11. Family and Inequality: “Diverging Destinies” in Japan

Abstract:
“Diverging destinies” is a term used by family demographers and sociologists to describe growing socioeconomic differentials in family behavior and their implications. Drawing primarily on evidence from the U.S., research on diverging destinies has demonstrated that those at the lower end of the socioeconomic spectrum are increasingly engaging in family behaviors that are associated with reduction in the resources available to their children (e.g., nonmarital childbearing) while those at the upper end of the spectrum are engaging in family behaviors associated with increased resources (e.g., stable marriage). This pattern of family bifurcation has potentially important implications for the reinforcement of inequality both within and across generations. Despite tremendous interest in both family change and growing socioeconomic inequality in Japan, social scientific efforts to link these trends are limited. In this talk, Professor James Raymo will summarize the results of several recent papers (both published and in progress) on socioeconomic differences in family demographic behavior and children’s well-being in Japan. In general, the findings of these studies show patterns of family bifurcation consistent with predictions of the diverging destinies framework, but of a magnitude that is less pronounced than observed in the U.S. Among the most pronounced differences in Japan are a strong negative educational gradient in divorce and substantial differences in the well-being of children in single-mother and two-parent families. In thinking about the relevance of diverging destinies in Japan, he stresses the theoretical and empirical value of considering intergenerational family relationships, gender inequality, and the changing economic environment.

12. Whose intergenerational mobility? A new set of estimates for Indonesia by gender, geography, and generation

Various scholars have estimated levels of intergenerational mobility in OECD countries. Fewer estimates are available for developing countries, where mobility arguably matters more due to starker differences in living standards. This paper presents new estimates of mobility for a developing country, namely Indonesia. The estimates are based on data from five waves of the Indonesian Family Life Survey, a longitudinal analysis of socio-economic status which began in 1993. We constructed a pooling sample consisting of 9,445 matching pairs of children and their parents. The paper estimates relative mobility using the intergenerational elasticity of income. We find that although, overall, the intergenerational elasticity of income is low compared with other developing countries, the level of mobility in Indonesia differs markedly by children’s gender and across provinces and generations.

The notion of a country of former habitual residence — as the functional equivalent of a country of nationality for stateless individuals and the reference point for the ‘being persecuted’ inquiry in art 1A(2) of the Convention relating to the Status of Refugees — is an ill fit for stateless children born outside the country of nationality or former habitual residence of their parent(s). On a plain, ordinary reading of the definition, stateless children born in the country of refuge have neither a nationality nor a former habitual residence and fall outside the ambit of the refugee definition. In a similar fashion, stateless children born prior to arrival in the country of refuge (but not in the country of nationality or designated country of former habitual residence of their parent(s)) are unable to establish the country of reference element, as read with all other indicia of refugeehood. In the context of concurrent family claims, this predicament exposes an obvious inequity of access to refugee status and a consequent risk of refoulement to serious harm, as such children may face return to the country of nationality or former habitual residence of their parent(s). While the dominant tide of jurisprudence supports a literal interpretation of the notion, Michelle Foster and Hélène Lambert have identified a purposive pathway, better aligned with the humanitarian scope of the refugee definition. For such applicants, this interpretation allows for the determination of country of reference in combination with forward-looking considerations on their returnability and risk of persecution upon return. This article endorses such an interpretation and comprehensively charts a child-sensitive approach to applying the criteria for refugee status (historically formulated from an adult-oriented perspective), by exploring what child-specific interests might better inform the notion in the context of the individualised refugee assessment of concurrent family claims.

The evidence is clear that from the moment a child is conceived, they need their parents, caregivers, and/or families to survive, thrive, and meet their developmental potential. Earlier this year, the ECFG Parenting & Family Strengthening interest group identified the need to understand philanthropic investments that support the adults whose behaviors, skills, and well-being impact children’s development. ECFG commissioned this exercise to map foundation investments in parenting and caregiving across the Global South. This mapping explores the who, what, when, where, and how of these investments.

15. Family Caregivers in the Post-COVID Labor Market in China

Abstract:
The COVID pandemic has brought family caregivers in China new challenges to balance work and family needs. While sudden quarantine requirements and unexpected suspensions of schools and care institutions demand more flexibility from work, the economic slowdown reduces job opportunities and increases competition in the employment market. Based on a recent respondent-driven survey and 11 in-depth interviews of company directors and HR managers in Guangdong Province, the study explores how representatives of employers, some of whom are family caregivers, view and understand the dilemmas of family caregivers under such circumstances, and how they treat family caregivers in job recruitment, performance evaluation, and promotion decisions. Preliminary data analysis uncovers unfriendly attitudes of employers towards family caregivers, especially mothers of young children and men taking care of aging parents, as well as prevalent discourses of gender norms, individual choice, and personal responsibility. Implications of the findings for social inequality in China and policymaking will also be discussed. 16. "Diversifying" Social Investment: European Welfare States and Immigrant Integration in the Wake of the COVID-19 Crisis

Abstract:
Across Europe, the COVID-19 pandemic has strengthened awareness of the importance of robust, well-functioning welfare states in helping individuals, families, and communities weather threats to their lives and livelihoods. Initial EU and Member State responses to the pandemic and its economic fallout were much more vigorous than responses to other recent economic shocks, such as the Great Recession and the European debt crisis. Even so, European societies will likely have to contend with long-term social and economic impacts, which in many cases are exacerbating existing inequalities. The shift in the structure and goals of welfare spending since the start of the pandemic can be understood through the prism of “social investment.” In recent decades, European welfare states have moved away from a predominantly reactive focus on financial safety nets that protect individuals during periods of unemployment and illness, and toward investing in people’s human capital and employability to help them navigate life transitions and drive growth in advanced knowledge economies. Looking ahead, the success of social-investment policies will depend on their ability to account for immigration and diversity, increasingly prominent features of European societies that are central to understanding the nature and development of socioeconomic inequalities. This report explores whether the social-investment approach to welfare states could serve as a tool for post-pandemic recovery—particularly in diverse, immigrant-receiving societies. It examines how European welfare systems fared and adapted during the Great Recession, how social investment seeks to balance social and economic goals, and how lessons from recent immigrant integration policy developments could help improve the reach, accessibility, and relevance of social-investment initiatives.

18. The Civic Space GPS

The civic space - the sphere between business, the State, and family where citizens organize, debate, and act to influence public policy and the general direction of the country — is under attack. Attacks against civic space constitute a threat to transparency, to the freedoms of expression, assembly, and protest, and to civil and political rights. They are in direct conflict with the rights and freedoms guaranteed in the Brazilian Constitution and in countless international conventions and treaties. And they are a grave threat to democracy itself. The closure of civic space is not exclusive to Brazil. However, deliberate attempts to diminish it are becoming increasingly common in the country. This is why the Igarapé Institute is launching the “the Civic Space GPS”, a quarterly analysis dedicated to monitor attacks, acts of resistance led by State institutions, as well as reactions from civil society. It considers the typology created by the Igarapé Institute to describe the different strategies and tactics used to close the civic space and described in the Strategic Paper 49: “The ‘Agora’ is Under Attack: assessing the closure of civic space in Brazil and Around the World”.

19. Birth Order, Sibling Sex Composition, and Quantity–Quality Trade-offs – Evidence from India

We use two waves of data from the India Human Development Survey to investigate the effect of family size on (i) parental expenditures on children’s education; and (ii) test scores of proficiency in reading, writing, and maths for 8–11-year-old children. We investigate whether these effects vary by gender, birth order of children, and sibling sex composition. We address the endogeneity of family size, using an instrumental variable approach. Our ordinary least squares estimates provide evidence of quantity–quality trade-offs in children’s educational expenditures, the existence of birth-order effects, and a sizeable pro-son bias. For test scores as well, ordinary least squares estimates indicate negative spillovers from additional children. The instrumental variable estimates, in contrast, find no evidence of quantity–quality trade-offs, birth order, or sibling sex composition effects in either expenditures or test scores. However, instrumental variable estimates of the male premium are bigger than ordinary least squares estimates. They also suggest that children enrolled in private schools do no better than those in government schools. Moreover, the advantage that boys appear to have over girls in maths is largely reversed in private schools.

20. Fuelling the Engines of Liberation with Cleaner Cooking Fuel

Abstract:
Using the staggered roll-out of the Indonesian Conversion to Liquefied Petroleum Gas (LPG) Programme, we show that a subsidy for the labour- and time-saving cooking technology increased female labour force participation. The programme also increased household consumption expenditure and the decision-making power of women in the household, especially in financial matters. A back-of-the-envelope calculation suggests that the benefits of switching to LPG far outweighed the costs to the households. Based on previous research, we conjecture that intra-household externalities and gender differences in preferences drive the low rates of adoption of cost-effective technology. The programme’s impact on the financial decision-making power of women suggests that subsidies which empower women, even if temporary, can encourage the adoption and sustained use of beneficial technology.
