Abstract:
With the Green Agenda for the Western Balkans, the 2050 climate neutrality goal of the European Union has been extended to the six countries in South-Eastern Europe that aspire to join the Union. The Green Agenda is a promising tool for fostering climate and energy policy measures in the Western Balkans, a region with high vulnerability to climate change risks and little energy diversification away from coal. But could the Green Agenda also be a catalyst for renewed interest and enhanced political engagement, leading to a much-needed impetus to the EU enlargement process? This policy brief asks how the Green Agenda can work in the interest of both the objective of a climate neutral continent and the EU accession of the Western Balkan countries.

Abstract:
This Clingendael series ‘The Green Agenda for the Western Balkans’ provides an inside perspective on the EU climate ambitions for the Western Balkan Six (Albania, Bosnia & Herzegovina, Kosovo*, North Macedonia, Montenegro and Serbia) and the challenges ahead. In this second contribution, we analyse the state of affairs with regard to energy diversification and greenification. The energy sector in most Western Balkan countries is characterised by a heavy dependency on coal and outdated production facilities, posing severe environmental challenges to the region. Possessing significant renewable energy potential, the Western Balkan Six (WB6) in theory have good prospects of making a successful energy transition. In terms of natural resources, the region is also well placed as Albania and Serbia possess solid reserves of metals and rare earths that are needed to develop energy transition technologies, such as batteries, smart grids, solar panels and windmills. Yet the transition is hampered by several economic and political factors, such as a highly centralised energy market with only a few large suppliers, dynamics of clientelism and controversial outside investment (such as from China). This policy brief analyses the current challenges that prevent energy diversification and greenification in the region and asks how the recently launched EU Green Agenda for the Western Balkans can address these challenges.

143. Israel and Lebanon: A Bridge Over Troubled Waters?

Abstract:
Amidst a deep political and economic crisis in Lebanon, accelerated by the Beirut port explosion in August last year, the end of 2020 witnessed a surprising round of talks regarding the demarcation of the Israeli-Lebanese maritime border. These bilateral negotiations - mediated by the U.S. and the U.N. - are the first non-security talks held between the two countries since the 1990s. Of course, Lebanon and Israel have no diplomatic relations and are technically in a state of war. The incentives for progress in the talks are strong as they could pave the way for lucrative oil and gas deals on both sides, though there still appear to be significant obstacles on the Lebanese side. Speaking with John Desrocher, the most recent U.S. mediator for the negotiations, in December 2020, Lebanese President Aoun was quoted as saying that Lebanon wants the talks to succeed because “this will strengthen stability in the South and allow us to invest in natural resources of oil and gas.”[1] Could a maritime border agreement between Israel and Lebanon be feasible, despite the otherwise toxic atmosphere between the two countries and the recent escalating threats of Hizballah? In a region full of surprises, this, too, might be a part of a changing reality.

Abstract:
In our latest issue of Iqtisadi: The Middle East Economy, Paul Rivlin discusses the near and long term prospects for oil pricing, with special attention to new technologies being developed in wealthy Gulf States. In the first two months of 2021, the price of oil rose by almost 38 percent to just over $65/barrel. Was this because of rising demand, supply constraints or increased confidence? All these factors were relevant, but a glance at the OPEC basket price of oil over the past decade puts the rise in prices into perspective. At the end of February, the oil price was well below its 2011-2014 and 2018 highs both nominally terms and even more so when inflation is considered.

Abstract:
In this issue of Iqtisadi, Paul Rivlin discusses the developing economic ties between the United Arab Emirates and Israel with an emphasis on investments in the energy sector. In April 2021, the Israeli firm Delek Drilling announced plans to sell its 22 percent direct stake in the Tamar gas field to investors led by the Abu Dhabi based state-owned Mubadala Petroleum for $1.1 billion. The Tamar field has an estimated 297 billion cubic meters (bcm) of reserves. This would be by far the largest commercial deal yet between Israel and the UAE. Mubadala Petroleum is a wholly owned subsidiary of Abu Dhabi state investor, Mubadala Investment Company. Its plans to move into Israel’s upstream gas sector have the backing of the UAE and Israeli governments. In March 2021, the UAE announced the establishment of a $10 billion fund to invest in energy and other strategic sectors of the Israeli economy. According to the official statement, the UAE will invest in and with Israel in sectors including energy, manufacturing, water, space, healthcare, and agro-tech. The investment fund will support development initiatives to promote regional economic cooperation between the two countries. Funding will come from government and private sector institutions and the Delek deal is part of this framework,

Abstract:
In this issue of Iqtisadi Paul Rivlin analyses the causes of shortages in electricity and water supplies in the Persian Gulf region. In Iraq and Iran, in particular, spontaneous protests have gained momentum this summer as a result of these critical problems. The Gulf is well known for its oil and gas resources, but the lack of water may be its outstanding feature. Between 2000 and 2020, the population of the Gulf states rose by almost 50 percent but the supply of fresh water from sources other than desalination fell. This edition of Iqtisadi examines recent developments in the Gulf with an emphasis on the water crisis. The oil producers in the Gulf are divided into two groups: the Gulf Cooperation Council (GCC) members – Saudi Arabia, the UAE, Kuwait, Qatar, Bahrain, and Oman – and Iran plus Iraq. The GCC states are all monarchies while Iran and Iraq are republics. The differences between the two groups are not only constitutional and political, but also socio-economic.

147. Lake Chad: Another Protracted Crisis in the Sahel or a Regional Exception?

Abstract:
Common narratives on the Lake Chad Basin often focus on the nexus between conflict, development and climate change. In particular, the Lake’s situation attracts international coverage due to its shrinking size and the threat of multiple crises emanating from environmental degradation. This framework appears useful for donors and local governments, but the feedback loops among climate change, social marginalisation and conflict are not as straightforward. The problem is that the dominance of this analytical framework calls for policy response tools that are not always adequate. In the security field, the role of the Multinational Joint Task Force has been growing, but a stronger push in the sphere of governance is needed in order for it to gain legitimacy and improve its effectiveness on the ground. In the meantime, the Lake Chad Basin Commission has adopted some key policy tools to manage the natural resources in the area sustainably, but these initial steps must be followed by greater investment from Commission member states to advance implementation. An integrated regional approach remains the best way forward to tackle these complex dynamics. Paper prepared in the framework of the project “Water diplomacy and culture of sustainability. 148. Natural Gas in South-east Asia: Key Trends and Long-term Outlook

Abstract:
Given the increasing gas demand and declining domestic supply, countries in South-east Asia are bracing themselves to become net gas importers and are studying ways to enhance their security of supply. LNG will be the preferred source of gas, thanks to its flexibility and widespread availability at competitive prices in global markets. However, concerns related to excessive gas import dependency might reduce appetite for additional gas usage in South-east Asia. This could mean that coal would have a larger role, which is bad news for climate change. Countries in the ASEAN region need policies to achieve balanced, reliable, secure and cost-effective energy supply, a pre-requisite for the region’s ambitious economic development plans. A combination of solid local policies, investment by international players in the region and stability in global gas markets would enable gas to play a positive role in South-east Asia, which is a fast-growing region and an increasingly important catalyst of global energy market developments. Abstract:
Climate change is increasingly understood as the defining challenge of our times. Multiple polls underscore the extent to which citizens and government elites are united in identifying the climate emergency as the primary threat to human wellbeing and development. While prescriptions to tackle the climate crisis may diverge, the pandemic has increased the imperative to make human development and economic growth more responsive to the environment and natural ecosystems. Amidst promises to “build back better” in the wake of Covid-19, much anticipation is understandably being directed at the COP26 summit in Glasgow, that began on 1 November, one day after the conclusion of the G20 Rome summit.

150. Crowdsourcing for Climate-Smart Agriculture: Insights from the Bolivian Andes

Abstract:
The vast majority of family and smallholder farmers in developing countries do not have access to locally relevant weather forecasts, undermining their capacity to adapt to climate change. Anticipating climate related risks reduces farmers’ vulnerability as they can plan ahead and limit the damage caused by storms, extreme temperatures, pests and other weather-related events. A recent pilot experiment in the Bolivian Andes – run by a consortium of international and national non-profit organisations, research centres and Bolivia’s productive development bank – found that encouraging smallholder farmers to crowdsource agro-climatic information enhances the accuracy of local weather forecasts, increasing their adoption of climate-smart practices. As a cost-effective system, crowdsourcing can be harnessed to broaden the coverage of agro-climatic information services, while enhancing their local relevance by responding to actual needs. The basic principle of crowdsourcing is that of outsourcing a task traditionally performed by a designated agent to individuals, groups of people or a platform that share a common goal. Encouraging smallholder farmers to utilise technology to send reports from their farmlands fosters a sense of ownership and collaboration, thereby favouring forms of collective knowledge production and sharing.
