201. The War as an Accelerator

Abstract:
Russia’s 2022 invasion of Ukraine laid bare the problems with Russia’s domestic governance. The war caught the federal and regional governments unprepared and exacerbated existing bottlenecks in fields such as infrastructure and state capacity. Even before 2022, Russia’s domestic policymaking had prioritized the short-term political interests of a shrinking ruling class and made long-term thinking and deep structural reforms impossible. The invasion completely eliminated long-term policy planning and subordinated policymaking to war aims. One year after the invasion, these problems are causing frictions and elevating domestic political risks for the Kremlin. The botched invasion and subsequent economic sanctions have caused irreversible losses and put significant upfront costs on the Russian state. This stretches Russia’s peculiar, highly centralized system of fiscal and political governance to its limits. In particular, the interlocking challenges of reorienting trade towards Asia without the necessary infrastructure in place, improving an inflexible multi-level public administration system, and turning Russia into a digital securocracy, show how, by starting the invasion, Russia’s rulers contributed to the destabilization of their own country. They also demonstrate how international sanctions impact Russia by increasing domestic risk factors from the Kremlin’s point of view.

202. The Involvement of Civil Society Organizations in Arctic Governance

Abstract:
The Arctic is faced with growing environmental and geopolitical challenges, which require international governance involving a range of actors. Existing research has a limited understanding of the role played by civil society organizations (CSOs) in the emerging governance of the region. This SIPRI Insights paper has reviewed the existing literature and used novel survey data to analyse the involvement of CSOs in terms of their roles and their beliefs in Arctic governance. It finds that CSOs monitor agreements and push for regional accountability, support the implementation of policies, engage in advocacy work, support information sharing and provide input during geopolitical crises. It also finds that CSOs have weak levels of belief in the legitimacy of Arctic governance institutions, or in the appropriateness and impact of their governance of the region. Based on these findings, the paper makes recommendations for the further involvement of CSOs in Arctic governance.

203. Feeling the chill: Navigating Arctic governance amid Russia’s war on Ukraine

Abstract:
Russia’s war on Ukraine has highlighted the strategic importance of the Arctic and upended structures of cooperation between the western Arctic states and Russia, including the Arctic Council. The Arctic Council includes six organisations of indigenous peoples alongside the eight Arctic states, providing a platform for inclusive governance and the recognition and representation of the Arctic’s indigenous population. The participation of indigenous peoples in Arctic governance is key to upholding Europe’s values-based foreign policy and effective governance in the region, particularly against the backdrop of Russia’s values war with the West. The war has divided the Arctic into two camps – one including the Western Arctic states and the other comprising the Russian Arctic – with both sides exploring alternative avenues for cooperation. In this uncertain context, European governments need to preserve indigenous peoples’ participation in existing and emerging forums of cooperation.

204. Governance Practices in Turkey: A Comparative Perspective

Abstract:
Turkey’s latest National Development Plan seeks to attain economic and social development equal to that of the world’s most prosperous states. By structuring expectations and incentives for economic and political actors, institutions play a key role in achieving sustainable, long-term development. This paper provides a systematic longitudinal analysis of core governance indicators which shed light on Turkey’s evolution over time from a comparative perspective. The results point to a sharp decline in the institutional efficacy of the Turkish apparatus of state vis a vis core aspects of the country’s development agenda, especially with regard to the rule of law, public administration, regulatory capacity, and predictability. Turkey’s declining scores in recent years fly in the face of its political agenda and severely undermine welfare gains made in the early 21st century.

Abstract:
The radical change in the structure of the international system caused a scientific and political revolution in the definition and concept of security. Issues such as the climate crisis, forced displacements and extreme nationalism have led the interest and especially the debate on achieving security from external to internal threats. The focus is now on the main “object of reference” of security which is not the state or some sub-state groups, but “the individual”/”the citizen”. In the modern globalized environment, all the risks that threaten the daily life of citizens require dealing with the concept of security in a “holistic” and, at the same time, more “human-centered” way. Greece lacks an institutional document for the internal security strategy. There are structural reasons that make a comprehensive reform of the internal security sector necessary. In addition to the established weaknesses and inadequacies of specific agencies and/or services of the internal security system, the overall organic interconnection between crisis management services is still required. The first lesson from the effects of the pandemic is the need for the evolution of Greece into a “Modern National Security State”. Greece, due to its geographical position on the external borders of the EU, as well as the crises it has experienced in recent years, faces a series of internal security threats and challenges. Security and respect for fundamental rights are not mutually conflicting but coherent and complementary objectives. The Strategy will help build an internal security governance system and a central coordination process.

206. Addressing Cohesion Policy’s identity crisis in a changing European Union

Abstract:
Since the late 1980s Cohesion Policy has been one of the cornerstone policies of the European Union. However, nowadays, a different, bolder Cohesion Policy debate is needed, reflecting a radically changed global environment. This Discussion Paper focuses on the upcoming review of the post-2027 Multi Annual Financial Framework and the debate concerning the future EU Cohesion Policy. It argues that Cohesion Policy’s purpose requires reinvention, not an incremental upgrade. Four overarching themes are analysed, reframing Cohesion Policy with a strategic, long-term investment perspective: EU resilience, security, strategic autonomy, and reforms. The author then proposes five recommendations which weave together these themes with the policy’s long-standing core features: Acknowledge the need to review the Cohesion Policy’s purpose. The EU should breathe new life into the Cohesion Policy debate. Revitalise Cohesion Policy’s long-term value by defending its pillars. The EU should re-confirm Cohesion Policy’s role as a structural policy. Position Cohesion Policy as the ‘guardian’ of EU place-based policymaking. Cohesion Policy should champion the “future-proofing” of regional resilience. Articulate Cohesion Policy’s role in the evolving EU governance and reform agenda. The EU should reach beyond the Recovery and Resilience Facility to reclaim Cohesion Policy’s role in structural reform. Improve Cohesion Policy’s convening power to catalyse deeper EU innovation cooperation. The future Cohesion Policy must deliver a more coordinated approach to the EU’s innovation agenda. The Paper concludes that the future Cohesion Policy should evolve in lockstep with citizens’ needs. This will not be easy. As discussions on the EU’s future have been sidelined in this crisis-prone area, the challenges ahead require strong leadership and coordination. The post-2027 EU Cohesion Policy will have much to contribute to rebuilding the EU’s future vision.

May 2023 will witness a landmark event: the coronation of King Charles III. Given the event’s significance, and the high levels of interest in the British monarchy that have been apparent since the death of Elizabeth II, UK in a Changing Europe and the Constitution Unit, UCL, have produced a report to explain the role of the modern monarchy and its place in the UK’s constitutional system. The report explains what the institution does and how it does it, and places the monarchy in its wider historical and comparative context. It provides a clear and accessible account of the monarchy and is intended as an indispensable guide ahead of the coronation. The report includes analysis from specialists on the monarchy and contributions from scholars who study UK politics and society and who examine the institution from their own specialist perspectives.

208. Understanding the ASEAN Digital Economy Framework Agreement: A Means to Support ASEAN Integration

Abstract:
The coronavirus disease (COVID-19) pandemic has accelerated the importance of digital technologies in the economy, particularly in e-commerce and digital financial services. Recognising the importance of digital technologies for economic recovery, the Association of Southeast Asian Nations (ASEAN) leaders signed the Bandar Seri Begawan Roadmap in 2021, which laid the foundation for the integration of the ASEAN digital economy in three phases – recovery, implementation, and transformation – and affirmed their interest in the establishment of a Digital Economy Framework Agreement (DEFA). The DEFA aims to deepen existing digital economy cooperation and ensure the interoperability of digital economy systems. The formulation and signing of the DEFA will require the provision of flexible timelines and technical assistance, as the ASEAN Digital Integration Index shows that ASEAN is still in the early stages of digital economy development and that ASEAN Member States are at different levels of readiness for digital economy integration.

Abstract:
Viet Nam is exploring various models to promote long-term economic growth and sustainable development, including the blue economy. Viet Nam’s policy documents have no formal definition of the marine economy or the newer concept of the blue economy. However, the policy documents have increasingly captured the essence of the blue economy, especially related to sustainable development. While lacking frequent updates and sufficient scope, the available statistics show the importance of the marine economy in the country. Viet Nam has various advantages for blue economy development, including high levels of sea traffic, a large sea area, a long coastline, and abundant marine resources. New opportunities for blue economy development can arise from consumers’ attention to sustainable development, improvement of the related legal framework, and cooperation with partners and foreign investors. However, Viet Nam needs to improve the awareness of local authorities and people, strengthen institutions for blue economy development, and upgrade the capacity to forecast and warn of natural disasters and climate change at sea, including via international cooperation.

Abstract:
Malaysia leverages the economic activities in and around its oceans, seas, and coastal areas, as its maritime space is double the country’s land area. The marine-based or blue economy contributes about 23% of Malaysia’s GDP. Realising the importance of the blue economy led Malaysian policymakers to incorporate the concept of the blue economy in the Twelfth Malaysia Plan, which was developed in consultation with relevant ministries and organisations. Although the blue economy has been identified as a key area of growth for Malaysia, its development faces numerous challenges such as the absence of a comprehensive national ocean policy and marine spatial plan, overlapping jurisdiction amongst government agencies, and shortage of labour. Thus, a systematic approach is necessary to analyse the gaps in the ‘8i-ecosystem’ to ensure the effective development and management of Malaysia's blue economy. To ensure that the initiatives for the blue economy in Malaysia are on track and delivering the intended outcomes, appropriate monitoring and evaluation approaches and mechanisms must be in place.
