51. Nature-based solutions to development and climate change challenges: Understanding ecosystem-based adaptation approaches

Abstract:
Nature-based Solutions (NbS) to climate- and development-related challenges have recently gained attention in development cooperation. Among other, approaches that fall under the NbS umbrella include Ecosystem-based Adaptation (EbA), Ecosystem-based Mitigation (EbM) and Ecosystem-based Disaster Risk Reduction (Eco-DRR). This new DIIS Working Paper focuses on nature-based solutions to climate change adaptation, EbA. It provides an overview of selected lessons learnt from EbA in the context of development cooperation, with a particular emphasis on the opportunities and risks regarding poverty alleviation and rights. It generates learning for Danish development cooperation, including future programming under Denmark’s 2021 development strategy, in which NbS approaches are emphasised. However, the paper can also be read as a general discussion of experiences with EbA in the development context. The three-legged EbA approach focuses on human well-being, ecosystem management, and climate change adaptation. EbA has already been applied to a range of ecosystems, including the restoration of mangroves to shield them against storm and sea-level rises, the management of watersheds to protect against droughts and flooding, the management of rangelands to inhibit desertification and land degradation, and more sustainably managed fisheries and forestry to tackle food insecurity. EbA thus not only addresses the restoration of already degraded ecosystems, but also the sustainable use, management, and conservation of intact ecosystems. The paper provides a conceptual overview of EbA in relation to NbS, outlines the potential in using EbA approaches, and describes the landscape of the institutions and agencies that fund, promote and implement EbA. The paper then provides a synthesis of lessons learned from PES and REDD+ schemes that are of relevance to EbA. For instance, it is emphasised that many REDD+ measures have effectively existed as project islands that were not anchored in national or subnational planning and governance mechanisms. As a result, the conservation activities and socioeconomic benefits were often not effectively integrated or scaled up beyond small project sites. If comprehensively implemented, the EbA approach builds on these experiences by insuring full inclusion of stakeholders from all relevant sectors, as well as demanding full integration in existing policies, planning and governance practices from the ministry levels to sub-national governments. Among the final recommendations and possible entry points for Danish development cooperation, the paper highlights that the support must have a strong focus on ensuring that EbA is pro-poor (i.e. supports poverty alleviation) and rights-based (i.e. supports the rights of local resource users). Experience from EbA and related efforts show that EbA is not automatically pro-poor or supportive of local rights to natural resources and ecosystem services. In particular, there is insufficient attention to and knowledge of rights issues in EbA. Therefore, Danish development cooperation should help lead the way in ensuring that EbA takes a rights-based approach and supports poverty alleviation.

Abstract:
Following Mali’s coup d’état of 18 August 2020, the transitional government is yet to present a roadmap for peace in central Mali outlining a new strategy for dialogue with armed non-state actors. To support this process, it is important that Mali’s international donors identify already-existing local peace agreements and support local-level dialogue with all parties to conflicts. Recommendations: Immediate de-escalation of conflicts is needed through disarmament of militias and rebuilding of trust between local communities and Mali’s armed forces, with a strong focus on protecting civilians. Mali needs a national, comprehensive strategy for how to include jihadists and local militias in dialogue, reconciliation and dispute resolution. International donors need to identify already-existing local peace agreements and support local-level dialogue between all parties to conflicts. Long-term solutions regulating equal access to natural resources for different population groups are key.

54. Combating Unsafe Products: How to Improve Europe’s Safety Gate Alerts

Abstract:
The European Union has built a one-stop-shop for its member state regulators to post product safety notifications – Safety Gate (European Commission 2021d). Constructed on top of the Rapid Alert System for Dangerous Non-Food Products, or RAPEX, the Safety Gate web portal is designed to make public the “quick exchange of information” between 31 European countries and the European Commission “about measures taken against dangerous non-food products.” While Safety Gate represents a significant achievement, our research revealed areas for improvement to increase its utility for manufacturers, marketplaces and consumers. Many product notifications published on the website lack details required to facilitate speedy removals and recalls. The study graded eight essential criteria for a total of 918 Safety Gate notifications published over eight months in 2020. The average notification score was a respectable 70 out of 100, but over 98% of the notifications omitted at least one key criterion. Only 14 notifications included all the information to enable efficient and accurate product identification.

Abstract:
The new Biden Administration will face global crises on multiple fronts. COVID-19, coupled with conflict and escalating climate disasters, is leading to one of the most disastrous humanitarian and hunger crises in the last century. In the past decade, previous Administrations have demonstrated the value and impact of food security and nutrition security programs for alleviating hunger and malnutrition and for reducing the threat of conflict and governmental instability. As a result of targeted and thoughtful assistance, there are 23.4 million more people today who live above the poverty line and 3.4 million more children are free from stunting. More than 5 million families now live free from hunger and billions of dollars in agricultural sales have been generated. The Biden Administration has the opportunity to build on a strong foundation of work. To strengthen this programming in the next decade, key considerations should include: Creating a more resilient and healthful food system that is capable of absorbing shocks and stressors. Systems thinking—especially the integration of food, nutrition, health, climate, and agriculture—can drive sustainable outcomes. Building inclusive partnerships from the beginning to create sustainable and resilient communities. Investing in agricultural economies beyond US borders should be understood as an investment in critical infrastructure that stretches back to our own heartland.

Abstract:
The climate crisis necessitates a new extension agenda that prioritizes farmer needs and preferences and promotes climate resilience and adaptation. US policy should reflect this new extension agenda to ensure farmers have the tools to succeed in providing for themselves, and ultimately, feeding the world. Climate change is causing more extreme weather events such as flooding, droughts, and heatwaves. Farmers are seeking to quickly adapt to a crisis that is worsening with time. Tools that were previously used by farmers, however, may no longer be effective to combat changing conditions. Agricultural extension plays an equally critical role in delivering those findings and innovations to farmers, ensuring they have the best information and tools available for success. The climate crisis requires a global response, and it is now more urgent than ever to equip farmers worldwide to address these challenges. The United States has a long history in international agricultural extension with mixed results, as some initially successful efforts did not endure. With our strong R&D and extension infrastructure, the United States has the opportunity to reevaluate and bolster its international extension efforts and provide global leadership to more effectively deliver on taxpayer dollars and provide smallholder farmers the assistance they need. Farmers require accurate and context-appropriate innovations and knowledge to address climate challenges and provide food-secure futures for themselves, their communities, and the world. A revised extension agenda must account for the abundant possibilities provided by information and communications technology (ICT) as well as ensure new innovations and knowledge are sustainable environmentally, financially, and locally. While this brief is not intended as a comprehensive review, it examines current US international agricultural extension efforts, identifies gaps, examines best practices, and proposes policy recommendations for a new extension agenda.

This is the second in a series of learning briefs under the Taadoud II: Transition to Development project, a collaboration led by Catholic Relief Services. The collaboration includes Catholic Agency for Overseas Development (CAFOD), Norwegian Church Aid (NCA), World Vision, and Feinstein International Center, Friedman School of Nutrition Science and Policy at Tufts University. The project is funded by UK Aid. The learning brief series aims to promote awareness and understanding of natural resource use and management in Darfur to support the Taadoud II program and wider programs and policies to effectively build resilient livelihoods. Livelihood strategies are the way people support themselves. People change their strategies as their opportunities, risks, and limitations change. A change in a household’s strategies can affect members of the household differently. Often changes that benefit a household as a whole increase women’s risk and labor burdens. Furthermore, when nearly all livelihood strategies depend on natural resources, changes to the strategies will change demands on natural resources. How one set of households changes the way they use natural resources will affect other households who also depend on those same resources. This could cause conflict over those resources and deplete them.

Abstract:
This report aims to provide a better understanding of the World Food Programme’s (WFP) contribution to improving the prospects for peace in Lebanon. Specifically, the report investigates where and how WFP’s cash-based transfer (CBT) interventions in the country make potential peace contributions and looks at how these contributions could be further developed. The findings are based on a review of programme documents, in-depth interviews with a range of stakeholders and field visits to project sites in Lebanon in 2021. The findings suggest that WFP’s CBT interventions can—and do—positively contribute to improving the prospects for peace in Lebanon. However, the conflict and peacebuilding environment in Lebanon is extremely complex and rife with uncertainties. With this in mind, the report emphasizes the importance of taking conflict sensitivity concerns into account and provides 13 recommendations on how WFP’s contribution to peace in Lebanon could be enhanced.

Abstract:
Failing food systems and the resultant increasing world hunger are among the most pressing issues of our time. With 155 million people acutely food insecure and nearly 30 million people on the verge of starvation in 2020, the world is far off track to achieve the United Nations’ Sustainable Development Goal 2 (Zero Hunger) by 2030. Violent conflict remained the main driver of global hunger in 2020. Conflict has a direct negative impact on food systems and resultant levels of food security. Moreover, heightened food insecurity may create grievances that can escalate into instability and violent conflict. The increases in both acute food insecurity and violent conflict demand urgent and decisive action. The objectives of this three-part policy paper series are to emphasize the urgency of addressing the relationship between conflict and food insecurity and to point out existing opportunities to do so. This paper, the first in the series, aims, firstly, to inform policymakers of the intricate relationships between food security and violent conflict, secondly, to alert policymakers to the potential ability of food systems to contribute to peace, and then to highlight the action required to enhance this potential. The paper concludes with four recommendations intended to help guide more effective preventative and mitigating action to limit (and ultimately avoid) the long-term adverse consequences of violent conflict for food security and exploit food security’s potential to foster peace.

Abstract:
This book — and Dejusticia’s initiative that originated it — seeks to promote answers to populist challenges to human rights. To do so, they propose a new thrust characterized by three features: reflective writing, narrative writing, and voices from the Global South. First, this book contains reflective writing. Its authors are activists who work directly within organizations in the field, who stop to think about the potential, the achievements, and the challenges of their knowledge and practice. In this sense, the book seeks to amplify the voices of human rights defenders in discussions about the future of the field, which tend to be dominated by research from academia. The texts combine the methodological and analytical strengths of academic research with the practical experience of the authors, organizations, and communities with which they work. The objective is to promote a hybrid genre that contributes to maintaining and widening the window of reflection and discussion in the field of human rights. Second, the genre proposed in this book, and in the series of which it is part, is narrative writing. In part because of the prevalence of legal language and knowledge of the world of human rights, the predominant writing in their field is that of technical reports and legal pleadings. While these genres have made notable achievements over the decades, this focus has prevented organizations and activists from effectively sharing their stories and experiences firsthand: those of the victims, the campaigns, the moral dilemmas, the injustices, the victories, and more. Opening the field of human rights to other actors, other knowledge, and other audiences means telling these stories and telling them well. To this end, the authors of these chapters are involved in the stories, relating them using techniques taken from fields such as narrative journalism. Third, the stories come from the Global South, from countries and regions that have more often been the object of study rather than the subject of knowledge, making their own decisions in the field of human rights. In this sense, these chapters attempt to respond to the challenges of a more multipolar world, to counter the organizational, economic, and epistemological asymmetries between South and North that have undermined the effectiveness and legitimacy of the global human rights movement. The authors of these studies are activists, researchers, and members of human rights organizations writing from this geographical and professional perspective to enrich the global debate on the future of the field.
