201. Immigration and State Institutions: Does Region of Origin Matter?

Abstract:
Some immigration opponents claim that immigrants import bad institutions and policies from their country of origin into their new home country. We argue just the opposite—namely, that immigrants are more likely to self‐​select into countries with better institutions than those in their home countries. Researchers have examined this issue in both a cross‐​country and within‐​country context. Their findings have been mixed. Although others have found small or nonexistent impacts of immigrants on state institutions, those papers assume that all immigrants are the same. Our approach is unique in that it divides immigrant populations in a variety of ways. We build on the previous literature that examines the relationship between immigration and institutions at the state level, where there are smaller inherent differences in economic institutions (compared to differences across countries). We do so by incorporating the regional diversity of immigrant populations, examining whether immigrants’ countries of origin matter for economic outcomes in their new home country. Controlling for the diversity of immigrant populations in a way that previous researchers have not done improves our ability to assess immigration opponents’ claims that immigrants from economically worse‐​off countries hurt U.S. economic institutions. We find virtually no evidence of an economically and statistically significant relationship between the levels of immigration we have experienced in recent decades and a decline in economic institutions in the United States, regardless of the region or economic conditions of recent immigrants’ home countries. The limited statistically significant evidence we do find is mixed and small in magnitude. Thus, one of the key rationales used to call for immigration restrictions is not supported by our findings.

Abstract:
Freer immigration could potentially lead to trillions of dollars in additional annual global output. However, the movement of many more immigrants could produce negative externalities that swamp the benefits, particularly if immigrants undermine productivity in their new countries by bringing with them the institutions or cultures that are responsible for low productivity in their home countries. We examine this by seeing how immigrants affect state budgets — a proxy for the quality of economic institutions — between 1970 and 2010 in the United States. We find that larger immigrant shares of the population produce large reductions in the growth of real per capita tax revenue and outlays in the short run that moderate to smaller longer‐​term growth declines in both.

EUROPEUM's associate research fellow Zuzana Stuchlíková describes the impact of COVID-19 on the Conference on the Future of Europe in her EU Monitor. The Conference on the Future of Europe (CoFoE) is one of the flagship projects of Ursula von der Leyen’s Commission, introduced the aftermath of the 2019 EP election and aimed at connecting citizens with various EU stakeholders and empowering them in the European project. However, the COVID-19 pandemic delayed it and preparations are restarting only now. A closer look shows that one year into the project, it lacks a clear vision. Key questions remain unanswered – what will be the format? Who will lead the negotiations? What should be the role of European institutions? And is the question of a treaty change completely off the table? The EU needs to open the essential questions and continue the dialogue on the future of Europe, despite the ongoing obstacles in the form of a global pandemic. However, only with a deep consensus on what the stated objectives of the conference is, how do they are achivable, how it is financed and how it is ensured that the implementation of the conclusions of it can be implemented can it mature from an ambitious idea to a viable project. It is essential that the CoFoE’s launch is not rushed at the expense of readiness - good will on its own is not enough and a rushed start could lead to a PR disaster that could further hamper European citizens’ trust in the EU institutions.

207. President Zelensky’s first year leading Ukraine: A case of déjà vu

Abstract:
During his first year as President of Ukraine, Volodymyr Zelensky prioritized presidential power-building. In order to do so, he relied heavily on the old system and established practices, such as “hands-on” management and the personalization of state agencies. Institution-building was replaced by the targeted fine-tuning of the dominant system. Some important reforms launched by the government in autumn 2019 were later stalled and reversed. As before, the adoption and implementation of comprehensive reforms will largely depend on Western pressure and conditionality. The major problem is that there are multiple centres of power in the country and the president’s actions only produce an illusion of control, while in reality the system is fragile and unstable. During the rest of his presidency, Volodymyr Zelensky will increasingly depend on oligarchs and govern through situational alliances. In exchange for their support, he may have to acquiesce to their continued dominance over the economy and the restoration of their influence in politics. Instability will intensify as his personal popularity wanes and economic and political crises deepen.

Abstract:
The economic ramifications of COVID-19 will accentuate the technological innovation gap between Latin America and the rest of the world. In a region already suffering from chronic underinvestment in research and development, the strain placed on government budgets by the pandemic-induced economic crisis will push innovation further back down the agenda. The region has compensated for a lack of domestic resources with foreign capital and technology imports from China and the United States. As the US–China relationship becomes more adversarial in the face of COVID, however, Latin America will emerge as a geopolitical battleground whose countries may be forced to choose sides and potentially lose out on capital inflows or technology imports. Navigating this potential storm will involve the region in a search for other options. Public–private partnerships with European Union firms represent one valuable possibility, but Europe and Latin America should first align their innovation agendas.

209. Expanding Legal Labour Migration Pathways to the EU: Will This Time Be Different?

The European Commission’s recently published “New Pact on Migration and Asylum” calls on EU member states to increase legal labour migration pathways, including for lower-skilled workers. To help achieve this goal, the Pact proposes greater and more effective cooperation with non-EU countries through so-called “Talent Partnerships”. These proposals are not new. The idea of partnerships with non-EU countries that include expanded labour migration programmes was at the heart of the EU’s “Global Approach to Migration” launched in 2005, and this approach has been further discussed and developed over the past 15 years. These ideas, however, have never led to a significant opening of European labour markets to lower-skilled non-EU workers. An obvious question therefore arises: Will this time be different? Will EU member states (which have primary competence in regulating labour immigration from outside the EU) engage with non-EU countries to develop new policies that expand legal labour migration opportunities in meaningful ways? Will these opportunities be inclusive of low- and medium-skilled workers?

210. Why Europe Should Care about Energy Poverty in its Green Transition

Abstract:
In mid-October, the European Commission issued a communication on energy poverty to member states[1] that was published jointly with the Renovation Wave initiative[2] for the building sector under the European Green Deal. The document gave further impetus to the long-standing discussion on energy poverty in Europe and can be related to renewed references to the need for a “just transition” in EU policy. Energy poverty is an important issue in Europe today and a number of recent factors risk exacerbating the problem. Action by member states has thus far been limited and differences persist regarding national definitions and approaches. Addressing energy poverty is urgent and the next months will be a test for Europe’s ability to protect the poorest segment of the society while pursuing increasingly ambitious goals of decarbonisation.
