Abstract:
In a year of COVID-19, racial reckoning and increased reported violence against the Asian American and Pacific Islander (AAPI) community, conversations on race, diversity, equity and inclusion compel our societies and institutions to have difficult —yet necessary— conversations about redressing historical and systematic inequalities. The State Department and the Foreign Service are not exceptions. Many AAPI and historically underrepresented Foreign Service Officers (FSO) who spoke for this interview feel that the Department’s long-touted commitments to diversity and to reflecting America in its diplomatic corps ring hollow. Rhetoric has been slow to translate into action. Systematic challenges impacting these constituencies still continue without remedy. One of the most pressing challenges centers on security clearance and assignment restrictions. The recent wave of reported cases of violence and hate against AAPI in the U.S. have resurfaced longstanding grievances of AAPI Foreign Service Officers (FSO)—primarily, that the Department mistrusts them by often preventing them from serving in or covering issues on their country of heritage through assignment and security clearance restrictions.[1] The State Department must better understand the AAPI experience and enact demonstrable reforms to correct longstanding challenges around representation in leadership positions and security clearance and assignment restrictions impacting this constituency and other historically underrepresented groups. Doing so could honor previous commitments to advance diversity, retain and cultivate diverse talent and make these groups feel like valued members of the Department.

Abstract:
After independence, Algeria’s ruling elites chose to suppress identity issues because they saw diversity as a source of division and a threat to their hold on power. The Hirak has challenged the official narrative and called for an overhaul of the established regime, but issues of Black Algerians and anti-black racism still remain absent from public debates. This paper discusses the absence of Black Algerians in on-going debates about democratization, national identity, and belonging in Algeria, and suggests ways in which to address this exclusion.

Abstract:
In calling for large-scale investment in the United States’ care economy, the Biden-Harris administration has taken an unprecedented step in recognizing and addressing the constraints that American families, and particularly women, face in juggling paid and unpaid work within their own country. The administration now has an opportunity to translate its positioning of care as essential infrastructure within the US context into a complementary foreign and international development policy agenda. This can be done through (1) supporting existing global partnerships aimed at enabling families’ access to quality, affordable care services, and (2) complementing existing efforts through a US government-led initiative dedicated to strengthening the global care economy.

Abstract:
Artificial intelligence (AI) systems can be used to promote equality and non-discrimination, but without the right AI governance strategies, they can have the opposite effect. This paper aims to provide policy makers with the tools they need to build beneficial AI systems. Harmful biases in AI systems often disproportionately affect racialized, low-income and minority groups. For example, algorithms that over- or underestimate scores create false-positive and false-negative results that can perpetuate systemic discrimination. Policy makers can address these concerns through interventions and regulations that promote AI fairness.

Abstract:
George Floyd’s murder by the police in Minneapolis provoked widespread political agitation across the country. It once again highlighted the problematic racial dimension of policing and eggregious violation of human rights commitments on the part of the government. In this article we explore how the human rights law and racism in the United States interact with each other? We employ qualitative research based on descriptive-analytical method and divide the article in four parts: a brief introduction, ahistorical background of racism, a conceptual comprehension of racial discrimination and a brief survey of the international human rights instruments against racism, and the onground situation of racial discrimination in the country. We conclude that the process of negotiation between human rights law and racism in the United States is far from settled yet.

Abstract:
In this report we center the lived experiences Black, Latinx, and white residents of three neighborhoods — Austin, Little Village, and Albany Park — in order to explore how the pandemic has impacted different communities in the city. Drawing on over 150 interviews with residents and policy makers, we find that while COVID-19 has been treated as a health crisis at the federal, state, and local levels and thus has been fought through a series of public health strategies, the residents we spoke to experienced it as a much broader crisis related to housing, jobs, childcare, schooling, and healthcare. The policy response to COVID-19 gave explicit attention to racial equity but, for a number of reasons we lay out, often fell short in meeting the needs of the most vulnerable. Longstanding structural inequities meant that low-income and working-class Chicagoans were more vulnerable both to the disease and to the impact of disease mitigation strategies (e.g., economic fallout of the shutdown).

Abstract:
To what extent do slanted media influence police perceptions and thereby their use of violent forces? We know that media bias affects many aspects of American life, such as perceptions of facts and views of politicians and policies. In this paper, we show that there is little evidence that slanted media influences police violence. To assess this relationship, we employ instrument variable estimation using the quasirandom positioning of FNC in the cable lineup as a source of exogenous variation in viewership. The evidence shows that increased exposure to FNC does not lead to more frequent police killings of Black people or people of other races. Our results suggest that slanted media coverage of crimes does not necessarily lead to fatal racial discrimination by police officers.

Abstract:
Bahrain is an island kingdom ruled by the Sunni Muslim Al Khalifa royal family. The Al Khalifa regime is accused of systematically discriminating against the country’s Shiite community, which is estimated to account for 60% to 70% of Bahrain’s Muslim population (BICI, 10 December 2011). Discriminatory practices affect Shiite believers across a wide array of domains, including employment, freedom of expression, and political rights (USCIRF, April 2020). The Shiite community faces exclusion from the military and security apparatuses (CSIS, 9 December 2016), the arbitrary revocation of Bahraini citizenship (OHCHR, 18 April 2019), and the denial of medical care for prisoners (Amnesty International, 28 September 2018). The sectarian divide in Bahrain is stoked by political tensions. The monarchy sees the Shiite popular majority as a threat, and has historically used alleged ties between Shiite opposition groups and the Iranian regime to justify the systematic denial of political rights. As demonstrated by the “Bandargate” scandal (the public revelation of a report on the regime’s plan to marginalize the Shiite community), the Al Khalifa have also pursued a policy of ‘Sunnization’ of the Bahraini population (Le Monde Diplomatique, 19 October 2006). However, the repression of the Shiite community is not only driven by political considerations: Shiite identity is also targeted for purely sectarian reasons.
