101. Power play: Europe’s climate diplomacy in the Gulf

Abstract:
Gulf monarchies believe hydrocarbons will continue to be a fundamental – albeit shrinking – source of revenues for decades. But, as shown by Saudi Arabia’s net-zero pledge, they now see economic and political opportunities in embracing the green energy transition. If the EU is to achieve its climate and geopolitical goals, it will need to substantially increase its engagement with Gulf states on the European Green Deal. Electricity interconnection and green hydrogen are the two most promising fields of clean energy cooperation between the sides. Europeans should not cave to international pressure to lower their ambitions on carbon taxation, including the carbon border adjustment mechanism, as this remains a powerful incentive for hydrocarbons producers to make the transition to cleaner energy.

Abstract:
Europeans know that the EU needs to create a new paradigm in its relationship with Turkey after a challenging few years. The bloc also needs to develop a form of European climate leadership that complements but is distinct from Washington’s re-engagement with the green agenda. Through close cooperation with Turkey on the European Green Deal, the EU could meet both challenges and build trust in relations with Ankara. The sides have a shared interest in supporting Turkey’s pro-Western business community and in developing the promising Turkish renewables sector. EU member states should help Turkey manage the impact of the new trade regulations the European Green Deal would bring in. This refreshed approach would not resolve broader disputes over issues such as human rights – but it could start rules-based engagement and change the mood music enough to improve other areas of the relationship.

Abstract:
North African countries such as Morocco and Tunisia can help Europe meet its carbon emissions targets and strengthen its position in the face of fierce competition from China for economic and political influence. By encouraging European investment in renewable energy, the European Green Deal can increase local workforce opportunities, promote development, and stabilise migration, enhancing stability in the region. The EU should promote green hydrogen projects in Morocco and Tunisia. These would contribute to its climate neutrality goals and develop both European industrial leadership and local economies. The EU should also promote new electrical interconnections across the Mediterranean, to foster an integrated electricity market. Morocco and Tunisia should become official “Green Partners” of the EU. This would help catalyse joint action and ease those countries’ green transitions – especially that of Tunisia, which is particularly in need of help building additional capacity.

Abstract:
In 2016, the European Commission recognized the role of renewable energy communities (RECs) in the Clean Energy Package (CEP). This package has been accompanied by a narrative of citizen empowerment while the EU energy and climate governance since the Paris Agreement has become more polycentric, seeking to further include non-state actors in the fight against climate change. This policy paper takes the opportunity of these evolutions to present RECs and the concepts of polycentric governance and empowerment based on existing academic literature. It combines these two concepts to analyse the evolution of the renewable energy governance of the EU through the CEP. The analysis is conducted in a reflexive manner that sheds light on the analytical inputs and limits of these concepts. More particularly, it pinpoints the limits of the EU interpreta- tion of empowerment and polycentricity, namely by exploring the place given to RECs and their struggle with energy incumbents. In a nutshell, this paper considers both the outcome of the CEP and what it tells about the renewable energy govern- ance of the EU itself. Ultimately, it provides with recommendations for a future revision of the renew- able energy policy of the European Union as well as for the coming transposition of the measures that were delivered by the CEP.

When the coronavirus broke out in 2020 the whole world literally came to a pause. The pandemic overshadowed all other major problems and started to shape relations between states. Climate change suddenly disappeared from the international agenda. However, the effects of the global climate crisis are showing faster and more severely than ever before: wildfires in Australia, extreme weather events in Asia, tornado’s in America, a melting Arctic... Secondary effects like climate migration and conflicts have become visible as well. This crisis is more urgent than ever. The COVID-19 crisis has shattered our economies, but lockdown measures taken by almost all governments have had a positive impact on the emission of greenhouse gases. The world took a step forward, even if unintended, towards the goals set in Paris in 2015. COVID-19 has taken away a lot from the world, but it may also have created a momentum to continue this downward trend and make it structural. Even the world’s great powers will have to integrate the green transition in their COVID-19 economy recovery plans in order to not fall off the wagon. But will only a green great power remain a great power?

The Bay of Bengal is a bridge between the Indo-Pacific and the Indian Ocean, and with a population of 1.4 billion, an increasingly important economic zone in its own right. India has been slow to build regional connectivity. The space has been filled by China's Belt and Road Initiative projects, which have not always been beneficial for host countries. The region may be better off pursuing digital connectivity by enabling tech startups – areas of India’s strength. This research uses maps to explore the potential for energy, transport, and financial connectivity across the Bay of Bengal.

Abstract:
The global energy transition from fossil fuels to cleaner energy will profoundly affect the global economy. It will limit how much greenhouse gases humanity emits and hopefully avoid catastrophic global warming. This transition will, however, also have a profound effect on state-owned national oil companies (NOCs). NOCs—in which the government is the sole or the dominant shareholder—produce half of the world’s oil and gas, and invest 40 percent of the capital in the global oil and gas industry. They are also important for millions of citizens in the developing countries where many NOCs operate. This report explores the risks the energy transition brings for NOCs and governments reliant on oil revenues. With the pace of energy transition uncertain, the authors of this report offer a warning to governments and NOCs as they consider their future investment plans.

The exploitation of thermal coal in Colombia faces great challenges despite the abundance and quality of the country’s reserves. The main challenges are due to the external context: the downward trend in prices due to the structural drop in consumption due to the rapid substitution of coal for less polluting fuels or renewable sources in the European market, coupled with the great distance to Asian markets, have raised doubts about the economic viability of coal exports from Colombia. Colombia could be one of the first countries to suffer from the contraction in global demand for thermal coal, because its main markets are Turkey (23 percent) and the Atlantic ports in Europe (19 percent), two markets where demand will likely diminish in the short term. The contraction in demand would have various effects on the country’s economy, as it is the second-most important export (after oil), an important source of royalties and one of the main axes of the economies of La Guajira and Cesar departments. This study analyzes the implications of the decline in coal demand for the national economy and for the main producing regions, such as La Guajira and Cesar, which are highly dependent on coal exploitation.

Abstract:
As the world looks toward an energy future that is less reliant on fossil fuels, governments in the Middle East and North Africa (MENA) region must adapt. The petroleum sector is a major employer in the region, the primary source of fiscal revenue, the dominant generator of exports and the source of energy that powers economies. With the pace of energy transition uncertain, a growing number of oil companies are revising downward their long-term assumptions about fossil fuel consumption and prices, and private capital has been progressively moving away from the sector. This transition creates opportunities for cleaner and more reliable energy for citizens in the MENA, a region rich in renewable energy potential. MENA governments and their national oil companies (NOCs) recognize the need for adaptation. Several countries have launched vision statements or reform plans aimed at diversifying NOC portfolios, increasing efficiency and reducing their exposure to market decline. This briefing derives from in-depth research and interviews on the challenges and reform plans of three MENA NOCs (Saudi Aramco, Qatar Petroleum and Algeria’s Sonatrach) and draws out implications for other NOCs in the region. The authors seek to inform the strategies of governments and NOCs on how to manage NOC portfolios and the evolution of state-NOC accountability mechanisms and hope that nongovernmental analysts and civil society organizations will use this briefing as a tool to help understand and scrutinize public reform plans.
