Abstract:
This article aims at analyzing the various ideological interventions, prompted by the pandemic in Turkey, in the fields of power, politics, and religion. In a country and a context where politics and religion are closely connected, and a particular Turkish experience with few parallels in the Muslim world, our investigation will be two-fold: how to calculate the ongoing impact of Covid-19 on the Turkish political field, and secondly, how has the religious world reacted in backing up politics in its response to this crisis. We are seeking to understand the effects of the crisis on the established power, and on the orientations of national and international policy in the context of a health crisis. Lastly, we need to examine the role of religion in the management of the crisis

Abstract:
Buen Vivir has recently emerged in Latin America as an alternative societal model to the historical liberal (or neoliberal) and Marxist ones. The article focuses on its Ecuadorian variant and, more specifically, the institutionalized version embodied in the 2008 Constitution and the policies of the Citizens’ Revolution governments. This version is the particular result of the convergence of three different currents and has become the hegemonic ideology in the country. The article describes its main thematic axes and appraises its originality, as well as the theoretical and practical contributions.

Abstract:
I attended grad school at Yale in the late 1960s, when the New Economic History was on the ascendancy. Although the NEH was mainly in economics, the broader field of economic history clearly included members of both parent disciplines. At Yale, history grad students like Jan de Vries and Fred Carstensen could do an economic history track by taking a few core econ courses. There was also fair amount of common cause with a movement called the New Social History, interested in pursuing quantification to write “history from the bottom up.” Membership and presidents of the Economic History Association were about equally divided between the two disciplines. When I started at Michigan in 1972, there were two card-carrying economic historians in the history department (Sylvia Thrupp and Jacob Price), and similar lineups were not unusual elsewhere. The era of coexistence came to an abrupt end with the publication of Time on the Cross by Fogel and Engerman in 1974. The book was controversial not just because of its claims about slavery in the United States — that slavery was efficient, productive, and not all bad for the slaves — but because these claims were presented as a summation of research by cliometric economic historians over the previous decade or more. Even though some of the most robust critiques came from within economic history — consolidated in Reckoning with Slavery, published in 1976 — many historians felt that any discipline that could generate such an offensive brand of history did not deserve respectful intellectual status. In truth, History was probably going its own way towards the “cultural turn” anyway. To the extent that economic history had something to do with this move, it would have been a reaction to the observation that much of the new work seemed drawn moth-like to the discovery of markets and market processes in history, concluding that “markets worked.” Bill Parker remarked on this tendency in his presidential address to the EHA: “From Old to New to Old in Economic History” (JEH 1971), describing the NEH as “a gigantic test of the hypothesis of economic rationality of a system and of the behavior of individuals within it.” Robert Lucas wrote: “The central lesson of research in economic history is that neoclassical economics applies anytime, anywhere.” This now seems like something of a caricature, but for the NEH roughly through the 1970s, Lucas was largely correct. A case in point that mattered to many historians was the agricultural regime of the postbellum South. Works published in the 1970s by Joseph Reid, Stephen DeCanio and Robert Higgs all concluded that sharecropping was not an exploitive economic form, and that any racial oppression that did occur was rooted in politics rather than markets. Small wonder that historians found little to attract them to this style of research.

While delivering a lecture for the BBC, Edward Said maintained, “Speaking truth to power is no Panglossian idealism: it is carefully weighing the alterna- tives, picking the right one, and then intelligently representing it where it can do the most good and cause the right change.”1 This was 1993. A world not yet remade in the image of the war on terror and the new order it ushered in eight years later. Not even Said, the secular hu- manist whose Orientalism crystallized how the West mispresented Islam, could anticipate the coming urgency of his work and the weight of the words he spoke in London.2 Speaking at the doorstep of the imperial power that divided much of the world and entrenched the epistemological binary that oriented Islam as a civilizational other, Said’s spoken truth confronted power beyond domestic boundaries. He was a grassroots internationalist who challenged the violence wrought by transnational hegemonies, new and old. He saw beyond boundar- ies, political and existential, to link struggles and galvanize oppressed groups against hegemonic forces.

Abstract:
The ongoing polarization of European society in the political-ideological context is apparent. This polarization causes considerable tension in society. Sophisticated soft power based on political values and policies that Russia has been using against the West especially since 2012 is a power struggle for people’s minds and souls. Russia does not only try to undercut faith in Europe and its institutions among its citizens, but it also aims to offer a “better” alternative. There is an increasing effort to create an alternative value universe against the “nihilist” and “decadent” West – not only in Russia but also in the whole World. There is quite a visible ambition from the Russian side to become the “illiberal” world leader. This contribution has been drawn up in the context of this urgent issue. The article examines whether Russian soft power fulfils the criteria of attractiveness or just coercion, and what Russia is pursuing by promoting this form of power.

Abstract:
Following the failed Marxist experiment of Chilean President Salvador Allende, a free‐​market revolution led by the so‐​called Chicago Boys in the 1970s and 1980s created the conditions necessary for the country to experience an “economic miracle” that captured worldwide attention.1 As Nobel laureate economist Gary Becker (1997) put it, Chile became “an economic role model for the whole underdeveloped world.” This performance, said Becker, “became still more impressive when the government was transformed into a democracy.” Along the same lines, Nobel laureate economist Paul Krugman argued that the reforms introduced by the Chicago Boys “proved highly successful and were preserved intact when Chile finally returned to democracy in 1989” (Krugman 2008: 31). Indeed, from 1990 to 2010 a left‐​wing coalition called “Concertación” came to power. Despite having been comprised of opponents to the military dictatorship and by many former members of Salvador Allende’s government, Concertación kept in place the foundations of the free‐​market system. A pragmatic view prevailed, leading to the recognition and adoption of the economic legacy of the Pinochet years.

Abstract:
Populism is one of the outstanding political phenomena in contemporary world politics for the last decade. This is not only about the election triumph of populist parties in several countries, but also it is about the impact of populism as a political strategy to other movements in different contexts. This paper focuses on the link between populism and gender. For this purpose, this paper aims to put one of the salient debates in the 2010s with the relational perspective to understand the new trends on rising right-wing populism and anti-gender movement at the same time. By so doing, this paper analyzes the common triggers of right-wing populism and anti-gender movements to see what makes them coherent. It is then concluded by asking why this relation is a matter while underlining the vulnerable position of women in populist politics.

Abstract:
Beijing’s handling of the pandemic has changed long-standing European assumptions about its reliability as a crisis actor and its approach to the European project. Europe’s immediate medical-supply needs and dire economic situation will limit the scope of shifts in its China policy – for now. But, on issues ranging from supply chains to ideological competition, European governments have rebalanced their view of what dynamics with China should look like in the aftermath. The crisis is also intensifying demands from European parliaments, media outlets, and citizens for Europe to puts its China policy on a more open, accountable, and values-based footing. Governments’ pursuit of a “business as usual” approach to Beijing is growing harder to sustain.

80. Iran’s Revolutionary Influence in South Asia

Soon after Iran’s Islamic revolution in 1979, its leader, Ayatollah Ruhollah Khomeini declared that Iran would challenge “the world’s arrogant powers” across the globe. 1 “We shall export our revolution to the whole world,” he announced, adding that “Until the cry ‘There is no God but God’ resounds over the whole world, there will be struggle.’” 2 The idea of exporting Iran’s ideology was also incorporated in the Islamic Republic’s constitution. Article 154 of the current Iranian constitution affirms that Iran “supports the just struggles of the mustad’afun [oppressed] against the mustakbirun [tyrants] in every corner of the globe.” As is often the case with revolutionary regimes, the early fervor of the Iranian revolution seems to have subsided and the broader goal of replicating the Islamic revolution has been modified to expanding Tehran’s influence and ensuring external support for the survival of its clerical regime. But Iran still pursues a robust policy of cultivating and deploying proxies in other, mainly Muslim countries. The role of Iran’s proxies and allies in the Middle East is well known, partly because it is more overt. Hezbollah’s targeting of Israel and its efforts to dominate Lebanon, Iran’s role in propping up the Bashar Assad regime in Syria, or its political and militant meddling in Iraq and Yemen often make headlines. But the Ayatollahs have also expanded their influence across South, Central, and East Asia without attracting the same level of attention as their activities in the Middle East.
