Abstract:
Human health risks, stronger cyclones, coral reef death, and coastal flooding are among the major challenges detailed in a new report on climate change in American Sāmoa. Threatened resources include high-value coastal infrastructure and the millions of dollars that ocean ecosystems add to American Sāmoa's economy annually, according to the report by the Pacific Islands Regional Climate Assessment (PIRCA), a consortium of several government, NGO, and research entities. Climate Change in American Sāmoa: Indicators and Considerations for Key Sectors is one in a series of new PIRCA reports aimed at assessing the state of knowledge about climate change indicators, impacts, and adaptive capacity of the US-Affiliated Pacific Islands and the Hawaiian archipelago. Authors from the University of Hawai‘i and the East-West Center—along with 25 technical contributors from local governments, NGOs, researchers, and community groups—collaboratively developed the American Sāmoa report. Climate change is expected to disrupt many aspects of life in American Sāmoa. Those who are already vulnerable—including children, the elderly, low-income families, and individuals with disabilities—are at greater risk from extreme weather and climate events. Climate Change in American Sāmoa: Indicators and Considerations for Key Sectors provides guidance for decision-makers seeking to better understand the implications of climate variability and change for American Sāmoa and its communities. This assessment also identifies the additional information and research needed to support responses that enhance resilience and help American Sāmoa to withstand the changes to come.

253. Harnessing Inland Waterways for Inclusive Trade Among Bay of Bengal Countries

Abstract:
The transboundary rivers Ganges, Brahmaputra, and Meghna along with their tributaries and distributaries create a vibrant water grid connecting their riparian countries. Historically, these rivers have played a prominent role in shaping the economy of the Indian sub-continent as a major means of trade and transportation. In the post-colonial era, new political boundaries between countries mostly cut off these riverine networks because the priority of the newly-established countries and their governments was to develop road and rail networks for internal consolidation and integration more efficiently. Hence, waterways connectivity among new regional countries was comparatively neglected. India and Bangladesh, for example, share 54 transboundary rivers. Despite existing bilateral agreements for using designated riverine routes for trade and transit, only in the past few years have infrastructural development initiatives started in India for constructing river terminals, multimodal terminals as well as fairway development. And there are other opportunities.

254. Sri Lanka’s Asia‐Centric Focus in a Contested Bay of Bengal Region

Abstract:
The Bay of Bengal – home to one of the world’s pre-eminent historic trading networks – is once again at the nexus of rising regional and global rivalries. A multiplicity of port developments along the Bay of Bengal littoral underscore the tussle for control of maritime connectivity and trade—as well as diplomatic and defense advantage. Against the backdrop of a weakened post COVID-19 global economy, and as countries seek every possible advantage, the probability of competing tensions spilling over into outright confrontations and tit-for-tat retaliatory measures is high. Unless carefully assessed and managed, small but strategically positioned countries like Sri Lanka can get swept up and carried away in power rivalries being played out on their shores. Indeed, a common narrative has been to assert that Sri Lanka was forced to cede an important port to China after being lured into a ‘debt trap’ by easy Chinese loans. There is no gainsaying that over the last decade, China got a head start in investing in Sri Lanka’s infrastructure push, drawing the country firmly into the orbit of its ambitious Belt and Road Initiative (BRI). Aside from China’s famed involvement in Sri Lanka’s Hambantota port, its long-term footprint is also assured through investments in a large-scale land reclamation project – the Colombo Port City – that is a vital link in its BRI chain of connectivity.

255. Improving Land Connectivity Around the Bay of Bengal is Essential for Integration

Facilitating cross-border movement by road is the most critical element of any strategy for greater economic integration among BIMSTEC countries. Cross-border road freight can facilitate even a small consignment to be delivered directly across the border with cost-effectiveness; unlike a full railway rake or even a coastal short-sea feeder vessel which require some level of aggregation of consignments into a larger parcel of goods. Direct road services also reduce multiple handling and trans-shipment requirements. Multi-modal solutions that support optimal use of international connectivity from different air and marine hubs in the region can only be facilitated by an existing efficient road freight feeder network. For example, a Bangladeshi exporter can exploit the cheaper and faster shipping connectivity to Europe via India’s Jawaharlal Nehru Port with the help of an efficient cross-border road feeder service that directly connects the exporter’s factory in Bangladesh to this port in western India. As feeder services for ocean and especially air transport? reduce frequency or become more expensive in the post-Covid ‘normal’, access to cheaper and faster connectivity to global markets from large regional hubs will be critical for the region’s entrepreneurs.

Abstract:
The Project on Middle East Political Science partnered with Stanford University’s Center for Democracy, Development and the Rule of Law and its Global Digital Policy Incubator for an innovative two week online seminar to explore the issues surrounding digital activism and authoritarianism. This workshop was built upon more than a decade of our collaboration on issues related to the internet and politics in the Middle East, beginning in 2011 with a series of workshops in the “Blogs and Bullets” project supported by the United States Institute for Peace and the PeaceTech Lab. This new collaboration brought together more than a dozen scholars and practitioners with deep experience in digital policy and activism, some focused on the Middle East and others offering a global and comparative perspective. POMEPS STUDIES 43 collects essays from that workshop, shaped by two weeks of public and private discussion.

Abstract:
Since the beginning of the 2000s, China has embarked on an unprecedented path of economic development, as evidence of which is the largest economic project of the XXI century initiated by the People's Republic of China. The global Belt and Road Initiative announced by the first person of the country, Xi Jinping, is a shortened name of the ‘Silk Road Economic Belt’ and ‘XXI Century Maritime Silk Road’. It covers the Asia-Pacific, Europe, Central Asia, Southeast Asia, West Asia, and Africa and involves more than a hundred countries, international organizations, and leading economic actors. The main participants in the project are China, Mongolia, Russia, Azerbaijan, Belarus, Poland, Germany, the Netherlands, Kazakhstan, Kyrgyzstan, Pakistan, Bangladesh, Iran, and India. The article reviews the role of the Chinese project in a global context. The paper focuses on the role and purpose of Georgia in the Belt and Road Initiative. This study will try to reveal the results for the benefit of Georgia, which is one of the participating countries, and the role of China through research to be made from documents and academic studies on the subject. Georgia tries to conduct its relations with China, as a partner in the project, with a policy of balance without disturbing its relations with the West.

258. China’s Digital Silk Road: integration into national IT infrastructure and wider implications for Western defence industries

Abstract:
The geopolitical dispute between the United States and China is taking place on the fault line of global telecommunications infrastructure and digital technologies. As this competition grows, so too does the likelihood of a potential bifurcation in the global information and security technological ecosystems, split between US-allied liberal democracies on the one side and countries dependent on Chinese-based information and communications technology (ICT) on the other. The impact of this competition reaches beyond telecommunications companies and those involved in their supply chains. Indeed, second and third order of magnitude implications exist for the security and defence sectors. While this competition unfolds, the Chinese Government’s Digital Silk Road (DSR) continues apace and leverages the strengths of Chinese public- and private-sector giants to further integrate Chinese technologies and standards into the digital ecosystems of the least-developed, emerging and developed economies alike. The existing literature on the security and defence implications of the integration of Chinese ICT into national digital ecosystems is primarily concerned with the potential threats posed to intelligence and defence cooperation. However, the implication of China’s global digital investments for US and other Western defence industries is an understudied subject that deserves greater attention. To provide greater clarity to Western defence industries on these issues, this project has sought to answer four forward-looking questions. Firstly, what risks does the possibility of a bifurcated global digital ecosystem pose for the national and industrial security of key Asian, European and Middle Eastern states and economies? Secondly, to what extent does the integration of Chinese information technology and digital infrastructure create challenges for alliance intelligence and defence cooperation? Thirdly, what level of integration should be considered significant and how might security-cooperation efforts (e.g. Western arms exports) be affected? Lastly, can security risks to companies doing business abroad be mitigated when the integration of Chinese digital technology into national digital ecosystems is already high? This report has aimed to address this gap in current analysis by outlining the potential risks posed by China’s global digital and technological investments to defence industries. It follows with an analysis of the extent of Chinese DSR activity in five case-study countries across Asia, the Middle East and Europe that are of high security and defence importance to the US: Indonesia, the Republic of Korea (ROK), Israel, the United Arab Emirates (UAE) and Poland. In doing so, the report aims to provide greater insight into government decision-making and lessons learned for Western defence industries.

259. The Belt and Road Initiative in Italy: The Ports of Genoa and Trieste

Abstract:
In March 2019, Italy signed a Memorandum of Understanding (MoU) with the People’s Republic of China (PRC) in support of PRC President Xi Jinping’s flagship infrastructure and connectivity project, the Belt and Road Initiative. The MoU was accompanied by a series of commercial agreements, including two between the ports of Genoa and Trieste and the state-owned enterprise China Communications Construction Company (CCCC). The European Union and the United States expressed concerns about the agreements as they feared that CCCC would eventually obtain a controlling share of the ports, not unlike that recently secured by the China Ocean Shipping Company (COSCO) with Greece’s Port of Piraeus. However, existing legal constraints, an open international and national debate, and the vague nature of the agreements concerned have so far kept these fears from materialising. 260. 2023: Turning Moment for European Energy Policy toward Balkans and the European Promotion of the Rule of Law

Abstract:
The year 2023 is likely to bring congruence of events that may cause a “perfect storm” of breaking down security of energy supply, fragile political stability in the Balkans and its unsustainable social contract. As the region grows fragmented from mid-1960’s till nowadays, very few economic forces remain the EU than among themselves. The terms of trade favor imports against exports. After 20 years of infrastructure development and integration efforts, with support of donors and creditors, despite small improvements; Logistic Performance Index (LPI) for the Balkan countries remains slightly over half of best performers such as Germany. Port resources in place that may cause such impact to entire region in the given moment of time. Cross border trade in goods and services is negligibly small. Countries trade more with the rest of are not allocated in line with the commercial practice. That is not good enough for the region that links Mediterranean with the landlocked Danube area. Travel time along major railway routes (Zagreb – Belgrade or Belgrade -Bar) are twice longer than during 1980’s. Belgrade Port, that is the key destination for transport with all sea ports in the region is constrained by the city planning and kept below minimum throughput to be reported in European inland port statistics. Croatia, Montenegro or Albania, are hardly in position to engage into trade as their ports operate far below competitive thresholds. The transactions are prohibitively expensive.
