Abstract:
A priority for NATO Mission Iraq is to further the Women, Peace and Security agenda as one of the mission’s activities. This effort should focus on raising awareness of the operational benefits of equal opportunities and diversity and not just counting the number of women involved. RECOMMENDATIONS: Formulate a clear mandate for WPS functions in the mission that positions the WPS agenda as an integral element of NMI’s other activities. Support awareness-raising programmes and initiatives to transform social norms, including patriarchal gender norms and institutional socio-political constraints on female participation. Support the transparent qualifications-based recruitment and employment of women and prioritize the focus on inclusive work environments, both mentally and physically. Incorporate intersectional and masculinity perspectives in the work on WPS to avoid creating an image of WPS as a foreign-backed agenda that is only of, by and for elite women.

Abstract:
This DIIS Working Paper elaborates how local consent to a huge industrial mining complex, including a port and a 150 km railway built in the 1980’s on indigenous arid lands, were created. Showing how both ‘hard’ and ‘soft’ security technologies were effective in preparing the complex, constructing the necessary infrastructure and securing the operation, the paper at the same time illustrates how corporate security practices have changed over time in the northern part of Colombia. The paper is based on extended ethnographic fieldwork in La Guajira, Colombia, carried out through 2018 and 2019 as well as historical written documents.

43. Opportunities for Danish stabilisation policy to engage with climate- and livelihood-related conflict: New approaches to fragility in the Horn of Africa and Sahel

Abstract:
The Horn of Africa and the Sahel are among the most fragile regions in the world: poor, lacking basic infrastructure and state presence across much of their respective territories, and both form hotbeds of conflict and political instability compounded by climate change. This DIIS Working Paper focuses on identifying evolving notions of fragility that could strengthen Danish stabilisation efforts in the Horn and Sahel. It foregrounds notions of fragility that move away from a focus on strong state institutions towards the adaptive capacities of populations in the hinterlands of the Horn and the Sahel to deal with conflict and climate variability. The paper gives an overview of this rapidly evolving field and distils key insights, challenges and future options by exploring the question, how can we support people in the Sahel and Horn to re-establish their responsibility for their respective territories and the management of their natural resources? The paper addresses this question by exploring the implications of recent climate change and livelihoods research on how we approach fragility and, by extension, stabilisation. On the basis of such research, the Working Paper advocates a move away from a sector-based understanding of fragility towards a way of working that is more in line with contextual realities, alongside the ‘comprehensive approach’ to stabilisation that Denmark promotes. The key message is that, programmatically, Danish stabilisation efforts across both regions could benefit from a more explicit focus on supporting the variability that dominant livelihood strategies require and that need to be considered if sustainable security and development outcomes are to be achieved. Failing to do this will only serve to marginalise key communities and may drive them further into the arms of radical groups.

Abstract:
Based on interviews with key Yemeni civil society organizations, the report finds that much more is needed to support a Yemeni-led vision of justice and accountability. After registering a diversity of views amongst Yemeni civil society—from a need to address the economic and social costs of the conflict to the role of civil society in any future transitional justice processes—this report also highlights the obstacles facing Yemeni civil society. Additionally, the report proposes more tactics and strategies for supporting Yemeni civil society and victims’ groups, and to ensure they have an influence over the contours of an eventual peace.

Failure to plan realistically for needed changes in Afghanistan’s security sector following a peace settlement—and failure to start phasing in changes now—will lead to post-settlement instability. This report examines the particular challenges Afghanistan will face, with examples from the climate following peace settlements in other parts of the world offering insight into what may occur and possibilities for response. An Afghan-owned and Afghan-led strategy that incorporates some of this report’s recommendations can help create a lasting foundation for Afghan and regional stability.

Abstract:
When Pakistan’s Federally Administered Tribal Areas were officially merged into Khyber Pakhtunkhwa Province in May 2018, the five million residents of the former tribal areas acquired the same constitutional rights and protections—including access to a formal judicial system—as Pakistan’s other citizens. This report, based on field research carried out by the authors, explores the status of the formal justice system’s expansion, finding both positive trends and severe administrative and capacity challenges, and offers recommendations to address these issues.

Abstract:
States and societies are in crisis around the world, as questions arise around the nature and quality of existing social contracts. COVID-19 has laid bare profound vulnerabilities within and across societies. The global pandemic is revealing deep failures in policy visions, institutional fragility, and incapacities of states to harness societal compliance where trust and a sense of national belonging is weak. At the same time, our interdependencies have never been so clear, as all countries, developed and underdeveloped alike, confront similar challenges. Crisis, however, offers opportunity to do things better, to build forward better – strengthening social contracts at all levels. How then, can social contracts, and compacting in times of crisis, offer pathways to address inequality and exclusion? This paper considers how social contracts can offer frameworks to foster new thinking and shape transformative policy to build more inclusive societies. Such frameworks should tie bold new policy visions to robust and resilient institutional arrangements that uproot harmful structural legacies with lasting effect for inclusive and peaceful societies. They must also offer means to address material conditions of inequality, and those related to recognition, identity, and dignity. The cases of South Africa, Tunisia, Colombia, and South Korea reveal that, while not easy nor predictable, such pathways exist. Key findings in this briefing include: Inequality and exclusion stem from policy choices and are fueled by corruption; they undermine foundations of inclusive and resilient national social contracts, e.g. trust in government and societal willingness to consent to difficult policy choices; Participation in formal electoral processes is declining while protest is rising, indicating a lack of faith in existing politics and institutional mechanisms for resolving conflict and fostering consensual politics; and Civil society movements in and across countries are advancing more inclusive social contracts that tackle vulnerability and risk through a variety of innovative means that deserve greater support.

Social contracts determine what is to be provided and by whom. In democracies, political processes determine these outcomes, with the extent to which individuals, communities, cities, businesses, governments, and other actors and institutions provide education, health, security, infrastructure, and justice to shape what comes to be understood as the social contract. Whether prevailing social contracts produce desirable consequences, such as human rights, individual freedom, self-determination, human development, prosperity, and equality reflects their efficacy. What is considered an effective contract in the US or Europe, may however be viewed very differently in China, with the priorities and norms associated with shaping social contracts, as well as the means to achieve them, varying from country to country and over time. In this brief, author Ian Goldin shows that many existing social contracts are inadequate and require renewal to overcome countries’ failures to address the needs of the majority of their citizens. New pressures on societies arising from the pace of change associated with the technological and energy revolutions have created an urgent need to build new social contracts which ensure that no one is left behind. This need has been made all the more urgent by the COVID-19 pandemic, which has shown the extent to which large parts of society—informal sector workers, uninsured self-employed, unemployed, migrants, and others—have fallen by the wayside due to outdated or non-existent social contracts. Establishing secure and comprehensive social contracts is not synonymous with the establishment of a welfare state, as this is only one way to secure effective social contracts. How welfare states adapt to meet the new technological and energy transition, and which other models may serve to build effective social contracts is a key question.

50. Essential Workers

Abstract:
The COVID-19 pandemic has revealed the extent to which we rely on essential workers. Around the world, health workers have been greeted by clapping, but this has not translated into improvements in their working conditions or pay. On the contrary, as COVID-19 cases and deaths have mounted, so too have the pressures and fatalities among health and other essential workers. A new deal for essential workers is not only the right thing to do on ethical and other grounds. It is in everyone’s self-interest. Without a new deal for essential workers, societies will not be able to respond to the intensifying cycle of crises that arise from an increasingly complex, interconnected, and unstable world. Whether it is a natural disaster, large-scale terrorism, geopolitical hostilities, or another pandemic, it is only a matter of time before society must again face down a crisis of unprecedented scale. To build resilience, we need a well-trained, deeply committed, and full complement of essential workers who will rise to the challenge. A new deal for these workers should be seen as a central tenet of creating more resilient economies, and an investment to reduce risk and future proof our societies. In order to close the widening divide between the rhetoric and reality, author Ian Goldin argues in this policy brief paper that a new deal is required for essential workers and begins by defining essential workers and laying out the key facts around the prevailing socioeconomic background for such workers. It then draws on the experience of mitigating and compensating for risks in other socially necessary but hazardous occupations, such as the military, and uses this to define the contours of what a new deal for essential workers should look like.
