Abstract:
This policy brief examines the ongoing issue of gender-based violence (GBV) in Tanzania, despite the country's ratification of comprehensive international, regional, and national legal frameworks. It explores how harmful cultural practices such as unyago, vigodoro, and chagulaga; alongside entrenched patriarchal norms and contradictions between statutory and customary laws, continue to undermine protections for women and girls. The brief argues that legal commitments alone are insufficient without effective enforcement, structural reform, public education, and stronger institutional accountability. It offers evidence-based recommendations to better align the legal system with cultural change, survivor-centred support services, and coordinated, cross-sector responses. By situating Tanzania's case within the wider Sub-Saharan African context, it illustrates how legal pluralism, and socio-cultural dynamics contribute to the persistence of GBV across the region.

Africa stands at a crossroads, with its future prosperity hinging on the policy and investment decisions it makes today. The continent has an opportunity to shape the trajectories of generations to come by investing in the success of a pivotal population: its adolescent girls. With over 145 million adolescent girls calling Africa home, the potential for transformative change is immense. Yet challenges persist: from high rates of child marriage to limited educational opportunities. Over half of African girls ages 15 to 19 are out of school or married or have children. How can African countries overcome these challenges to ensure that adolescent girls enter adulthood empowered to thrive? Pathways to Prosperity for Adolescent Girls in Africa offers a groundbreaking roadmap for change. This landmark report outlines concrete, actionable policy recommendations; provides a comprehensive review of evidence-based interventions; presents a data-driven categorization of African countries to guide investments in adolescent girls; and introduces an innovative framework for understanding and measuring adolescent girls’ empowerment. Drawing on extensive research and consultations with adolescent girls, policymakers, and practitioners, the report reveals that investing in adolescent girls can yield a tenfold return in economic impact. It outlines six key areas for targeted action: building human capital, enhancing economic success, focusing on the most vulnerable girls, adopting a holistic approach, addressing data and evidence gaps, and mobilizing diverse stakeholders.

3. Mass Atrocity Crimes Against Women and Girls in Afghanistan

Abstract:
Afghanistan has consistently ranked among the ten highest-risk countries for a new onset of mass killing1 in the United States Holocaust Memorial Museum’s annual Statistical Risk Assessment. 2 Since 2021, when the Taliban seized power in Afghanistan, many communities face a heightened risk of targeted violence. In 2021, the Museum’s Simon Skjodt Center for the Prevention of Genocide issued warnings of potential mass atrocities against women and girls3 and the risk of genocide against the Hazara community.4 The Simon-Skjodt Center for the Prevention of Genocide and the United States Institute of Peace (USIP) have collaborated on a series of convenings on the risks to civilians in Afghanistan and potential international responses to halt and prevent the Taliban’s crimes and advance accountability for the victims. In January 2024, the Simon-Skjodt Center for the Prevention of Genocide and USIP co-hosted a private roundtable discussion on mass atrocity crimes committed against women and girls by the Taliban. The conversation was held in recognition that crimes perpetrated against women and girls, while too often neglected, are often mass atrocities and require a coordinated response from the international community. The convening included researchers, policymakers, activists, legal experts, and other civil society representatives, who discussed the following questions: • What information has been collected about crimes targeting women and girls in Afghanistan, and what patterns emerge from this documentation? • How and why has gender persecution become a focus of investigative efforts? • What are the consequences of the Taliban’s persecution of women and girls? • How can the Taliban be held accountable for their crimes against women and girls? • What topics need further exploration? • What are recommendations for actions that can be undertaken in the coming year to address the Taliban’s crimes against women and girls? The discussion took place under the Chatham House rule. This report summarizes key topics from the conversation without attribution.

Abstract:
The Venezuelan crisis has unleashed multiple forms of sociopolitical violence against its population and created a context of unmet needs, insecurity, and human rights violations. Outward migration caused by this situation has been linked to health emergencies in neighboring countries. Venezuelan migrant and refugee women and girls (VMRWG) are among the most affected. We conducted a cross-sectional qualitative and Participatory Action Research (PAR) project to characterize the risk environments for VMRWG across migration phases, analyzing pre-departure, transit, border crossing, and resettlement risk factors for health and security through semi-structured interviews (n = 30) and human cartographies (n = 16). We found cross border risk and protective factors that inform cross-border health initiatives, migration policies, and human rights efforts for both the migrant and host communities. Findings and Recommendations • Migratory trajectories of VMRWG from Venezuela to Colombia represent a risk environment for women and girls, connecting cross-border contexts through armed actors’ control, culturally reinforced gender roles and limited social and economic resources. • Long-term sustainable migratory policies that are culturally sensitive and include a gender-approach to health should operationalize how gender roles are intimately connected to HIV risk and mental health disparities through reinforced structural factors. Such policies must address these structural factors. • The public health system needs to incorporate and align with programmatic efforts implemented by international platforms (United Nations Population Fund (UNFPA), AID4AIDS, and Médecins Sans Frontières (MSF) also known as Doctors Without Borders) targeting screening for infectious diseases (including HIV and mental health disparities) in border crossings and borderlands. Sustainable policies to bridge gaps between services and populations and to decrease growing HIV cases depends on these strategies. • Policies and programs of local governments (city and municipality level) addressing mental health disparities need to be expanded through peer leaders and civil society networks of care to guarantee wellbeing and quality of life after resettlement. • International efforts and collaborations should capitalize on the re-opening of the border to establish inter-sectoral collaborations with Venezuelan NGOs and civil society organizations on both sides of the border to address gender-based violence, follow-up of cases, and access to services in sending and receiving communities. • In order to broach gaps and tackle access barriers in resettlement communities in Colombia, services must be provided in peripheric territories and neighborhoods where some vulnerable migrants resettle. These services must rely on health sector-community collaborations. • Public health sector efforts should be integrated and coordinated with family and child services on a local and national level Instituto Colombiano de Bienestar Familiar (ICBF), gender working groups, shelters, and citywide supported initiatives like the House of Women) to provide and promote access to social resources (education, jobs, and housing) for migrant women. • Health promotion strategies are necessary to decrease infectious diseases and violence-related trauma among migrants across borders. These strategies can include outreach through peer leaders, civil society organization campaigns, and HIV mobile testing and counselling. These services should be delivered in a culturally sensitive manner, capitalizing on in-place cross-border networks of support. In Colombia, sustainable efforts in policy and programs have been made to provide Venezuelans with access to health care and social services with the help of inter-sectoral working groups, national laws, and border commissions. However, there is an urgent need to expand the humanitarian response and the health sector coverage to gender-based violence impacting infectious disease risk and mental health trauma in host communities. Connecting pre- and post-migration contexts in South-to-South migration is paramount. Tackling these issues can improve the protection of human rights and resettlement conditions in host communities.

Abstract:
During the War on Terrorism, the Taliban destroyed girls’ schools and discourage their education. At this time Malala Yousafzai, a teenage girl, stood up to them and fought for girls’ education rights. Though she went through a physical and psychological ordeal after the Taliban shot her in the head she persisted in her initiative. Soon she was much praised in the Western media and also landed a Nobel Prize for her efforts. However, in her hometown, she became somewhat controversial. By engaging the ethnographic method, we bring to light different perspectives on Malala’s initiative in the valley of Swat. This article also contributes to the study of the growingly complex social and political figure of Malala Yousafzai.

Abstract:
The U.S.-Mexico border has always experienced significant migration flows. Migration to the United States from Mexico increased significantly in 1900 due to political unrest in Mexico and the rise of agribusiness in the South- west, an increase that resulted in the creation of the United States Border Patrol in 1924.1 Initially, most migrants who crossed the border were single, adult males, primarily from Mexico. However, since the early 2010s, most migrants apprehended at the border have been families and unaccompanied minors, mainly from Central America, but also from other parts of the world. Many of these immigrants arrive seeking asylum at official ports of entry, as well as between ports of entry.2 Since 2010, approximately 463,773 minors have crossed the U.S.-Mexico border without their parents, with a notable increase from the Northern Triangle states of El Salvador, Honduras, and Guatemala, three of the most violent countries in the world.3 The number of women and girls crossing the U.S.-Mexico border has also increased. In 2011, 42,590 women and girls were apprehended by the U.S. Border Patrol. That number rose to 119,415 in 2014, under the Obama administration, and surged further to 298,489 in 2019, under the Trump administration.4 The last several decades have seen a feminization of migration, with women making the conscious decision to migrate for better opportunities. Latin American states have been leading in having the highest proportion of women among international migrants.5

While regional instability and upheaval in the Middle East and North Africa may have foreshadowed the complexity and longevity of the crisis that would unfold in Syria in 2011, few anticipated it would exceed ten years, amounting to 6.8 million refugees across the world and 14.6 million people in need of hu- manitarian assistance within the country.1 The crisis has been defined by mass displacements, with large swaths of the population uprooted from their homes and forced to reside in camps and precarious housing; sieges in Aleppo City and Eastern Ghouta; chemical weapons attacks in Khan Shaykhoun and Douma; infectious disease outbreaks, including polio and cholera; food insecurity, notably among children and infants; a rise in persons with disabilities; persecution of aid workers; and both systematic and indiscriminate aerial bombardment of civilian infrastructure—namely hospitals, schools, and marketplaces.

Abstract:
It is with great pleasure that I bring you the latest edition of the Women of Color Advancing Peace, Security, and Conflict Transformation (WCAPS) Policy Papers. Looking back to when we began the WCAPS publications, the original goal was to highlight the expertise and the viewpoints of women of color on issues of peace, security, conflict transformation, and foreign policy. It was also to open the door to an opportunity for women of color to be published. What I have observed during my many years in Washington is that it is often challenging for women of color to be published. Many times, I have been asked “how do I get published,” in a space that has left out many women of color. One of the goals of WCAPS is to open doors for women of color that have been closed before. I wanted to ensure we are represented in all the different forums of policy change that exist. I was happy when we began to work on our first publications in 2019 that led to three simultaneous publications in February 2020. Since that time, we not only published the Policy Papers by Women of Color as an ongoing policy journal, but reports, op-ed, statements, and many other articles by WCAPS members. I am happy to see our members now being sought for writing and publications in the fields of peace, security, conflict transformation, and foreign policy. In so many ways, WCAPS is becoming an organization increasingly relied upon to provide authors, as well as experts, panelists, mentors, speakers, and more. WCAPS is also sought after for its members to join other organizations, and WCAPS members are increasingly in positions and roles that were not previously open to young girls and women of color. Once again, WCAPS and women of color are leading the way. We will continue to do so.
