381. Neither Surveillance Nor Algorithm-driven Consumerism: Toward an Alternative European Model for Smart Cities

Abstract:
Smart city projects take many forms, ranging from the installation of connected street lights to total initiatives such as The Line – the gargantuan and futuristic project carried out by Saudi Arabia. In one form or another, these initiatives are multiplying, guided by the objectives of efficiency and the improvement of public policies. What they have in common is that they mobilize various digital tools and use data to develop and manage public services. As they are exported, these projects also become levers for international influence. Where does Europe stand on this spectrum? While many smart territory projects have already been implemented on the continent, Europe is still looking for its own model. Two models are unanimously rejected: the one promoted by China, and the one implemented by certain North American cities. The first subordinates the smart city to security and social control imperatives and contributes to the constant surveillance of the population. In contrast to this model, which is primarily concerned with control and surveillance on behalf of the State, the Californian-inspired North American model is criticized for its massive use of personal data, which is collected and used by private actors. Users are alarmed by the potential use of this data for commercial purposes and denounce the replacement of democratic decision-making by automated tools. From there, developing a European model requires taking these pitfalls into account and respecting both the issues related to privacy protection and the maintenance of open and democratic procedures. Europe can rely on an ambitious regulatory framework, capable of encouraging the development of smart cities in its territory. This framework can also be a real asset for exporting its model to other continents. European initiatives in the field of smart cities are also part of efforts to promote digital sovereignty. In this respect, matters of standardization, interoperability and infrastructure are at the heart of the debate and must be fully integrated into the projects implemented. They are also subject to intense international competition.

382. Building Bridges over the Blue Pacific: Beyond Marine Protected Areas – A Europe-Oceania Cooperation

The “new scramble for the Pacific” is characterized by a race for the control of maritime space and resources, oscillating between ocean grabbing and ocean commoning. Beyond Marine Protected Areas – A Europe-Oceania Cooperation Download 0.96 Mo This tendency can be seen in the endemic nature of Illegal Unreported and Unregulated (IUU) fishing (estimated in 2016 as 10% of the overall catch in the Pacific Islands Countries – PICs), but also in the multiplication of large Marine Protected Areas (MPAs): delimited areas in which certain human activities such as fishing are restricted to conserve resources (the Pacific hosts the majority of the world’s MPAs). The European Union (EU), as the biggest importer of fish (which imports half of its tuna from the Pacific) and a leader in biodiversity protection, has a key stake in ensuring a sustainable management of these resources. Moreover, Europe has territories in the Pacific (French New Caledonia, French Polynesia and Wallis & Futuna) with large Exclusive Economic Zones (EEZ) that are difficult to monitor and protect in the face of diverse challenges: foreign intrusions, IUU fishing, narcotrafficking and interstate tensions. Hence, ocean governance is one of the seven priority areas of the EU’s Indo-Pacific Strategy. MPAs have been the favorite scheme to manage the maritime space and protect biodiversity & marine resources. Large or small, they can offer minimal or total protection by limiting certain human practices. A loosely defined framework, MPAs allow for a greater control over a designated territory. As such, it is a truly geopolitical object, and is not immune to controversy. This said, MPAs are a key tool for biodiversity conservation, and a vital scheme to achieve the United Nations Convention on Biological Diversity’s call to protect at least 30% of the planet – land and sea – by 2030 (the 30x30 initiative). To be useful and successful, MPAs or other protection schemes need to be considered efficient and fair – hence legitimate. This requires adequate access to scientific data to ensure the process is knowledge-driven and to gauge the effectiveness of the protection measures. Local communities, their economic needs and their traditional knowledge of the ocean, should be taken into account at each stage. Moreover, surveillance should be ensured to deter illegal activities and enforce protection measures. This briefing argues that building two-way bridges between experts, decision-makers and populations in Europe and the Pacific Islands will be extremely beneficial to ensure the effectiveness and fairness of ocean governance schemes. The Pacific needs scientific data that Europe can offer. Europe can greatly benefit from understanding the Pacific Islanders’ needs and learn from local customary practices to protect resources in a more relevant and democratic manner. This participatory, multi-scaled approach would provide new paths towards more efficient resource protection schemes in Europe, too, taking into consideration tools that may not have conservation as an objective, but are effectively sustaining biodiversity. This briefing is based on discussions that took place during the webinar “Are Marine Protected Areas a relevant tool for the Pacific?” organized by Ifri’s Pacific Islands Program on June 21, 2022. Contributions from panelists will therefore be highlighted.

383. Governance for Resilience: How Can States Prepare for the Next Crisis?

The pandemic has presented policymakers with daunting, interlinked, and often unprecedented challenges. From health emergencies that also upend economies to trade disruptions that also pose new multilateral diplomatic dilemmas, the pandemic has generated challenges that seem exceptional in both scale and degree of interconnection. Although the coronavirus pandemic has generated a dizzying series of harsh social, political, and economic firsts, such dilemmas will not be the last. Trend lines around a series of domestic and multinational governance issues, including climate change, migration, rising geopolitical tensions, and citizen alienation from governing institutions, suggest that complex, interlinked crises will be features of the future. While national and multilateral policymakers should work to alleviate the drivers of such crises, they must also strive to prepare their countries to adapt and recover from complex shocks. In short, they must try to build resilience. The need for resilience will be especially acute in developing and fragile states. These countries will need to respond to compounding shocks across multiple domains, without the head start that their developed-world counterparts enjoy. Equally, donors and policymakers from the Global North must also elevate resilience and adaptation as key components of their approaches to supporting fragile states. This call to bolster countries’ resilience is hardly new. Even before the pandemic, the policy arena featured increasing calls for resilience; now, the chorus has become almost deafening. Recent seminal policy and analytic documents—including the U.S. National Intelligence Council’s flagship report,1 the UK’s Integrated Review,2 and the U.S. Interim National Security Strategy3—have underscored that states’ resilience and capacity for adaptation will be key to their future success in the geopolitical arena. In donors’ peacebuilding and development policies, high-level emphasis on resilience has also swelled over the past few years, including in official communications from the Organization for Economic Cooperation and Development,4 the United States government,5 and the European Union.6 In some development practitioner and civil society circles, the need for resilience is so frequently invoked that it sometimes borders on cliché.7 The increasingly ubiquitous recommendation to “bolster resilience” is valuable for at least two related reasons. First, it offers a more specific strategic objective than conversations around “state fragility” writ large, which have often been too broad to generate concrete policy responses. Second, recent, failed international statebuilding projects have underscored that state fragility is not to be “fixed”—instead, it is to be managed and mitigated.8 The emphasis on resilience thus marks a helpful shift away from maximalist policy framing and toward a more attainable one. But concrete insights on how developing or fragile countries actually achieve resilience are less clear and less common. Given the broad consensus that state fragility is deeply linked to governance, for many policymakers, good governance is central. To be sure, many other factors beyond governance—including demographic, geographic, military, and economic ones—affect a state’s resilience. But a country’s governance and political institutions generally undergird all other dynamics in determining how effectively that state can bounce back from setbacks. What exactly does the concept of “good governance for resilience” entail in practice? This paper surveys the evidence. Below, it reviews the governance-related characteristics and capabilities that affect a country’s resilience. For the purposes of this paper, resilience at the national level can be understood as a country’s capacity to respond to, adapt to, and grow from stresses and shocks.9 Resilience focuses on bolstering the overall performance of a system in the face of unpredictable and often interconnected hazards, making it different from risk management, which relates to specific hazards.10 A country’s resilience depends on the internal characteristics that allow for states and their institutions to navigate a variety of disruptions.11 An overarching insight from the evidence is that governance for resilience is complex and often multidirectional. Several characteristics, such as decentralization, have an ambiguous effect on resilience: they enable a country to withstand some setbacks but leave it more vulnerable in other ways. Still other characteristics—including whether a country is a democracy or an authoritarian political system—do not appear have a clear-cut effect on resilience. In contrast, a few governance “super-factors”—such as control of corruption, societal trust, and high quality political leadership—are exceptionally powerful in enabling a country to augment its resilience through multiple pathways. Finally, this paper considers the broader implications of governance for resilience as a policy agenda. The framing of bolstering countries’ resilience is a valuable one, but it also raises several vexing trade-offs and dilemmas. In particular, it prompts the question of whose resilience, in specific, it refers to, since resilience of state institutions does not always mean resilience of all parts of the population. Looking ahead, the policy refrain of “building resilience” in fragile and developing states, appealing though it is, should be refined to encompass these thorny realities.

“Democracy,” a word seldom used in public debate at the start of the nineteenth century and negatively associated with tumult, disorder, and direct rule, in a few decades became linked to representative government and increasingly employed with positive connotations. This paper argues that these conceptual changes should be explored in their political and social contexts, since the term “democracy” was invoked to (de)legitimate certain political practices and social sectors. Therefore, in exploring this non-linear process in Spanish America, these pages focus on the interactions between the emerging language of democracy and its varied meanings and uses in urban politics. These interactions were part of the factional disputes on how to implement the principle of popular sovereignty. Starting with an overview of selected emerging political practices during the Independence period, the paper then focuses on Lima and Buenos Aires, two regions with contrasting colonial pasts, responses to Spanish crises, and post-independence paths, showing how the concept of democracy could be put to varied uses according to different contexts and political objectives.

385. A model to explain the impact of government revenue on the quality of governance and the SDGs

Abstract:
This paper empirically investigates the link between the level of government revenue per capita and six indicators of quality of governance in an unbalanced panel data set consisting of all countries in the world (217) using data from 1980 to 2020. It uses single-equation GMM techniques and a VAR and VECM approach to investigate this link. The results show a strong effect over time whereby an increase in government revenue leads to a steady improvement in governance. These findings suggest an important virtuous circle between government revenue and governance, indicating that additional government revenue can significantly impact the Sustainable Development Goals more than our previous work has suggested.

The three major international texts adopted in 2015 -Addis Ababa Action Agenda on financing for development, 2030 Agenda for Sustainable Development and Paris Climate Agreement- place national public policies and actors at the heart of international development cooperation (IDC). By bringing IDC closer to national institutions, particularly development banks, and taking it further away from traditional foreign policy, this shift has challenged longheld IDC narratives and structures, both among developed and developing countries. It has also laid the foundations for a degree of structured and universal accountability within the international development cooperation system, setting the stage for a wider shift within global governance.

The paper examines how investor-State dispute settlement mechanisms -included in international investment agreements- are able to condition national policy space, even when foreign investors question measures regarding human rights, public health, or environmental protection. It also intends to identify and explain the new trends in international investment agreements that illustrate different ways out the investor-State dispute settlement labyrinth. In order to achieve the objectives, a qualitative documentary research was conducted, based on secondary sources. The new trends in international investment agreements cartography show the emergence of a new concept of sovereignty rooted in the defense of policy space -“regulatory sovereignty”.

Abstract:
BRICS have been cast as a bloc with the potential to make significant changes in Global Health. The management of the Covid-19 pandemic has shown divisions in the bloc and the limits of its ability to formulate policies or even act upon previously agreed positions. This paper employs an examination of BRICS Health Ministerial declarations and an analysis of power in International Relations to reflect on BRICS’ Global Health diplomacy during the Covid-19 pandemic, covering the key questions of vaccine research and development, vaccine nationalism, and travel bans. It finds that multiple dimensions of power matter in Global Health leadership.

Abstract:
The arrival of Jair Bolsonaro to the Brazilian presidency brought many changes to foreign policy. Based on new ideas in a new foreign policymaking format, several patterns of international behavior were questioned and replaced by new guidelines and actions that created friction with international partners. Brazil’s behavior towards South America was one of the areas most impacted by this shift. This paper reflects upon Bolsonaro’s foreign policy for the region, influenced by these changes and marked by disinterest on policymakers’ part, highlighting how ideational factors underpinned behaviors, actors, and actions.
