Abstract:
Decisions about how the oil, gas and mining sectors are governed determine the wellbeing of the billion people living in poverty in resource-rich countries. Where policies and practices ensure informed, inclusive and accountable decision making, natural resources can enable fair, prosperous and sustainable societies, rather than undermine them. The climate crisis, the coronavirus pandemic and dramatic changes in global energy markets have increased the stakes of good governance. Complex decisions about how to enable the political and economic adaptations necessary for a managed phaseout of fossil fuels and responsible increase in production of transition minerals sit at the heart of this dual crisis. Governance of the oil, gas and mining sectors will play a central role in the transition away from fossil fuels and the return to progress against poverty. The Natural Resource Governance Institute (NRGI) produces the Resource Governance Index (RGI) as a diagnostic tool to measure the governance of oil, gas, and mining sectors in select countries and to highlight opportunities for policy and practice reforms at the global, regional and country levels. The 2021 RGI assesses the governance of extractive sectors in 18 countries, including both established mineral and hydrocarbon producers, as well as new and prospective entrants to natural resource production.

92. Inclusion is Not Enough to Achieve Gender and Racial Equality in Global Peace and Security

Abstract:
In January 2021, the Danish Ministry of Defence launched a new plan setting out how Denmark should implement United Nations Security Council Resolution (UNSCR) 1325 of 2000, which is the cornerstone of the Women, Peace, and Security agenda (WPS). The plan contains concrete steps for incorporating gender and diversity perspectives into the Danish defence forces, ranging from recruitment to solving peace and conflict-related tasks globally. Indeed, the timing is right. As Denmark prepares its candidature for a non-permanent seat on the United Nations Security Council (UNSC) from 2025, gender equality has been identified as one of the key priorities in the country’s contribution to global peace. Against this backdrop, how can the Danish contribution to this field avoid previous pitfalls and help to open up a broader space for equality in global peace and security? Twenty years ago, women’s movements across the world put women and human security on the global peace agenda. With UNSCR 1325, member states committed themselves to mainstreaming a gender perspective into matters of conflict and peacebuilding. While the WPS agenda is sometimes presented as an achievement of the Global North, many countries from the Global South have made contributions to gender equality, and there is now a growing global ownership of this normative agenda. The WPS’s focus on women’s experience in conflict was an important step in moving away from their invisibility in conflict. The attention of journalists and international courts to war practices that harm women specifically, including rape and sexual abuse, have had enormous significance for public awareness and the sense of justice. However, the past twenty years have also exposed major gaps in the WPS agenda. Focusing on women alone is not sufficient for understanding how practices and values in organisations and cultural contexts reinforce both gendered and racialised power hierarchies in the civilian and military worlds. Experiences from international peacekeeping since 2000 foreground the need for an epistemological and practical shift. To understand the challenges to equality in the global peace agenda, an intersectional lens is needed to examine how multiple systems of power, including gender, race, North-South axes of power, age, class and religion, co-exist and interact with each other.

93. The Role of the Private Sector in Catalyzing Inclusive Economic Opportunities in the Northern Triangle

As in every democratic country in the world, the private sector in Central America’s Northern Triangle (Guatemala, Honduras, and El Salvador) has a central role in generating employment, driving economic growth, and spurring innovation. But in a region plagued by one of the highest levels of economic informality, weak government institutions, and pervasive corruption, private enterprises—both decades-old industry behemoths and newer startups—can have a more positive influence in steering the Northern Triangle toward inclusive and sustainable economic development. This is not to say that business leaders in Guatemala, Honduras, and El Salvador have been absent in unlocking growth and innovation in the countries, especially since the end of the civil wars in the late 1990s. But in this unique moment of global crisis and renewed attention from the United States, the Northern Triangle’s private sector should seize the opportunity to further position itself as a committed, trusted partner and galvanizing force for positive change. Seeking to address the root causes of unauthorized migration to the United States—including lack of quality economic opportunities, weak rule of law, and violence—the Biden administration’s four-year, $4-billion plan for the Northern Triangle seeks to implement a whole-of-society approach to improve the living conditions of Guatemalans, Hondurans, and Salvadorans. The plan comes at a time when Central America, already reeling from structural institutional challenges to its ability to govern and improve its economies, grapples with the effects of the COVID-19 pandemic and two back-to-back hurricanes. As conditions deteriorate on the ground and create additional push factors for would-be migrants, the US government should devote special energy and attention to laying the groundwork for strategic partnerships with private sector actors who are positioned—despite contending with pandemic-induced burdens of their own—to catalyze economic opportunities for their fellow citizens. The business community can be a pivotal player in long-term change that seeks to improve the rule of law, tackle corruption, and open new opportunities for inclusive economic growth. This issue brief takes a deep dive to unpack why a lack of sustained and inclusive economic opportunities—among the three main drivers of unauthorized migration—have eluded the Northern Triangle and how the private sector can help reduce informality, invest in employment-generating sectors, resolve the human capital paradox, and catalyze greater infrastructure investment and digital connectivity.1 While there is an emphasis on high levels of informality causing economic insecurity, it is also true that economic insecurity and lack of investment in economic development also drives informality. This is the first of three issue briefs as part of the Adrienne Arsht Latin America Center’s latest Central America initiative, in partnership with the DT Institute, to inform and mobilize key stakeholders at the national, regional, and international levels behind new policy solutions to tackle the Northern Triangle’s most pressing issues. This issue brief is the outcome of a meeting with the Center’s Northern Triangle Advisory Group, which met in February 2021, and will meet regularly during the first six months of 2021 to help inform the three issue briefs.

94. Generational Dynamics of Economic Crisis and Recovery: Prospects for Younger and Older Persons

Abstract:
Economic shocks affect young and older age groups disproportionately and highlight the insecurity of the youth labor market and volatility of older people’s savings. The COVID-19 pandemic exacerbated youth labor market challenges and caused young people to either lose jobs or work fewer hours. It also undermined the financial security of older people who tend to own small businesses given that half of the small businesses either closed down or lost significant revenue during lockdowns. Furthermore, COVID-19 exacerbated the digital divide between generations. While younger people are more likely to be technologically savvy, older generations often lack digital literacy to adapt to online work or virtual communications platforms. Dr. Goldin argues that to alleviate the disproportionate suffering experienced by young and elderly age groups during the pandemic, policymakers should increase targeting of social-protection measures, facilitate private-sector investment in education and training, invest in improving digital services and infrastructure, ensure access to financial services, and collect age-disaggregated data on economic and COVID-related indicators.

95. Interrogating the Inclusiveness of the Cameroon Tax Policy

Abstract:
Management of the State requires resources and one of the major sources of income to the State is tax. Taxation is one of the most effective internal measures that the government use to raise resources needed to meet their social, economic and political objectives. Taxation is a sovereign right of the state where resources are transferred from private accounts to public use in order to achieve the economic and political objectives of society (Moore, 2014). The economy of Cameroon like any other economy in the world has basically two types of taxation systems which include; direct and indirect taxation through which the government can raise its revenue. In the process of fostering the objectives of revenue collection by the State, care needs to be taken not to discriminate between women and foreign groups (Amin, 1998). The Cameroon Government’s Vision 2035, a road map to become an emerging economy by 2035, stresses the importance of large-scale infrastructure development and the need to attract more foreign direct investment (FDI). In this light and in April 2013, the Cameroon Government enacted an Investment Promotion Incentives Law whose aim is to motivate foreigners to bring-in capital and to allocate it within major sectors in need of capital in order to boost the economy. Cameroon’s development strategy is to attract funding from foreign countries and invest them in large infrastructure. Statistics, and figures from the World Bank show that the flow of FDI to Cameroon is relatively low but steadily increasing. This pattern can be explained by both the favorable tax system and the welcoming nature of Cameroonians (Cameroon US Embassy, 2019). The objective of this work is to interrogate whether the Cameroon tax system discriminates between women and foreigners. Tax discrimination is a situation where by some individuals pay tax differently from others.

Recommendations to the Zimbabwean government Commit to a new, inclusive pathway for a mediated, citizen-centred national dialogue to align with and enact the principles set out in the Zimbabwe Constitution of 2013, to resolve the current constitutional crisis and legitimacy question. Comprehensive legal, political, and economic reform is critical. Commit to the drafting and passing of a comprehensive electoral law consistent with the 2013 Constitution that guarantees the independence of the Zimbabwe Electoral Commission (ZEC), allows for the appointment of an independent ZEC chair from outside of Zimbabwe, and prevents government from interfering with the work of the commission. Ensure a comprehensive delimitation exercise, extend the voter registration process, and ensure there is a transparent and comprehensive verification process to develop a credible voters’ roll. This would include allowing independent interested stakeholders from civil society, the media, and opposition parties access to inspect the voters’ roll prior to elections. Promote a free and fair election campaign environment for all players, and actively guard against voter intimidation by establishing a special body to investigate complaints of political violence and allow external independent observers early access to all voting stations prior to election day. Restore independence and citizen trust in the county’s public institutions through, for example, the institution of an independent and impartial judicial committee tasked with restoring judicial independence and making recommendations for complete judicial reform, to eradicate judicial corruption, ensure the independence of judges and improve the functioning of the courts. End partisanship in the police force, starting with undertaking investigations into allegations of human rights violations against the Zimbabwe Republic Police (ZRP) and other security sector agencies, and ensuring those responsible for such abuses are held accountable under the law.

The European Union’s flagship programme, Erasmus+ is about to celebrate its thirty-fifth anniversary. It is both a formidable instrument for mobility, helping young people to discover other practices and other cultures and to speak a foreign language, as well as a formidable lever for broadening professional horizons and opening up to European citizenship. In recognition of its success, the Council and the Parliament have just increased its budget by 80% for the coming years. This financial effort will ensure that its benefits are finally spread to all young people, beyond the ranks of higher education. The "generations of Erasmus students" still include few apprentices who have experienced genuine immersion, long enough to produce all its beneficial effects. Mobility is a factor of inclusion offered to all young people, in particular to those who have struggled to find their place in general education. Vocational training is a healthy alternative because it gives confidence and self-esteem. Through apprenticeship, all young people, regardless of their educational background and abilities, are able to reveal their personal talent, which is often ignored and sometimes thwarted by the academic framework. The combination of learning and mobility, which is still unusual, is certainly a path to excellence. Its deployment is overdue, in the interests of young people, employers and the economy of the EU Member States.

Abstract:
One of the biggest challenges that countries face today is the very unequal distributions of opportunities, resources, income and wealth across people. Inclusive prosperity – whereby many people from different backgrounds can benefit from economic growth, new technologies, and the fruits of globalization – remains elusive. To address these issues, societies face choices among many different policies and institutional arrangements to try to ensure a proper supply of productive jobs and activities, as well as access to education, financial means, and other endowments that prepare individuals for their participation in the economy. In this paper we offer a simple, organizing framework to think about policies for inclusive prosperity. We provide a comprehensive taxonomy of policies, distinguishing among the types of inequality they address and the stages of the economy where the intervention takes place. The taxonomy clarifies the differences among contending approaches to equity and inclusion and can help analysts assess the impacts and implications of different policies and identify potential gaps.

During the first practicum in the Fall of 2019, five students from the Master’s in Global Affairs program at CGA worked in teams to address research questions that emerged from GNWP’s work and research on current and past peace processes, and women’s roles in peacebuilding and sustaining peace. Using quantitative and qualitative analysis, the students examined the effect of women’s participation in peace negotiations and gender-sensitive provisions in peace agreements on women’s political representation and economic empowerment post-conflict.

In its primary findings, Kenya's Truth, Justice and Reconciliation Commission noted that women and girls have been subject to systematic, state-sanctioned discrimination in all spheres of their lives, and that the state has failed to take measures to end the practices that restrict women’s political involvement. This paper highlights the need to overcome the political challenges Kenyan women face: their exclusion from political life, the continued violence against them during electoral contests, and their inability to rise to leadership positions in the country.
