Despite the consistent work, the Disney brothers repeatedly clashed with Universal, who eventually forced them out. However, Oswald had to stay behind. The brothers had sold Oswald’s copyrights to Universal, so they could not feature him in their future work. Walt never forgot losing control of Oswald, so when he started his next animation project, he secured all copyrights for his new main character: a charismatic mouse with large, distinctive ears who looked strikingly similar to Oswald. That mouse, of course, was Mickey Mouse, who made his first on screen appearance in November 1928.3 4 With Mickey and other popular characters, the Disney brothers found quick success on their own. Beginning in 1932, Walt won the Academy Award for Best Animated Short film for eight years in a row.5

The article aims to identify social impact activities in the context of information operations conducted by Ukraine during the 2022 war. An analysis of the creation and spread of information threats as a result of Russia’s ongoing conflict is driven by the increasing impact of communication on global security. The content of the study highlights the impact of trends in the creation of information threats, which are the determinants of social risks. In the article, an analysis of creating information threats, including producing and reporting information in propaganda and the traditional and modern media, is of significant importance. The impact and role of mass media on awareness-raising is presented, revealing mechanisms for influencing public opinion.

Abstract:
This article examines changes in Polish local press at the turn of the second and the third decade of the 21st Century, directly or indirectly related to the coronavirus pandemic. For years, statistics have been showing declining sales of printed press. This is mainly the case of the general-interest newspapers – national, regional, and local alike. Internet media platforms are increasingly important and often take over the role of the leading local media. Due to their limited reach, local publishers felt the losses from reduced advertising revenue and copy sales even more acutely than national publishers. Local press and small publishing teams struggled to cope with the impact of the pandemic and demand for digitization. So, what will the local press look like in the following years? How will the pandemic change the face of the local press? This study addresses these issues based on findings from desk research, case studies, and content analysis of relevant media. The result of the research is the confirmation of changes in the field of local communication, especially in its channels. The printed press arouses less and less interest among recipients and ceases to function as the fourth estate.

38. Journalist Attrition and its Expected Impact on Democracy in Bhutan

According to the human resources records of Kuensel, the number of journalists fell by 37 percent from 2021 to 2023, with only 4 out of 15 vacancies filled over the past two years. Other agencies are experiencing similar workforce challenges. While the departure of educators, civil servants, and health professionals has been featured in the headlines over the past year, little attention has been devoted to the attrition ongoing in the media itself. To understand the issues driving journalists out of the profession, a survey of a non-random sample was conducted of 63 professionals who worked as a journalist in the past five years. While 32 had left the profession, 31 stayed in the media. Of those who left the profession, 66 percent left in the past two years, and 44 percent left the country (for Australia in almost all cases). The rest remain in Bhutan but are no longer working as journalists. Of the leavers, 19 per cent are now unemployed, while the other 81 percent have moved on to new jobs, notably including teaching (in Bhutan) and aged care (in Australia). When asked about reasons for leaving the profession, low salary and lack of professional development came out as the most common complaints. Of the stayers, 40 percent expressed dissatisfaction with their pay, and 43 percent claimed to be actively searching for ways to change their employment status. This study reflects on the implications of the survey findings for the future of media and its relationship with democracy in Bhutan.

40. How the EU Can Defend Media Freedom and Pluralism in Hungary and Poland

Abstract:
In recent years, the European Union has suffered from the erosion of media freedom and pluralism, particularly in Hungary and Poland, where this has been part of a broader decline in democratic standards that has reversed gains made from the transitioning from communism. The main problems include the lack of independence of media regulators; public media being turned into propaganda outlets for the government, characterized by reporting bias and vilifying the opposition; private media capture; the state disproportionately funding government-supporting private media, including through state-controlled companies’ advertising; and creating obstacles for private media independent of government, including through revoking licenses and threatening new taxes. In Poland, the number of strategic lawsuits against public participation against certain media that criticize the government have also greatly increased. The EU has been in the prepared to tackle the issue of breaches of media freedom and pluralism chiefly through a combination of political instruments and new legislation, which may eventually embolden the EU institutions to take legal action. However, it is important to ensure any new legislative initiative will have added value. The EU already has avenues for legal actions to protect media freedom and pluralism in member states.
