41. Making Sense of Multinational Cooperation

Abstract:
Multinational cooperation is a prominent characteristic among the armed forces of European states. However, despite its prevalence, a shared understanding of this phenomenon is lacking in the research community. Furthermore, studies often restrict their focus to examining the effects of cooperation, neglecting the essential exploration of its underlying conditions. To overcome these limitations, this article develops a categorisation of multinational cooperation into structures, processes, and activities. It concludes that multinational cooperation in Europe can be categorised into three distinct phases (1990-2004, 2005-2013, 2014-) with significantly varying underlying motives for cooperation, particularly since the ‘wave of multinational cooperation’ in Europe following Russia’s aggression against Ukraine in 2014. By introducing a novel framework for comprehending military cooperation and presenting an empirically informed overview of recent shifts in cooperation across Europe, this article aims to invigorate further research in the field.

Abstract:
One year after the onset of the current crisis in the Middle East, following Hamas’ deadly attack on southern Israel on 7 October, Israeli Prime Minister Benjamin Netanyahu’s vow of “complete victory” and the “elimination” of Hamas as a threat to Israel1 remains unfulfilled. While Israeli officials claim that Hamas no longer exists as a military force in Gaza, ACLED data show that Hamas still retains some operational capabilities and continues to engage with Israeli forces across the Gaza Strip. Meanwhile, Hamas has also escalated its military activities in the West Bank. With the Israel Defense Forces (IDF) recently having shifted focus to confronting Hezbollah in the north and no ceasefire in Gaza in sight, Hamas continues to remain a significant actor in Palestine despite its now-diminished military capabilities and the significant humanitarian toll on Palestinians in Gaza.

Abstract:
Despite the recent coordination between opposition groups in the Military Operations Command (MOC) coalition led by Hayat Tahrir al-Sham (HTS), the future shape of Syria remains uncertain due to historical hostilities and ongoing divisions among the different armed groups throughout the country. ACLED data highlights previous confrontations between these groups since April 2020, when the territorial control of the country was frozen (see maps below). Although Islamic State fighters no longer control territory in Syria, their interactions with key actors — including the Syrian Democratic Forces (SDF) — remain an important dimension of the conflict.

Abstract:
While much remains uncertain following the June 2023 mutiny of Russia’s Wagner Group and the August death of its leader, Yevgeny Prigozhin, Russia will likely continue to work with semi-state armed formations. Russia’s degraded military capacity and constrained economic resources, especially as sanctions persist, will increase the attractiveness of these organizations as low-cost tools for advancing Russian objectives and competing against the West, including to a greater extent in Eurasia where Russia likely perceives the competition as most intense. Prigozhin and his Wagner Group created a model that other opportunistic Russian actors will likely seek to replicate. Fewer financial resources available to Russia’s military and elite could increase the incentive to establish such groups, especially if these organizations can increase opportunities to improve Russia’s reputation as a reliable security provider or access new sources of wealth for the regime. Newly created organizations would likely face high barriers to entry in areas where Wagner already operates, including Africa. Therefore, if such semi-state paramilitary organizations proliferate—a prospect that has grown more likely after Prigozhin’s death—they could focus on new regions such as Eurasia. Given Russia’s declining influence in Eurasia, a region of long-standing historical importance to Russia, such groups could undertake new actions there to curry favor with Putin and the Kremlin. There are several ways the Kremlin could use semi-state security formations to advance its interests in Eurasia, including by waging political influence and disinformation campaigns, physically protecting friendly governments, sustaining Russia’s influence as a key security provider, destabilizing unfriendly governments, and limiting any threats that Russia’s diaspora population might pose to the stability of the Putin regime from abroad. Although Russian paramilitary and semi-state organizations are in many ways an extension of the malign activities carried out by the Russian state, the proliferation and increased activity of these groups would make it more difficult for the United States and its allies to attribute such actions to the Kremlin, complicating Western response options. These groups and the opportunistic individuals who lead them could, for example, stake out positions independent of the Kremlin or even at odds with it, especially in the case of extreme ethnic nationalists who have criticized Putin for not going far enough in his actions. The proliferation of these groups would also make it difficult to discern when and under what circumstances the Kremlin might be willing to escalate on these groups’ behalf.

Abstract:
Fighting in Sudan between the regular army and the paramilitary Rapid Support Forces (RSF) has been ongoing since 15 April. The clashes are mainly taking place in the capital, Khartoum, and in the Darfur region, causing the destruction of infrastructure, a humanitarian disaster, and the displacement of the population. Although neither side has achieved military superiority or the support of the population, they are determined to continue fighting until the opponent is eliminated, which makes efforts to achieve a permanent ceasefire difficult. In the longer term, international support for a political solution to the crisis should aim to restore civilian control of the state.

49. Forced Marriage by Non-state Armed Groups: Frequency, Forms, and Impact

Many non-state armed groups use forced marriage during armed conflict. This practice has been documented across all geographic regions, in every decade since the 1940s, and across armed groups with many different ideologies. Yet while policymakers, scholars, and practitioners recognize forced marriage as an important form of conflict-related sexual violence (CRSV), there are no frameworks for conceptualizing the frequency and range of forms of forced marriage that occur in conflict. To fill that gap, this paper introduces an original dataset tracking forced marriage in armed conflict and uses the data and illustrative examples to divide forced marriage in armed conflict into three types: member–member forced marriage, member–civilian forced marriage, and civilian–civilian forced marriage. This dataset can be a tool for policymakers and practitioners to understand the impacts of forced marriage in armed conflict and better design prevention strategies and survivor-centered responses. The report concludes with an overview of existing policy, legal, and programmatic responses to forced marriage in conflict settings, including by non-state armed groups, and provides recommendations for how these responses can better address this complex phenomenon: Data collection: Disaggregate data on CRSV by the form of violence (when possible), avoid linking sexual slavery and forced marriage, and gather more data on the unique needs of survivors of forced marriage. Criminal accountability: Continue prosecuting forced marriage as a distinct crime against humanity and promote the inclusion of forced marriage as a distinct crime against humanity during negotiations on the treaty on crimes against humanity. Sanctions: Continue to include information on CRSV in the reports of sanctions monitoring committees, ensure that sanctions listing criteria are applied against perpetrators of forced marriage, and ensure that every panel of experts includes at least one member with expertise on gender issues or CRSV. Reintegration: Factor the different types of forced marriage into the design of reintegration programs and provide support that considers the unique needs of individuals exiting forced marriage.
