Abstract:
In the aftermath of the pandemic, global demand for infrastructure is booming. National plans around the world show that infrastructure is likely to provide the backbone for a resurgence in public expenditure, and to support growth in economies badly hit by the pandemic. As all the biggest powers and blocs (the EU, the US, China, and Japan) have recently announced their plans for climate or carbon neutrality, the room and need for green and sustainable infrastucture are greatly expanding. Decarbonisation and digitalisation will be underpinning this latest investment drive in infrastructure, with sustainability and ESG principles at its core. However, infrastructure expenditure will not come without risk: after the pandemic, the world will be left with the highest levels of public and private debt since World War II, and the sustainability of key investment decisions must be carefully evaluated. How to foster quality and sustainable infrastructure investment? What role for the private sector? What future for sustainable mobility? What kind of policies will countries adopt to reach carbon neutrality?

232. The economic contribution of UK rail

Abstract:
The UK railway sector supported £42.9 billion of economic production (GVA) in 2019, associated with 710,000 jobs. Productivity and wage levels, both on the railways and in the rail supply sector, were above-average in every region. The UK railway sector supported £42.9 billion of economic production and was associated with 710,000 jobs and £14.1 billion in tax revenues in 2019, new research by Oxford Economics finds. The rail transport system—Network Rail and the train and metro system operators—accounted for £12.2 billion of that total Gross Value Added (GVA) measure of output. For every £1 of activity on the railway system itself, a further £2.50 of income was generated elsewhere in the UK economy, as a result of supply chain links and other knock-on effects. This extra GVA comprised £17.8 billion in the rail supply sector, £0.9 billion in on-station retail and its suppliers, and £12.0 billion across the wider consumer-facing economy due to wage-funded employee spending (the so-called ‘induced impact’). The study, commissioned by the Railway Industry Association (RIA), also finds that both productivity and wages are higher than the economy-wide average, in both the rail transport system and rail supply sector. This is true not just for the UK as a whole, but for every one of its 12 constituent regions and countries. Finally, the analysis looks at the potential impact of extra public spending on the UK rail infrastructure. Looking further into the future, if rail infrastructure spending were 50% higher than the ‘baseline’ expectation, an extra 104,000 rail supply sector jobs would be supported throughout the five-year period 2025-29. Even if these jobs simply displaced other work, the economy would still benefit, because of their high-productivity, high-wage nature. In the more immediate future, the economy will still be recovering from the Covid pandemic, and will therefore have a degree of spare capacity. This means that any extra jobs created by an uplift in rail infrastructure investment could be genuinely additional, rather than displacing other employment. And this work could support more new jobs in turn, through induced effects. Here, we find that every extra £100 million per annum of spending on rail infrastructure would support an additional 1,400 well-paid jobs in the rail supply sector, plus a further 700 jobs across the wider consumer-facing economy.

233. Heterogeneous impacts of school fee elimination in Tanzania: gender and colonial infrastructure

Abstract:
In this study, we investigate the impacts of the 2002 elimination of primary school fees in Mainland Tanzania. We explore how the magnitude of these effects depends on gender and the size of early investments in the educational infrastructure of Tanganyika. We use the 2002 and 2012 census waves as well as historical information on the location of schools in the late 1940s, and conduct a difference-in-differences analysis. We find that exposure to an average of 1.7 years of free primary education has reduced the proportion of people who have never attended primary education by 6.8 percentage points. The benefits of fee removal have been significantly larger for females compared to males, and females from districts where the size of investments in education was relatively larger during colonial rule have been the greatest beneficiaries.

Abstract:
As Xi Jinping prepares to secure an unprecedented third term as party leader, observers will find that the PRC has become increasingly assertive in its regulation of the internet and its infrastructure. The techniques honed in the treatment of China’s domestic cybersphere are increasing in presence in international cyberspace, as domestic propaganda effectively suppresses dissenting voices and nurtures cyber nationalism. The CPC’s promotion of “cyber sovereignty” and “self-reliance” in technological innovation and manufacturing further demonstrate a concerted effort to carve out a “Chinese cyberspace” different from the current free and open model. Understanding both domestic and international aspects of China’s internet is the key to addressing a more proactive and confident “Cyber China.”

235. Not for patching? Public opinion and the commitment to ‘build back better’

Abstract:
Announcing the launch of a ‘Build Back Better Council’ in January 2021, bringing together various business leaders, the Prime Minister Boris Johnson said that ‘as we recover from this crisis it won’t be enough to just go back to normal – our promise will be to build back better and level up opportunity for people and businesses across the UK’. 1 The following month, the Leader of the Opposition, Keir Starmer, said he believed ‘there’s a mood in the air which we don’t detect often in Britain. It was there in 1945, after the sacrifice of war, and it’s there again now. It’s the determination that our collective sacrifice must lead to a better future’. 2 The historian and peer – and the Mile End Institute’s patron – Lord Hennessy similarly argued recently that the Covid-19 experience ‘has sharpened our sense of the duty of care we have one for another, that a state has for all of its people, to a degree we have not felt collectively since World War Two and its aftermath’. 3 These appraisals of the impact of the crisis, and political commitments to change, are giving rise to debate. Are we to experience a moment similar to that of postwar transformation? If so, what is the prospect for the Britain that emerges from the Covid-19 pandemic to be significantly different, in policy terms, from what preceded it? The latter question in particular animates this project – Not for Patching?, of which this report marks our earliest findings, based on an opinion survey. Ipsos MORI surveyed 1,120 adults across Great Britain, posing questions across a range of policy areas. Fieldwork was carried out online from 19 March 2021 to 22 March 2021, and data weighted to match the profile of the population. All polls are subject to a wide range of potential sources of error, but they still give us an insight into the public’s priorities. Further analysis of this data, and further surveys, will continue to add to this project. The purpose of this report is to examine the views of the British public on what rebuilding after the pandemic might mean. What we offer here are some preliminary indications of what policy areas the public want to prioritise, and how the machinery of government has managed and performed during this crisis. We are interested in both priorities and performance here, not least because we consider them linked.

236. Fiscal Policy Letter No5: Improving Financial Inclusion To Broaden The Tax Base In Cameroon

Abstract:
For several months, Cameroon has been facing the ravages of the pandemic caused by the coronavirus. To stop the spread of the virus, the Cameroonian authorities in April 2020 announced a series of fiscal easing measures to help companies and households in difficulty. Estimated at more than 114 billion CFA francs according to the Director-General of Taxation, the decisions taken have profoundly impacted public finances. Indeed, well before the pandemic, the country was already facing a high risk of external debt overhang (IMF, 2018) and immense security challenges in the North and the Anglophone regions. Despite this constraining socioeconomic and political context, the state must find the necessary and sufficient resources to ensure its proper functioning and territorial integrity. This fiscal policy letter proposes through analyzes a way for the government of Cameroon to increase its tax revenues in the coming years without penalizing growth: improving financial inclusion. The goal is to eliminate all constraints that exclude the most disadvantaged from full participation in the financial sector. The letter is structured around six key points. First, we provide an overview of Cameroon’s financial inclusion situation. Second, we analyze the factors that explain economic agents’ access to financial services, the transmission mechanisms between the financial and formal sectors, and the barriers to financial inclusion in Cameroon. Our results show that a deepening of the financial system would likely positively affect tax mobilization in Cameroon. Estimates show that a 10% increase in financial assets would lead to a 1.87% increase in tax revenue, equivalent to CFAF 49.70 billion – based on the level of tax revenue projected in the 2021 budget law. Similarly, a 10% increase in the number of secure servers – better access to the internet – would lead to a 1.1% increase in tax revenue, equivalent to CFAF 30.62 billion. This improvement in access to financial services for all economic agents – households, businesses – requires the public authorities to make the current regulations more flexible and increase the banking network’s density. This includes the development of payment systems, the construction of quality infrastructures, the definition of mechanisms to limit massive illicit capital flight, and the multiplication of consumer/investor protection guarantees.

The realisation of an investment depends, in certain cases, on the use of credit. The granting of credit requires a prior credit operation. According to section 3 of Law No. 2019/021 of 24 December 2019 to lay down certain rules relating to credit activity in the banking and microfinance sectors in Cameroon, a credit operation means “the act by which a reporting institution, acting for consideration, advances or promises to advance funds to a natural or legal person, or makes a commitment by signature in the interest of the latter”. In reality, the credit applicant is faced with challenges that stem partly from his or her ignorance of the legal framework for granting credit in Cameroon. It is therefore necessary for each credit applicant to master the legal environment that governs the granting of credit. This is the first articulation of this analysis (I). The second section examines the conditions and constraints of credit granting (II). The third section sets out recommendations for improving the framework for granting credit in Cameroon (III).

Belt and Road Initiative is China’s global infrastructure program. This long-term investment strategy is aimed at improving regional cooperation, increased trade and economic integration by linking Asia with Europe and Africa through maritime and land networks. South Asia is vital for Belt and Road Initiative of China. China views South Asia as a priority zone because its geostrategic location will contribute a lot in the preferment of the BRI. This research intends to highlight the geo-strategic and geo-economic implications of BRI on security and economy of South Asian states. This study is carried out using qualitative research methodology. Data was collected through primary and secondary sources including books, journals, research papers, articles and videos of seminars and conferences on the concerned topic and interviews of experts of BRI and CPEC were also conducted. According to the research, BRI is the manifestation of Mackinder’s heartland theory. BRI fortifies intra-state transport connectivity, improves international connectivity, will help to ease power shortages and facilitate economic modernization and industrialization in South Asia. The findings of this research show that China is expanding its diplomatic influence through its economic presence in South Asia causing serious challenges to India’s power in the region and USA’s status of global hegemon. Along with the opportunities of BRI, there are a number of risks of political instability, poor law and order situation, corruption, terrorism and extremism in South Asia, hindering the smooth functioning of BRI projects. Also there is a fear of Chinese debt trap and loss of sovereignty in South Asian states making them reluctant to fully permit the execution of Chinese led projects on their land.

Abstract:
China by launching the multi-trillion dollar Belt and Road Initiative (BRI) has possibly initiated the transformation of the prevailing global political system. The success of the BRI heavily depends upon the neighboring regions of China, as they will provide China with routes to integrate the international markets. In this regard, the China-Pakistan Economic Corridor (CPEC) is the key route; thus, also repeatedly termed as the flagship project of the BRI. The importance of CPEC is crucial for China as Beijing not only needs markets but imports of hydrocarbons from Persian Gulf and Africa. This paper aims to analyze the importance of the CPEC and Gwadar Port vis-à-vis securing China‟s national interests; securing multiple trade routes and attaining the much desired status of Great Power. Furthermore, the paper will shed light on the possible challenges China may face in this regard. The central question of this research is how the CPEC would help China integrate with the Persian Gulf and East-Africa? The nature of this research is critical and analytical; based on primary and secondary sources. The research is supported by theories of Neofunctionalism and Complex Interdependence.

Abstract:
The Belt and Road Initiative (BRI), Chinese President Xi Jinping’s signature foreign policy undertaking and the world’s largest infrastructure program, poses a significant challenge to U.S. economic, political, climate change, security, and global health interests. Since BRI’s launch in 2013, Chinese banks and companies have financed and built everything from power plants, railways, highways, and ports to telecommunications infrastructure, fiber-optic cables, and smart cities around the world. If implemented sustainably and responsibly, BRI has the potential to meet long-standing developing country needs and spur global economic growth. To date, however, the risks for both the United States and recipient countries raised by BRI’s implementation considerably outweigh its benefits. BRI was initially designed to connect China’s modern coastal cities to its underdeveloped interior and to its Southeast, Central, and South Asian neighbors, cementing China’s position at the center of a more connected world. The initiative has since outgrown its original regional corridors, expanding to all corners of the globe. Its scope now includes a Digital Silk Road intended to improve recipients’ telecommunications networks, artificial intelligence capabilities, cloud computing, e-commerce and mobile payment systems, surveillance technology, and other high-tech areas, along with a Health Silk Road designed to operationalize China’s vision of global health governance.1 Hundreds of projects around the world now fall under the BRI umbrella.
