81. Roots: A conceptual framework for the involvement of parents and families in advocacy for LGBTI equality and freedom in southern Africa

Abstract:
The role that families play in advocating for the human rights of lesbian, gay, bisexual, transgender and intersex (LGBTI) people in communities in southern Africa has not received as much attention as it deserves. Our new publication is called Roots, because of the powerful comments from some of the parents of LGBTI people that their LGBTI children are “from the same tree branch” as them, and because families enable LGBTI people to find an authentic “sense of belonging that is true to their roots.” The paper Roots: A conceptual framework for the involvement of parents and families in advocacy for LGBTI equality and freedom in southern Africa, reports on the experiences of LGBTI people and their families in Botswana, Mauritius, Mozambique, South Africa, and Zimbabwe. It highlights the role that the involvement of parents and families can play in the advocacy for LGBTI equality and freedom in our region including suggestions on ways to empower families to promote LGBTI acceptance in their homes, communities, and countries. For LGBTI people, the family can be the first place of rejection and damaging homophobia, transphobia and interphobia. Yet families can also be the best form of love and support that an LGBTI person can receive. Even initially hostile family members can grow to accept their LGBTI children, grandchildren and siblings. It may take time, emotional labour, vulnerability and courage for parents and family to accept their LGBTI child, however once parents and the family accept a LGBTI child, wanting the state to do the same is a natural next step.

Abstract:
This article responds to the literature gap within both discourses on ‘sexual citizenship’ and statelessness studies on the nexus between statelessness and sexual orientation, gender identity and expression, and sex characteristics (‘SOGIESC’). It explores the intersectional experiences of stateless lesbian, gay, bisexual, transgender, intersex and queer plus (‘LGBTIQ+’) individuals as well as circumstances in which discrimination on SOGIESC grounds can cause statelessness for LGBTIQ+ persons or their children. In addition to rare reports of arbitrary deprivation of citizenship from LGBTIQ+ persons, the non-recognition of post-transition statuses and intersex realities may lead to situations of statelessness. Finally, complex legislation and administrative practices around assisted reproductive technology — and especially international commercial surrogacy — can leave children born within ‘rainbow families’ at particular risk of statelessness. In arguing that a global nexus does indeed exist between SOGIESC and statelessness, this article calls for further empirical research in order to provide greater nuance and context-specific understandings of the intersectional experiences and causes of statelessness for LGBTIQ+ individuals around the world.

83. Meet the Moment: A Call for Progressive Philanthropic Response to the Anti-Gender Movement

In early 2020, Global Philanthropy Project worked with our member organizations and philanthropic partners to develop two related pieces of private research: 1) a report mapping the funding of the global “anti-gender ideology” or “anti-gender” movement, and 2) a report mapping the progressive philanthropic response. We offer the following public document in order to share key learning and to offer additional analysis gained in the comparison of the two reports. Additionally, we share insights based on comparing global and regional LGBTI funding data as documented in the 2017-2018 Global Resources Report: Government and Philanthropic Support for Lesbian, Gay, Bisexual, Transgender, and Intersex Communities. These findings offer a clear call to action: progressive movements and their philanthropic partners are being outspent by hundreds of millions of dollars each year, and the institutions providing that opposition funding have developed sophisticated and coordinated systems to learn, co-fund, and expand their influence. The philanthropic community is called to recognize the scale of the fight and to be both rigorous and creative in our response. Let us seize this remarkable opportunity to work together and engage our collective learning, spending power, and institutional knowledge to help transform the conditions of our communities. Together we can leverage the collective power that this generational crisis demands.

Abstract:
For centuries, protests have been used to mobilize citizenry in efforts to bring about sweeping change in different parts of the world. Protestors have protested to convey their discontent, to demand a moral response, and to speak truth to power. In 2010, antigovernment protests in Egypt inspired similar uprisings in other Arab countries, which became known as the Arab Spring. This year, the killings of Ahmaud Arbery, Breonna Taylor, and George Floyd have led people in the US and across the world to march against racism and police brutality. Despite a global pandemic, thousands have taken to the streets to demand justice for Black lives, demonstrating that the principle of equality, a common moral good, is worth risking both health and life. “Human Rights: An Uprising,” the second issue of our twenty-first volume, sheds light not only on the right to protest itself, but the human rights that have inspired them. Mahmood Monshipouri explores the variations and similarities in contemporary protest while discussing the Black Lives Matter movement. Joudie Roure addresses gender-based violence and LGBTQI rights in Puerto Rico, especially the murder of trans women. Debra DeLaet explains the importance of soft law approaches in making progress toward the realization of gender-based human rights and LGBTQI rights. Randolph Persaud and Jackson Yoder apply the concept of homo sacer to examine differential rights within two key areas: migrants/refugees/asylum seekers in Europe and the effects of COVID-19 on African Americans in the US. Nicholas McMurry argues that the right to be heard is developing in human rights law as expounded in the practice of the UN treaty bodies. Kathleen Mahoney discusses Indigenous rights in Canada. Morten Andersen argues that an investigation of the relationship between corruption and human rights is best viewed as a framework of socially constructed norms, political power, and the complex interrelation of political, legal, economic, and social systems. Finally, David Johnson writes about the origins, causes, and contemporary implications of extrajudicial killings in the Philippines. This issue sheds light on the strata of protests and human rights. It further affirms the growing political salience of human rights and the power of social movements to overcome the tyranny of exclusion, greed, and special interests which have always undermined them.
