Abstract:
New technologies have opened several risks to safety of journalists. More importantly, in the state of emergency caused by the Covid-19 outbreak, journalists and media actors have shifted their activities online more than ever, which also made them more prone to digital threats and attacks. In some regimes there are even organized intimidation campaigns against political opponents causing chilling effect and self-censorship, and jeopardizing freedom of expression in general. Hungary as a member of the European Union since 2004 and Serbia as a leading candidate to join the EU are two countries where the problems and concerns about media freedom is growing every day. The fear from the unknown during the international pandemic gave opportunity to some governments to hide their real political agendas and cover their desire for the 'good-old-fashioned' censorship. The number of countries where some kind of censorship could be found is growing every day. The authors will show two country-case-studies from Hungary and Serbia, where the leaders and the political situations are very similar and could show a (good or bad) example to other countries that would like to follow the illiberal views on media issues.

32. The safest time to fly: Pandemic response in the era of Fox News

Abstract:
We document a causal effect of conservative Fox News Channel in the United States on physical distancing during COVID-19 pandemic. We measure county-level mobility covering all U.S. states and District of Columbia produced by GPS pings to 15-17 million smartphones and zip-code-level mobility using Facebook location data. Then, using the historical position of Fox News Channel in the cable lineup as the source of exogenous variation, we show that increased exposure to Fox News led to a smaller reduction in distance traveled and smaller increase in the probability to stay home after the national emergency declaration in the United States. Our results show that slanted media can have a harmful effect on containment efforts during a pandemic by affecting people’s behaviour.

33. Building Regional Strategies for Media Development in the Middle East and North Africa

Abstract:
Experts from 13 countries in the Middle East and North Africa agreed on the priorities that could provide the basis for greater collective action to defend independent media in the region. This report provides a summary of those deliberations. Prominent journalists and publishers, digital news entrepreneurs, civil society leaders, and scholars described a crisis in the media sector with complex driving forces at the global, regional, and national levels. To confront this crisis, they concluded, would require stronger bonds among all the defenders of free expression and independent media across the region. The experts identified ways that they could increase collaboration, especially in countries that allow media and civil society to operate with some degree of freedom. They also stressed the importance of solidarity to protect journalists in countries where authoritarian regimes are active in the suppression of independent journalism through intimidation, harassment, and violence.

Abstract:
Nearly thirty years after governments loosened control over broadcasters and publishers, Africa’s media face increasing threats. New laws are resulting in the imprisonment of journalists and closure of media houses, while internet shutdowns and “social-media taxes” are increasingly common strategies to limit the mobilizing and informational potentials of digital technologies. These challenges are occurring in the midst of eroding public support for free media, as the latest Afrobarometer data show increased backing for government restrictions across the continent. Africans’ confidence in their media seems to be declining, potentially due to concerns over bias, hate speech, and disinformation.
