21. Occupational Trajectories Among Refugees in Austria: The Role of Co-ethnic and Austrian Social Networks in Job Search

Abstract:
This paper analyses occupational trajectories of refugees from their last job in the home country to their first and current jobs in Austria and the role of co-ethnic and Austrian social networks in job search, using data from a large-scale survey of recognised refugees from Syria, Afghanistan, Iraq and Iran who have predominantly come to Austria since 2010, thereby covering the strong refugee wave of 2015 2016. The results corroborate a U-shaped pattern, with a sharp initial occupational loss followed by a rather moderate occupational recovery. Although native social networks play no role for occupational changes, co-ethnic social networks – particularly when used as a stand-alone job search strategy – prove detrimental along the entire trajectory. However, co-ethnic social networks are beneficial if used in combination with the Austrian labour market service or NGOs. Some refugees prove particularly vulnerable, such as older refugees or highly educated refugees who undergo more pronounced initial occupational downgrading, with subsequent occupational upgrading either limited or absent.

22. Development of Mental Distress of Refugees in Austria During their Economic and Social Integration in 2017-2022

Abstract:
Refugees are more likely to develop mental diseases as most of them have been exposed to potentially traumatic events and fundamental stressors in their home countries, during migration and after resettling in the host countries. This diminishes their prospects for social and economic integration, which also may have detrimental effects on their mental health. We examine the prevalence of mental disorders in the refugee population from Afghanistan, Iraq, Iran and Syria who arrived in Austria recently, drawing on data from four waves of the FIMAS refugee survey project. Interviews were conducted between December 2017 and April 2022 in Austria, with a specific focus on Vienna, Salzburg, Graz, Linz and Innsbruck. We found a high share of refugees (31% in 2017/2018, declining to 26% in 2022) who showed moderate or severe levels of mental distress. Women were found to have a significantly higher risk of mental illness. We also investigate the effects of mediators on mental health, applying pooled and panel regression model. A positive association was found, for example, in the cases of discrimination experienced in Austria and obviously potentially traumatic events experienced during migration. Negative correlations were detected for certain mitigating factors that foster resilience, such as proficiency in the German language, living in the same household with one’s partner and children, being employed, having more supportive relationships, and being more satisfied with the housing situation.

23. Labour Market Integration Programmes for Refugees in Austria: Do they Really Work and for Whom?

Abstract:
In this study, we evaluate the effectiveness of the participation of refugees in integration programmes intended to help them gain employment. The specific programmes considered are the Competence Check programme and the Integration Year programme that were introduced in Austria around the time of the 2015 crisis, when refugees poured from the Middle East into the EU. The study is based on the fourth and fifth waves of a survey (FIMAS) of refugees from Afghanistan, Iraq, Iran and Syria in Austria, and it uses matching models to evaluate the effects on employment of participation in those two programmes. More specifically, it applies multivariate matching methods that ensure better balancing properties between the control and the treated groups. We find especially positive effects of the programmes on the employability of women, the poorly educated, younger and older age cohorts. These programmes thus seem to work specifically for those that find themselves in a more vulnerable labour market situation.

Abstract:
The invasion of Ukraine by Russia has resulted in the displacement of millions of Ukrainians, leading to socio-economic and political challenges for the host countries. The Refugee Response Plan, encompassing heavily affected EU Member States, has been the focus of this study, examining how the issue of refugee integration was addressed, with a specific emphasis on flaws and omissions in the approach. Various demographic and socioeconomic data and strategic national documents related to refugee integration were compared for this analysis. Employment was identified as a key tool for the integration of Ukrainian refugees. The findings revealed a lack of a common refugee integration policy among the surveyed countries despite similar past and current socioeconomic circumstances and security environments, including mixed migration. Ambiguities across these countries, including local population perceptions hindering Ukrainian refugee integration, were observed. Consequently, we assert the necessity for EU harmonized measures, emphasizing their long-term implementation to alleviate the economic burden of the war in Ukraine and provide predictability in the actions of individual governments.

Abstract:
As the global rate of displacement reaches new highs and the average length of displacement extends from years to decades, integration is an increasingly crucial lifeline for refugees and displaced communities seeking to rebuild their lives. Health systems serve as an ideal conduit for integration due to universal need, system complexity, and the interplay of political, social, and economic factors on health outcomes. Using lessons learned from case studies in Colombia and Jordan, this paper will explore different strategies for integration of refugee health services with host population health systems. It will highlight successful policy implementation and innovative approaches as well as predict potential barriers to success via a population-centered approach that emphasizes the importance of supporting host communities concurrently with displaced populations. It offers the following findings and recommendations for governmental and humanitarian actors. • Effective integration requires a “whole of person” approach which acknowledges and responds to the linkages between legal status, economic needs, and mental and physical health and wellbeing. • Addressing the health needs of populations experiencing protracted displacement must go hand-in-hand with, and cannot be decoupled from, addressing the needs of host communities. • Demographic and epidemiologic data inclusive of both host and displaced populations enables governments and service providers to better plan for and respond to key health and non-health needs. • Donors and financing structures can play a critical role in facilitating greater integration of health and other services.

Abstract:
New Zealand has a long history of receiving persons in search of safety and security. These populations span Danes fleeing suppression during the German occupation in the 1870s, Jews escaping persecution from Tsarist Russia in the 1880s, Polish orphans during World War II, Asians expelled from Uganda in 1972–73, Vietnamese boat people between 1997 and 1993, and refugees from Afghanistan starting in 2001. New Zealand’s formal refugee resettlement program dates from 1944 with the arrival of the Polish orphans and their caregivers. This commentary discusses a case that builds on this history — New Zealand’s reception of Afghan refugees who were rescued by the MV Tampa, a Norwegian container ship. The authors — a researcher and a refugee saved by MV Tampa — explore New Zealand’s reception of refugees in light of the “Kew Garden” ethical principles on the responsibility to assist imperiled persons.

En este documento elaborado por Gemma Pinyol-Jiménez abordamos de nuevo las políticas públicas de gobernanza migratoria en España. Las agendas públicas y políticas se ocupan desde hace años de la gestión de los flujos migratorios que llegan a Europa, pero en mucha menor medida de los procesos de acogida para la inclusión de las personas migrantes. Las debilidades del sistema español de acogida no son menores, y se han puesto particularmente de manifiesto por la necesidad de acoger a un mayor número de personas refugiadas, los problemas en el accesos de las personas migrantes a determinados servicios públicos y los escollos en su participación activa en la sociedad española. Los efectos de la crisis de la COVID-19 y de la crisis de Ucrania, tratados ya en otras colaboraciones de Fundipax y Fundación Alternativas (2020 y 2022), han puesto el foco en las políticas de acogida como parte con- sustancial de la gobernanza migratoria. Este análisis pone de manifiesto el estado y la evolución de los mecanismos de acogida a la inmigración en el territorio español, claramente marcadas por la disparidad de actuaciones en las distintas CC AA y administraciones locales. Se plantea reformular las políticas de acogida con una mirada multinivel y una intención cohesiva, para facilitar el proceso de inclusión de las personas migrantes e impactar positivamente en la estabilidad y cohesión de nuestra sociedad.

28. Rethinking the Dutch position towards the Western Balkans in the new security environment in Europe

Abstract:
The main goal of this paper is to present lessons learned, and present policy recommendations regarding the EU integration policy in Western Balkans given the recent events in 2022. In addition, a deeper understanding of the Dutch foreign and security policy is also provided, since the Netherlands has rejected plans for the EU’s further expansion. The year 2022 brought many political, legal, and security changes to Europe. Most importantly, events which had been considered unthinkable for decades have occurred. On February 24th, Russia commenced a fullscale military invasion of Ukraine, conducting attacks that have caused 7,061civilian deaths, while some sources report up 21,000 deaths only in Mariupol, indiscriminate attacks in violation of the laws of war that may amount to war crimes, and more than five million refugees. The European response was unified and timely. A clear willingness to stand by the side of Ukraine has been shown and sanctions are enforced against Russia by all EU member states (MS), while providing aid in various forms. An uptick in polarization, populism and far right sentiment can be observed in Victor Orban’s success in the Hungarian April Elections and in Marine le Pen’s persisting into the second round of the French Presidential election. Not only the right political spectrum is gaining traction but also the left. The Slovenian Prime Minister Janez Janša has been defeated by a left wing party, the Freedom Movement, founded a year ago. In addition, European governments that are key to stability and peace of the Western Balkans region are experiencing drastic political changes. The new German government that succeeded Angela Merkel’s cabinet after one and a half decade is posing new foreign and security policy questions. Macron suggested an end to the enlargement agenda as we know it, proposing the political European community as an alternative. Tensions in terms of hate and acts of violence have been reported in Bosnia and Herzegovina and Kosovo, raising further questions about the future of the Western Balkans in Europe. War in the continent posed a threat to the credibility and legitimacy of the European project. It questions European values and is an existential threat to the integration process, and European security. Ursula von der Leyen offered a speedy response to Ukraine’s bid to join the European Union, for which Ukraine applied in times of conflict. This is the first time in history that a nation during conflict applies for EU membership. The Ukrainian application and the war have resulted in many uncertainties for Europe. This raises questions surrounding the accession processes of other countries in the Western Balkans region, such as Serbia, Montenegro, Albania, North Macedonia, Bosnia and Herzegovina, and Kosovo. An analysis of the EU integration policy in the Western Balkans region is therefore crucial given the recent events. Progress towards EU integration has varied among countries in the Western Balkans region. The closest to the EU integration are Montenegro and Serbia with many chapters open. North Macedonia and Albania are waiting to start formal negotiations. Kosovo and Bosnia and Herzegovina are farthest removed due to their internally and externally driven fragilities. The main goal of the report is to question the current approach while providing a fresh perspective on the EU’s integration policy, given the recent security and political events. In addition, a deeper understanding of the Dutch foreign and security policy is also provided, since the Netherlands has rejected plans for the EU’s further expansion. The following sections outline Dutch foreign policy, followed by recent political, security and legal developments in the Western Balkans region. The final section outlines lessons learned, and present policy recommendations regarding the EU integration policy in Western Balkans given the recent events in 2022.

Abstract:
The Russian aggression in Ukraine, on-going since 24 February 2022, has shattered the European collective security system that was patiently built up in the 1970s and which has been consolidated since the end of the Cold War. For Germany, the return of war to European soil, a few hundred kilometres from its territory, is a stinging rejection of the policy of normalisation and openness towards the East (Ostpolitik) supported by Chancellor Willy Brandt (1969-1974) and to which the Social Democratic Party (SPD) and the left-wing party (die Linke) had until then been very attached. The pacifism that permeates German society and the resulting restraint in foreign policy, a sign of German contrition for the horrors of the Second World War, are also being questioned: they could potentially lead to a 'soft' response to the aggression against Ukraine, which might then encourage further Russian attacks on Western European security. This aggression also challenges the concept of the "Exportnation" – the exporting nation - dear to the Christian Democrats (CDU), who gambled that trade and the interdependencies it entails would guarantee peace with Russia. Instrumentalised as a weapon of war, Germany's cheap energy supplies from its Russian neighbour, which had never been at issue - even in the worst hours of the Cold War - have become a major source of vulnerability for German economic growth. While it was already experiencing tensions before the Russian aggression, the German foreign policy model has now entered into a period of accelerated change and new directions are taking shape, in the course of the speeches made by its Chancellor Olaf Scholz (SPD) and Ministers of Foreign Affairs and Defence, Annalena Baerbock and Christine Lambrecht. They confirm or deny the trajectory defined in the 'Ampel' coalition contract between the SPD, the Greens and the Liberals (FDP). The answer is threefold: at national level, certain decisions taken in response to the Russian invasion could change Germany's international and European positioning; initially, the war in Ukraine created a GermanAmerican "transatlantic moment", but it also has opened up strong prospects for a revival of European integration, in which Germany intends to play a leading role; for a long time an economic giant but a political dwarf, Germany seems to be abandoning the posture of restraint that characterised its foreign policy, deciding to fully deploy all the facets of its power on the European and international stage. This is both a challenge and an opportunity for the Franco-German couple in the construction of Europe.

30. Leveraging Predeparture Counseling to Support Returning Migrants’ Sustainable Reintegration

Across the European Union, assisted voluntary return and reintegration (AVRR) programs have proliferated over the past several decades, amid mounting pressure on policymakers to increase the return rate of migrants without a right to stay in Europe. These programs are considered more cost-effective, humane, and pragmatic from a diplomatic perspective, and ultimately aim to help migrants reintegrate successfully into their communities of origin. Much of the reintegration assistance AVRR programs offer occurs after migrants arrive in their origin countries, but there is growing awareness that kickstarting this support before the return journey can play a decisive role in reintegration outcomes. It can have the dual benefits of helping migrants develop a clearer picture of life after return, and of collecting information that origin-country service providers can use to support them effectively after they arrive. Yet, the potential of predeparture counselling may remain untapped if information gaps between actors in origin and destination countries are not addressed. This policy brief provides an overview of predeparture counseling and information-sharing challenges in European AVRR programs. It then explores strategies for improving the exchange of information and, thus, better leveraging predeparture counseling to support returnees’ sustainable reintegration.
