322. Perceptions: Understanding On-Site Sanitation System Choices in Large Dense Villages in India

Abstract:
This report aims to explore the nuances of the prevalence of on-site sanitation systems in large and dense villages of India. Villages which have a population of 1000 persons or more and a density of greater than or equal to 400 persons per square kilometre were classified as large and dense villages in earlier research – Towards a New Research and Policy Paradigm: An Analysis of the Sanitation Situation in Large Dense Villages. Stimulated by the findings revealing a preferential pattern for selection of on-site sanitation systems in these settlements, a primary household survey was conducted in large and dense villages from five Indian states - Himachal Pradesh, Punjab, West Bengal, Madhya Pradesh and Tamil Nadu. The survey also included qualitative components – stakeholder interviews and transect walks. In this study the survey data has been canvassed to explore the preference patterns of households and the factors guiding them in their decision making for the construction and maintenance of on-site sanitation systems. We find that these large and dense villages exhibit a higher preference for septic tanks over pits in all states except West Bengal where pits are preferred. A majority of households have reported their toilets were private constructions. Broad findings and trends emerging from the survey were discussed in details in the report – Sanitation in Large and Dense Villages of India: The Last Mile and Beyond. In this report we discuss targeted questions on the preference patterns for on-site containment systems that are manifested not only by the choices of building septic tanks or pits but also through the large variations in their design and sizes which are influenced by socio-economic, technical and behavioural factors. We also find specific trends in deviations from prescribed design and demand for desludging services by households which are influenced by internal factors such as their social status and economic well-being and by external factors such as availability of mechanised operators or continued reliance on manual cleaning and their costs which cumulatively constitute the supply side of sanitation services.

Abstract:
The global energy transition has reached an inflection point. In numerous markets, the declining cost of solar photovoltaics (PV) has already beaten the cost of new-build coal and natural gas and is now chasing down operating costs of existing thermal power plants, forcing a growing crowd of thermal generation assets into early retirement. Perfect comparability between dispatchable and non-dispatchable resources invites debate, but the cost declines in solar PV are irrefutable: the global average unit cost of competitively-procured solar electricity declined by 83 percent from 2010 to 2018. This is due in part to module cost reductions of approximately 90 percent, capacity-weighted average construction cost declines of 74 percent, and a global paradigm shift in renewable energy procurement policies in the last six years.

324. Iraq’s Power Sector: Problems and Prospects

Abstract:
Despite substantial efforts and investments in rebuilding Iraq’s infrastructure since the overthrow of Saddam Hussein in 2003, the country is still struggling to deliver on public services. Years of destruction in conflict, as well as alleged mismanagement and neglect, have taken a heavy toll on the country’s power infrastructure. Severe power cuts and rolling blackouts are endemic in Iraq today. Between 2014 and 2018, Islamic State terrorism inflicted billions of dollars in damage on the already dilapidated electricity infrastructure, causing a cumulative potential and actual loss of a whopping 7GW in generation and transmission capacities.

Abstract:
Restoring its territorial integrity, the Republic of Azerbaijan has entered a new era. The state authorities have to carry out restructure and infrastructure building tasks in the liberated territories to provide energy, utilities, transport infrastructure, and create conditions for life and business of citizens returning to their native lands. Therefore, one of the main features of the state budget for 2021 is the creation of financial security to implement the aforementioned honorable and responsible tasks. Along with their implementation, the budget for 2021 envisages the creation of financial guarantees for further improvement of the people's welfare, sustainable economic development, and implementation of state programs.

326. Deciphering China in the Middle East

Abstract:
It is commonly perceived that the engagement of the People’s Republic of China (PRC) in the Middle East is driven primarily by economic interests, and that it prefers to steer clear of the conflicts in the region as much as possible. Its landmark ‘Belt and Road Initiative’ (BRI), launched in 2013 as a global infrastructure development strategy, contributes to this perception. This notion, however, overlooks the larger context of China’s engagement, both historical and contemporary. China’s new activism in the Middle East reflects the evolution of Chinese foreign policy thinking, in line with the country’s rise as an economic superpower. Its original choice of partners in the region was influenced by ideological considerations and a shared anti-colonial and anti-imperialist narrative. But its transformation into an economic powerhouse has inevitably altered its priorities and influence in the Middle East. Its economic penetration of the region is reflected in the set of cooperation agreements that it has concluded with the regional states as well as in subregional cooperation formats, e. g. the China-Arab State Cooperation Forum. The PRC’s increasing engagement in the Middle East may well be driven by its need for resources to fuel its economic growth; however, there is inevitably a political dimension too, due not only to the fact that China has a seat on the UN Security Council (UNSC) and seeks to project the image of a ‘responsible’ superpower but also because of the need to protect its investments and commercial interests in the region. China’s growing influence in the Middle East may generally be positively received, or even welcomed; however, the countries of the region have very different perspectives and often conflicting interests in the way they relate to the PRC. This Brief analyses these perspectives taking into account China’s recent initiatives in the region at a time of growing rivalry between the US and China.

Abstract:
The ̳One Belt One Road‘ term refers to ̳The Maritime Silk Road and the Silk Road Economic Belt. This mega initiative was announced by Chinese president, Xi Jiping, in September 2013 during his official state visit to Kazakhstan. Pakistan is most important pillar of this Chinese initiative. Under the One Belt One Road framework, several corridors will be built in future. Whereas, with the development of OBOR, regional economies will boost up to $2.5 trillion and more than 4.4 billion population will get benefits across 65 countries. The Silk Road Economic Belt will link China, Central Asia, Russia, and Europe through the Persian Gulf and South East Asia and Indian Ocean. However, China-Pakistan Economic Corridor will be built to connect the Pakistan's Port Gawadar with Chinese city of Kashagar in autonomous province Xinjiang. The China-Pakistan Economic Corridor project is a game changer for the region and particularly for China and Pakistan, through the development of roads, railways, oil and gas pipe lines. Thus, the project brings wealth and prosperity across the region, particularly in Pakistan. But on the other hand, Pakistan is facing serious internal and external threats from terrorism and extremism since 2001. This work is an attempt to enlighten the prospects of China-Pakistan Economic Corridor (CPEC) and constraints in the way of this mega projects.

Abstract:
China’s controversial Belt and Road Initiative (BRI) has been subject to ample scrutiny since its inception in 2013. Practical results could be said to be severely lacking in contrast to the project’s ambitious plans. Chinese engagement abroad has irrefutably intensified since Xi Jinping assumed power in 2012, but whether this can be classified as the fruits of BRI remains unclear. China, in fact, is developing BRI on the go. That gives the EU an opportunity to engage with BRI and remold it into a more desirable form. Because China increasingly sees Europe as BRI’s “final destination”, the EU has a lot more leverage than it commonly assumes.

Abstract:
India, till 2014, had bilateral trade and infrastructure agreement treaties with its Asian neighbours. India, through the Ministry of External Affairs (MEA), has been investing in trilateral and multilateral infrastructure projects since 2014, with its littoral (coastal) and inland neighbours in Asia. While it demonstrates the growing potential of infrastructure diplomacy, it also puts India in direct competition with China, which through its own infrastructure initiative, has been involved in building physical infrastructure in India’s neighbours. This paper argues that taking into account environmental security as a parameter for developing cross border sustainable infrastructure, during signing of MoUs in these treaties, will provide a unique opportunity for India to develop norms for environmental and social security framework/policy, training assistance, and capacity building in its funded projects in other countries.

How can technologies, integrated planning and connected public transportation reshape the transport sector in the context of climate change? In Brazil, the sector is inefficient and faces numerous challenges to build a sustainable mobility system. This report highlights the main conclusions of the debate organized by CEBRI's Energy Program, with the support of the Consulate of the Netherlands in Rio de Janeiro. These conclusions are structured on two pillars: (i) impacts of climate change and the role of new technologies in human mobility and (ii) mobility systems - aiming at efficiency and sustainability” - with a focus on different transport alternatives, such as individual, public and air transportation systems.
