Abstract:
Developing countries throughout Asia, Africa, and Latin America are grappling with how to deal with China's rising economic influence—particularly the multibillion-dollar development projects financed through China’s Belt and Road Initiative. Myanmar, however, appears to be approaching foreign investment proposals with considerable caution. This report examines the framework the country is developing to promote transparency and accountability and to reserve for itself the authority to weigh the economic, social, and environmental impacts of major projects proposed by international investors, including China.

Abstract:
Taiwan needs to look not just to the energy it needs right now but also to the energy it will need ten to twenty years from now if it is to power its future. This paper focuses on two elements of the paradigmatic transformation that are especially relevant to Taiwan’s future: (1) the rise of new energy and storage technologies, and (2) the dynamics of liquefied natural gas pricing. In particular, it looks at several ways in which new investment partnerships between Taiwan and U.S. players could bolster Taiwan’s ambitious effort to build out renewable energy as a source of industrial and residential power.

Abstract:
Innovation has been a source of comparative advantage for Taiwan historically. It has also been an important basis for U.S. firms, investors, and government to support Taiwan’s development while expanding mutually beneficial linkages. Yet, both Taiwan’s innovation advantage and the prospect of jointly developed, technologically disruptive collaborations face challenges. For one, Taiwan’s technology ecosystem has been hollowed out in recent decades as personal computing (PC), component systems, and mobile device manufacturing moved across the Taiwan Strait to mainland China. Meanwhile, Taiwan’s innovation ecosystem has struggled to foster subsequent generations of startups to replace these losses in electronics manufacturing. Despite a freewheeling startup culture, internationalization has been a persistent challenge for Taiwan-based firms. Technological change and political challenges from Beijing present additional risks to Taiwan’s innovation future. In this context, it is essential that Taiwan get back to basics if it is to assure its innovation advantage. One piece of this will involve taking a hard look at the domestic policy environment in Taiwan to ensure a steady pipeline of next-generation engineering talent. Yet Taiwan also needs to address several structural and policy factors that, over the last decade, have eroded its enviable innovation advantage.

Long gone are the days when Eastern Europe was Russia’s exclusive backyard. The last decade has witnessed the rapid expansion of political and economic ties between powers from the Middle East and Asia and East European states. While much of the analysis on the rise of these powers is usually focused on China and its One Belt One Road march across the post-Soviet world, the role of other Asian powers remains underexplored. Whereas China’s penetration of the region has been in the spotlight, Japan’s charm offensive to rekindle diplomatic, political and economic ties with Eastern Europe has tended to be overlooked. In the last five years, Japan has opened three new embassies in the region (in Armenia, Belarus and Moldova), Japan’s prime minster has paid the first official visit to Ukraine in the history of bilateral relations between the two countries and the Japanese foreign minister travelled to all three South Caucasus republics. More recently, in the midst of the Covid-19 pandemic Japan pledged to provide the flu drug Avigan to Georgia, Moldova and Ukraine free of charge. All this raises the question why, despite such a great geographical distance, Eastern Europe matters to Japan? The aim of this Brief is threefold. Firstly, to outline the place of Eastern Europe in Japan’s foreign policy and shed light on the drivers shaping Tokyo’s approach. Secondly, to assess Japan’s economic presence as well as the amount of development aid it has provided to East European states. Thirdly, to reveal similarities between Japan’s and the EU’s strategies in this region and ultimately, to identify areas of cooperative synergy.

245. India’s energy investments: A fresh approach

Abstract:
Oil is the single largest item in India’s import bill as India relies on imports for over 80% of its oil requirement. The annual import of 1.6 billion barrels of crude oil makes India vulnerable to sharp spikes in energy prices. With limited domestic reserves, India has tried to reduce its vulnerability by investing in oil and gas fields overseas. State-owned oil companies have over 50 overseas investments spread across South America, Africa, West Asia and the former-Soviet Union, all of which have large oil reserves. Investments must be made where the oil is, and often, these tend to be volatile regions. Political volatility in some places like Venezuela, Iran and Sudan/South-Sudan, for example, has led to trouble for a few of India’s investments. The purpose of investing as protection against price fluctuations gets defeated when geopolitical or other unrest leads to oil production reduction.

Abstract:
The move toward a global energy transition is underpinned by the collec- tive need to limit the most severe impacts of climate change as well as to foster more sustainable economic growth. Floating photovoltaic power stations on Chinese lakes, integrated carbon capture technology on large-scale power plants in Canada, and decentralized urban wind turbines on Singaporean rooftops are just a few examples of how radical innovations in clean energy technology are fueling the global energy transition.1 Bringing cutting-edge technology from the lab to the global energy market requires a supportive ecosystem. Innovation must be matched by market readiness to adopt disruptive technologies, local capacities to scale up new energy projects, energy policies with climate objectives, technological development, and sufficient and “aligned” investment capital. This article focuses specifically on the last requirement: the characteristics of investment capital needed to support clean energy innovation. Investors are key players in the future of energy, as they must drive innovation in the financial system to meet the scale of capital needed to transform the energy industry. Both a lack and misalignment of investment capital have hindered important technological leaps in sustainable energy.2 One such example is the severe financing shortage in commercializing novel clean energy technology. The most prominent financing issue associated with commercializing novel clean technology (cleantech) has been termed the “valley of death,” which refers to the pattern in which most early-stage cleantech is severely underfunded, resulting in innovation being abandoned before reaching full-sized deployment. There are many causes of this “valley of death,” but the common threads among them are the sheer number of financial risks in the energy industry and the inability to fully understand and manage these risks within the energy ecosystem.3

Abstract:
This policy brief analyses whether there are grounds for the Dutch government to conduct critical assessments of direct investments, particularly from China, from a geopolitical perspective. The economic consequences of the COVID-19 pandemic warrant continued critical oversight of Chinese foreign investments and screening of such investments. Particularly during the current difficult times for the Dutch economy, there are new opportunities for Chinese investors as a result of increased needs for capital and/or new markets on the part of Dutch companies. This policy brief argues that from a geopolitical perspective there are two grounds for the Dutch government to screen investments: the Netherlands’ need to keep pace with changes in the geopolitical stance of the US and other Western countries towards China; and the risk that the Netherlands and the EU could lose a large part of their capacity for autonomous action in a geopolitical context. Hence there are two criteria that investment screening must fulfill. The first is that it must take account of the security and geopolitical implications of investments in high-tech companies. The second is that it must be aimed at preventing a high degree of strategic dependence on a single operator.

248. The United States and Fiji Reaffirm Security Assistance Cooperation

Abstract:
The United States and Fiji continue to strengthen security cooperation in the Indo-Pacific region. Ties between the regional partners endured throughout Fiji’s 2006 military takeover and resultant domestic political challenges. During this period Washington’s engagement with Suva included humanitarian assistance/disaster response, maritime security, law enforcement cooperation, counter-narcotics, and anti-trafficking of vulnerable populations. The United States also supported Fiji’s participation in existing United Nations Peacekeeping Operations. In turn Fiji continued to support U.S. initiatives regarding United Nations General Assembly resolutions and kept doors open for development aid and private sector investment opportunities. The recent defense security cooperation assistance agreement with Fiji supports substantial funding for training and equipment for the Royal Fijian Military forces (RFMF) for future peacekeeping opportunities as well as an immediate boost for its navy including patrol boats to support fisheries protection as well as search and rescue efforts.

Abstract:
The energy sectors of India and Canada complement each other: India is a large and growing oil importer, while Canada is a large and growing exporter of oil and gas. However, as they invested in oil fields across the world, Indian oil companies have missed out on the Canada story. Investing in Canada’s oil sector can help India guard against the risk of spikes in oil prices and provide Canada with long-term demand security. In this paper, first presented as a backgrounder at Track 1.5 meetings in Mumbai, India, in November 2019, Gateway House outlines its findings on the feasibility of Indian investment in Canada’s petroleum sector, suggesting a path forward and best prospects for investment.

Abstract:
Substantial private investment is required if public policy objectives aim to increase the market share of Electric Vehicles (EVs) and prevent locking-in emissions-intensive development pathways. To maximize the effectiveness of future policies and successfully attract private capital, policy makers need to gain a better understanding of how investors behave, and of how policy design can drive investments decisions. This paper leverages an adaptive conjoint analysis (ACA) method to investigate the policy preferences of 41 European investors affiliated with different investment institutions. Findings reveal that investors' characteristics as institution type and size of assets under management affect investors' preferences over different e-mobility policy attributes. Furthermore, this study shows that behavioral factors, namely investors' a-priori beliefs on the impacts of climate change and the COVID-19 crisis, play a role in determining investors' policy preferences. By providing an analysis of investors' behavior, this research can support policymakers to design more effective policy instruments to attract investments in electric mobility during and after the COVID-19 crisis.
