Abstract:
The concept of energy security in the Arabian Gulf region refers to the ability to meet the energy needs of countries in the region without interruption in a way that guarantees the economic, social, and political stability of these countries. The concept of energy security in the Arabian Gulf includes several aspects: Ensuring strategic supplies. This relates to ensuring the continuous availability of oil and gas to producing and consuming countries in the region and beyond, avoiding any disturbances in the global market, and ensuring price stability. Energy diversification means diversifying energy sources and relying on them. Diverse energy, such as renewable energy, reduces total dependence on oil and gas and provides future economic opportunities. Strengthening energy independence: This includes developing national capabilities in the energy sectors, including developing the infrastructure and technologies necessary to extract and refine oil and gas and generate renewable energy. Achieving environmental sustainability: This requires achieving a balance between meeting energy needs, protecting the environment, and reducing harmful emissions. Regional and international cooperation Energy security also consists of enhancing cooperation between countries in the region and other countries in the field of energy, whether in exchanging knowledge and technology or in developing joint projects for generating and transmitting energy. This paper adopts a comparative methodology between Gulf countries to measure their ability to confront energy security in light of climate change. This paper reaches the most prominent conclusion, which is that the Gulf countries’ varying capabilities in achieving future energy security will play a major role in reshaping the inter-relations between the Gulf countries.

Abstract:
The CEMAC region is facing a concerning situation of over-indebtedness, exacerbated by external shocks and the volatility of commodity prices. This brief aims to analyze the structural and economic causes of over-indebtedness in CEMAC countries while formulating policy recommendations to improve debt management and enhance economic resilience. Targeted at policymakers, financial institutions, and regional bodies in Central Africa, this work relies on an econometric analysis using a mixed model (Multilevel Random Effects) based on data from 2010 to 2022. Key indicators include external debt and public debt service. The findings reveal a strong dependence on external debt, while fiscal reforms have a limited short-term impact. Structural reforms are essential to reduce debt vulnerabilities. Additionally, regional coordination is recommended to improve debt sustainability through institutional reforms, increased fiscal discipline, and economic diversification. However, this analysis does not account for potential global economic shocks that could affect the region.

Abstract:
Economic diversification has gained significant attention as a crucial factor for sustainable development worldwide. This paper addresses the risks associated with extreme specialisation and explores the potential benefits of economic diversification for Mongolia. By comparing Mongolia with its designated aspirational and structural peers, the paper aims to shed light on strategies that can foster economic and societal diversification in the country. Although Mongolia possesses favourable levels of human capital compared with its peers, its unusually high ratio of natural capital to human capital highlights the necessity of reducing reliance on natural resources and promoting human capital-intensive economic activities. The paper examines the implications of declining demand for Mongolia's key minerals, primarily coal, resulting from climate change concerns and evolving investor preferences towards sustainability, China's coal consumption reduction goals, and the enduring impact of the COVID-19 pandemic. Through this analysis, the paper offers insights into pathways for Mongolia to diversify its economy and enhance the well-being of its people by striking a balance between natural resources and human and social capital.

Abstract:
In addition to being a leading gas and oil power, Russia also possesses vast geological resources that place it among the world’s leading mining countries. Nevertheless, Russia’s largely privatized mining sector faces great and numerous restrictions relating to the obsolescence of its infrastructure, lack of investment and a shortage of qualified human resources in the industry, which may be further exacerbated by the war in Ukraine. To diversify its sources of revenue, whilst also obtaining new levers of geopolitical power, particularly in Africa, Moscow is seeking to revitalize this strategic industry. Russia may focus on several of its globally significant companies, particularly in the diamond, fertilizer and nickel sectors. It also plans to extend its mining activities by reinvesting in and modernizing historic sectors such as coal, or by developing new ones like lithium. In a context of growing global demand for critical metals and minerals in order to meet the challenge of the ecological and energy transition, what role can Russia play? Moscow intends to overcome the challenge of maintaining its economic and industrial autonomy in the face of the sanctions imposed by the West following its invasion of Ukraine in February 2022. The future of Russia’s mining industry may depend upon a reorientation away from its traditional Western markets and towards Asian countries, such as India, Malaysia, and Vietnam, which have decided to retain their economic ties with Russia. Will Russia’s mining policy bolster the implementation of the “pivot to Asia” that Moscow has talked of for several years?

Abstract:
Despite the government’s efforts on augmenting the supply of houses, recent estimates suggest that the housing shortage in urban areas have widened. It is a result of the mismatch between the housing needs of the urban poor and the typology of housing supply. The present study analyses and assesses the housing needs of the urban poor using secondary data from 76th round of NSS (2018-19) on housing and living condition vis-à-vis the typologies of housing supplied by public sector. Through this analysis, we highlight in the report the mismatch between the need and supply of public housing and suggest ways to bridge this gap through policy interventions. The choice of housing, its tenure and location for the urban poor is guided by nature of employment they are engaged in, their stage of life and household size. We find that casual wage workers and urban poor are more likely to compromise on housing conditions, amenities, and privacy to locate themselves near to their livelihood opportunities. Urban housing for urban poor is predominantly supplied by the small households that form part of the informal sector however, the quality of housing remains a concern. Housing provided by formal private sector is a miniscule proportion of total housing constructed by them and is not affordable for most urban poor. The current public housing supply is designed to cater to the urban poor remains mostly at the periphery of the cities making them less desirable to the targeted population – lacks tenure diversity and often disrupts livelihoods linages. The study recommends that public sector should focus on diversifying their housing supply based on the needs of urban poor. It should strive to create a robust housing ecosystem that is responsive to the urban growth, evolving economic structure of the city as well as local preference and aspirations. It should also establish modalities for collaboration with formal private sector to develop newer models of public-private partnerships that also involves and incentivizes, informal private sector, especially the small households that are categorized as subsistence landlords, non-profit sector and communities, to supply better quality housing for the urban poor residents.

Abstract:
This Growth Diagnostic Report was generated as part of a research engagement between the Growth Lab at Harvard University and the Astana International Financial Centre (AIFC) between June 2021 and December 2022. The purpose of the engagement was to formulate evidence-based policy options to address critical issues facing the economy of Kazakhstan through innovative frameworks such as growth diagnostics and economic complexity. This report is accompanied by the Economic Complexity Report that applies findings from this report on economy-wide challenges to growth and diversification in order to formulate attractive and feasible opportunities for diversification. Kazakhstan faces multifaceted challenges to sustainable and inclusive growth: macroeconomic uncertainty, an uneven economic playing field, and difficulties in acquiring productive capabilities, agglomerating them locally, and accessing export markets. Underlying Kazakhstan’s transformational growth in the last two decades—during which real GDP per capita multiplied by 2.5x—are two periods that underscore how Kazakhstan’s growth trajectory has been correlated with oil and gas dynamics. The early and mid-2000s characterized by the global commodity supercycle led to an expansion of the economy upwards of 8% annually, with a mild slowdown during the global financial crisis. In 2014, Kazakhstan’s growth slowed with the collapse of commodity prices, and alternative engines of growth have not been strong enough to fend against volatility since. These trends, along with growing uncertainty in the long-run demand of oil and gas, continue to highlight the limitations of relying on natural resources to drive development. As in the experience of other major oil producers, diversification of Kazakhstan’s non-oil economy is a critical pathway to drive a new era of sustainable and inclusive growth and mitigate the impacts of commodity price shocks on the country’s economy. Kazakhstan’s growth trajectory demonstrates that the country has enough oil to suffer symptoms of Dutch disease, but not enough to position it as a reliable engine of growth in the future. Development of non-oil activities has been a policy objective of the government of Kazakhstan for some time, but previous efforts for target sectors have failed to generate sufficient exports and investments to produce alternative engines of growth. This report characterizes the relationship between growth, industrial policy, and the constraints to diversification in Kazakhstan. It utilizes the growth diagnostics framework to understand why efforts to diversify into non-oil tradables has been challenging. The report proposes a growth syndrome to explain the constraints preventing Kazakhstan from achieving productive diversification and sustainable growth. This report is organized in six sections, including a brief introduction. Section 2 provides an overview of the methodological approach to the Growth Diagnostics analysis. Section 3 describes Kazakhstan’s growth trajectory and macroeconomic performance, as well as the motivations behind pursuing a diversification strategy to strengthen the non-oil economy. Section 4 summarizes three features of the country that manifest in a set of economy-wide constraints to growth and diversification. Section 5 analyzes each of the identified constraints in detail, describing their dynamics and breaking down the aspects that appear to be binding. Section 6 concludes by suggesting potential policy guidelines towards alleviation of the identified constraints.

The GCC oil exporters including Saudi Arabia and the UAE are under strong pressure to prepare for decreasing global oil demand in the era of energy transition and carbon neutrality. To overcome these challenges, they need to diversify their industrial structure and develop low carbon technologies such as green hydrogen and CCUS (Carbon Capture, Utilization and Storage). This research is aimed to examine various mid-to-long term plans, industrial policies, and business cooperation cases to promote diversification in the Middle Eastern petroleum industry, suggesting policy proposals for cooperation between Korea and the Middle East and business opportunities in the region.
