Abstract:
This report aims to offer the reader a concrete understanding of how the adop­tion of artificial intelligence (AI) by nuclear-armed states could have an impact on strategic stability and nuclear risk and how related challenges could be addressed at the policy level. The analysis builds on extensive data collection on the AI-related technical and strategic developments of nuclear-armed states. It also builds on the authors’ conclusions from a series of regional workshops that SIPRI organized in Sweden (on Euro-Atlantic dynamics), China (on East Asian dynamics) and Sri Lanka (on South Asian dynamics), as well as a transregional workshop in New York. At these workshops, AI experts, scholars and practitioners who work on arms control, nuclear strategy and regional security had the opportunity to discuss why and how the adoption of AI capabilities by nuclear-armed states could have an impact on strategic stability and nuclear risk within or among regions.

Abstract:
In 2018 the United Nations Secretary-General identified responsible research and innovation (RRI) in science and technology as an approach for academia, the private sector and governments to work on the mitigation of risks that are posed by new technologies. This report explores how RRI could help to address the humanitarian and strategic risks that may result from the development, diffusion and military use of artificial intelligence (AI) and thereby achieve arms control objectives on the military use of AI. The report makes recommendations on how the arms control community could build on existing responsible AI initiatives and export control and compliance systems to engage with academia and the private sector in the governance of risks to international peace and security posed by the military use of AI.

Abstract:
Balancing the benefits and risks posed by artificial intelligence (AI), one of the most diffuse and rapidly evolving emerging technologies, is imperative when forming sound policy. This report analyzes the threats, trade linkages and mechanisms, and policy options in light of ongoing discussions regarding the prospects for applying export controls on artificial intelligence technologies and applications. Using open source research, findings from organized dialogues, and expert interviews, the report authors identified policy options that go beyond export controls and encompass a coordinated, comprehensive, and technical approach to garnering the many benefits of artificial intelligence while mitigating its security risks. These approaches take into account both traditional nonproliferation strategies and ongoing debates concerning national security and economic competitiveness. Urgent, cross-sector action by governments and nongovernmental entities, including exporters, technology developers, academia, and civil society, is necessary to activate cooperative tools that mitigate the risks posed by AI. Lessons learned from strategic trade approaches to AI can be replicated, in certain situations, to other emerging technologies.

195. Pugwash Document on Cyber Security and Warfare

Abstract:
Since its foundation, the Pugwash Conferences on Science and World Affairs (Pugwash) has continued to bring together, from around the world, influential scientists, scholars, experts and public figures concerned with reducing the dangers of armed conflict, especially regarding nuclear weapons and other weapons of mass destruction, and with understanding the new threats related to new technologies, while seeking cooperative solutions. Pugwash held three workshops on the topic of cyber security and warfare between December 2018 and January 2020, gathering a total of about 60 experts and practitioners from Europe, North and South America, and Asia, focusing on a broad set of specific themes. The first workshop (Geneva, Switzerland, December 2018, hosted by the GCSP) discussed battlefield digitalization and offensive cyber capabilities, weapon-system vulnerabilities, and the implications of Artificial Intelligence (AI). The second workshop (Bariloche, Argentina, October 2019, supported by INVAP, Global Security Foundation and KPMG) focused on “Cybersecurity in Latin America”. The third workshop (Geneva, Switzerland, January 2020, sponsored by the Mission of Brazil to the UN Office in Geneva) focused on “Cyber Security and Warfare,” and included discussions on international cooperation, the multi-stakeholder approach, and implications of AI and autonomous weapons systems. Reports are available on the Pugwash website1. The participants, who came from many countries, carried out an analysis and reflection on various aspects of the cyber ecosystem in the context of international stability and security, and reviewed current initiatives included within the international agenda. Better definitions, a common nomenclature, and reliable communication between responsible stakeholders—based on the principles of International Humanitarian Law and the experiences of arms control for risk reduction, self-restraint and crisis management--might be useful or necessary. Sound technical analysis and forensics are a precondition to understanding the different threats and vulnerabilities of the cyber-sphere. Detailed proposals for discussion and implementation were elaborated during the workshops.

From 2002 up to 2009, the economies of European Union countries went through a skill upgrading, rather than a polarisation between low-skill and high-skill jobs. After 2009, this changed, with declining real wages and a significant increase in the share of workers in low-skill jobs. This assessment evaluates these changes in connection with labour market variables, population densities and the emergence of machine learning and artificial intelligence.

Abstract:
This year’s Counterterrorism Yearbook draws upon 19 contributing authors, each a renowned thought leader in their field, to promote practical counterterrorism solutions by reviewing a global range of terrorism developments and counterterrorism responses. ASIO’s Director General, Mike Burgess commends the publication for its ‘valuable contribution to the public discourse on counterterrorism’. While maintaining its geographic focus, the Yearbook now includes thematic chapters on mental health, strategic policing, the media, the terror–crime nexus and terrorist innovation. These new thematic chapters have been included to encourage governments to consider more proactive CT agendas that move beyond the current focus on disrupting plots and discouraging people from joining and supporting terrorist groups. The focus here has been on promoting new thinking on how to deal with emergent areas of concern, such as comorbidity of mental health, use of gaming platforms, and artificial intelligence.

For years, activists, academics and watchdogs have characterized the spyware industry as out of control, with technology outpacing the laws designed to constrain the industry’s activities. In January 2020, the nefarious potential of such technology was vividly demonstrated when the heir to the Saudi kingdom apparently used Israeli-made spyware to breach the personal phone of the world’s richest man, who owns a leading American newspaper and runs one of the world’s most valuable publicly traded companies. Meanwhile, the growing prevalence of facial recognition technology in authoritarian countries like Russia and the United Arab Emirates, which use it to monitor activists and suppress dissent, has raised increasing alarm among human rights advocates. Perhaps the most egregious example is in China, where the government has used facial recognition technology to racially profile Uighurs, a predominantly Muslim ethnic minority that is concentrated in Xinjiang province, and forcibly lock them up in internment camps. But authoritarian countries are not alone: This technology is now being harnessed for law enforcement and surveillance purposes in many democracies.

For delivery within the European Union, Amazon now sells facial recognition cameras for door locks, webcams, home security systems, and office attendance driven by artificial intelligence (AI) and machine learning (ML)—powerful tools with civilian and military purposes. Germany, France, Spain, Denmark and Romania have tested and often deployed AI and ML facial recognition tools, many of which were developed in the United States and China, for predictive policing and border control. AI and ML systems aid in contact tracing and knowledge sharing to contain the COVID-19 virus. However, the civilian and military strategies that drive use of AI and ML for the collection and use of data diverge across the member states of the European Union and the North Atlantic Treaty Organization (NATO).
