Abstract:
In the wake of the COVID-19 pandemic, the hastiness of the digital shift in teaching and learning exacerbated pre- existing socioeconomic disparities in national education systems. The gaps in digital accessibility left those already behind even further behind. Taking stock of the unforeseen consequences of the crisis, the Commission updated its Digital Education Action Plan (DEAP). On 17 November, the Egmont Institute and the European Policy Centre invited Commissioner Gabriel, who is in charge of the EU’s education portfolio, to outline her proposal for an education better equipped for the digital age. Although the new strategy acknowledges the need for more inclusiveness and social justice in digital accessibility, it falls short of providing a clear funding plan and a comprehensive understanding of the socioeconomic inequalities at stake. The coming months will be crucial – the first milestone is the third EU Educational Summit on 10 December – in turning this patchwork of disparate initiatives into a concrete framework for action.

Abstract:
tate issued digital identity is trending in sub-Saharan Africa,1 and Kenya has not been left behind. The government of Kenya launched the National Integrated Identity Management System (‘NIIMS’) in March 2019.2 Dubbed ‘Huduma Namba’, which translates to ‘service number’ in Swahili, the programme envisages a centralisation of identity programmes and the issuance of new unique personal identifiers to all citizens and registered foreigners in Kenya, but it has not been without problems. The legal situation for NIIMS is defined by an Executive Order, an amendment to the national ID law, Huduma Namba Regulations and a judgement from the High Court. Through Executive Order No 1 of 2018, the President directed the development of NIIMS to create and manage a central master population database, to be the ‘single source of truth’ on all Kenyan citizens and foreign nationals residing in Kenya.3 NIIMS was to serve as a reference point for personal data for Ministries, Departments and Agencies (MDAs) and other approved stakeholders.

Abstract:
On 16 September 2020, European Commission President Ursula von der Leyen set a clear goal for the European Union (EU) and its member states: We must make this ‘Europe’s Digital Decade’ Aiming to contribute to improved European policy-making, this report discusses (best) practices of Asian countries and the United States in the field of digital connectivity. It covers a wide range of topics related to digital regulation, the e-economy, and telecommunications infrastructure. Findings show that the EU and its member states are slowly but steadily moving from being mainly a regulatory power to also claiming their space as a player in the digitalized economy. Cloud computing initiative GAIA-X is a key example, constituting a proactive alternative to American and Chinese Cloud providers. Such initiatives, including also the more recent Next Generation Internet (NGI), are a necessity to push European digital norms and standards, but also assist the global competitiveness of European companies and business models.

Abstract:
Amid the COVID-19 pandemic, the United States has seen an acceleration of an already massive cybercrime wave. Daily reports of cybercrime to the FBI’s Internet Crime Complaint Center have nearly quadrupled since the pandemic began, to roughly 4,000 reports per day. Unfortunately, even before this crisis began, the enforcement rates for these crimes are low – for every 1,000 reported cyber incidents, only three arrests of the perpetrators occur. In the fall of 2018, the White House released the “National Cyber Strategy of the United States,” which detailed how the Administration would create or update policies for combating cybercrime. While no implementation plan for this Strategy was ever published, Third Way conducted an analysis of publicly available information of the Administration’s actions and budgetary allocations since the strategy’s release to examine their cybercrime enforcement efforts.

Abstract:
In the era of continuous and steadily accelerating technological change that started with the Industrial Revolution, economies and societies were repeatedly transformed in ways that can be traced to ownership of the essential and scarce factor of production of the day and command of the economic rents that flowed to that factor. The digital transformation is now ushering in a new economic era, in which the economy is again being reordered by new technologies based on a new essential capital asset — data. Data generates massive rents, fuels the rise of superstar firms and generates powerful incentives for strategic trade and investment policy. The emergence of this new economy signals a new era of conflict, on new battlegrounds and with new tools or weapons, between new coalitions within and between countries. This paper describes the contours of the conflicts that are to be expected with the digital transformation as it realigns interests; compares these expectations with actual developments; and comments on the strategies of the main protagonists and the implications for the rules-based system of international commerce.

Abstract:
There is no consensus to create a global framework for managing data governance under the United Nations. A Data Standards Task Force (DSTF) is needed to create a single data zone where trustworthy data could circulate freely between like-minded countries. This proposal is aligned with the objectives of fora such as the International Grand Committee on Big Data, Privacy and Democracy. Canada could also spearhead the launch of the DSTF with like-minded countries through the implementation of regional free trade agreements such as the Canada-United States-Mexico Agreement, the Canada-European Union Comprehensive Economic and Trade Agreement or the Comprehensive and Progressive Agreement for Trans-Pacific Partnership.

Abstract:
Taiwan and Estonia are known as digital democracies. As both face threats from neighbors, their degree of digitization typically has been seen as a vulnerability. The DNS attack from Russia that Estonia faced in 2007 brought home the potential for cyberspace to be used as a domain of war. Similarly Taiwan has faced repeated cyberthreats from the People’s Republic of China. Nonetheless, in their successful responses to the COVID-19 pandemic, Taiwan and Estonia have highlighted the strengths of digital democracy in combating a non-traditional security threat without employing the strongarm tactics of authoritarian states. In this article we reexamine the digital vulnerability of democracies and put forward a conception of digital power to explain the success of Estonia and Taiwan in using their digital prowess to combat COVID-19. On the one hand their reliance on cybertechnology make them particularly vulnerable to cyberattacks, but on the other hand their digital power enhances their global stature and domestic capacity to address threats like COVID-19.
