Abstract:
About the speaker: Pascale Laborier is a professor of political science at Paris Nanterre whose research over the past decade has focused on the history of scholars in exile. Some of her recent scholarship has focused on refugee scholars from Uruguay and Chile during the dictatorships. She is one of the founders of PAUSE, a French organization with private and government funding that helps refugee scholars in France find university jobs and funds them for their first year of teaching. Together with an artist-photographer she has created an exposition on these themes that will be shown at MIT in April. The exposition has been shown in Germany, France, and Belgium and currently in Uruguay and Chile.

2. Collective Protection for Communities and Rights Defenders at Risk: Lessons from Grassroots Advocacy in Colombia

Abstract:
Rights defenders around the world face unrelenting violent reprisals for their work protecting marginalized communities and their territories. Some governments respond by committing to protect these citizens at risk—mainly with individualized, police-style safeguards. Colombia’s government has Latin America’s largest protection agency by far and has gone beyond its many individual measures to also promise collective protection to communities at risk. In Colombia, the Community Council of the San Juan River region (ACADESAN), defends the rights of its 72 Afro-Colombian communities in areas affected by armed conflict. It has worked to hold the government accountable for delivering on its legal and policy commitments to protect communities at risk by providing comprehensive, collective measures. This Accountability Note describes ACADESAN’s breakthrough advocacy campaign for collective protection. It shares insights relevant for efforts to protect rights defenders and communities that go beyond conventional measures. It is based on the story told in Spanish by Mauricio Parra Bayona, ACADESAN human rights advisor, in his Accountability Working Paper, and the prefaces to that paper by former ACADESAN representative Elizabeth Moreno Barco and Jonathan Fox of ARC. Parra reflects on how collective protection must further be adjusted to better serve other at-risk communities and organizations in Colombia.

Abstract:
The six episode Netflix series, Stateless, represents a missed opportunity to engage in vital public framing of statelessness. Rather than focusing on the lack of legal nationality, the series falsely equates statelessness with other rights issues central to migration detention. In this collaborative work between a stateless activist and an academic researcher, the authors use Stateless as a starting point for a broader conversation about words, definitions and representation. First, statelessness has partially emerged on the international human rights agenda, yet film and television attention could further foster mainstream understanding of this oft-ignored issue. Second, a critical assessment of the Stateless series highlights how it does (and mostly does not) engage with the issue of statelessness. Third, reflections and recommendations relate to why the series’ title is so problematic, what the media can learn from stateless people and what this conversation means for advocacy.

4. Moving on Up: Multilevel Monitoring and Advocacy for Health Rights

Multilevel approaches to monitoring and advocacy are often used by international development practitioners, particularly in civil society, in efforts to hold governments—from the national to the local—to account for policy implementation. However, such approaches are not yet well understood or identified by many scholars in the social accountability field. This evidence review addresses this gap through a cross-case comparison of multilevel approaches in ten health rights programs across Africa, Asia, and Latin America. It draws on published evaluations, working papers, and peer-reviewed journal articles, as well as insights shared by implementers and researchers. Cases were selected to illustrate health rights initiatives that included monitoring or advocacy activity at a minimum of two different levels: local health facility, district, regional, provincial or national. Four significant findings emerge from this review of evidence: Vertical integration is a relatively common feature of multilevel monitoring and advocacy in these ten cases and is most likely to take place at the lower ends of the health system. However, it is largely implicit, and often not articulated in project design or theories of change. Horizontal organizing—the coordination of civil society action across districts or geographies—is a less visible feature of multilevel approaches to health rights programming than vertical integration. Despite the multilevel nature of health monitoring and advocacy in these ten cases, less than half reported working at the regional or provincial level, indicating a ‘missing middle’ between local and national activity. Escalation—the process by which citizens’ unaddressed claims move upwards to those with greater decision- making powers—is an important mechanism for accountability and one way in which vertical integration can happen. However, escalation is not clearly articulated in much of the gray literature, and therefore merits further research. The findings from this evidence review have implications for strategy, including: the importance of explicitly identifying multilevel tactics for monitoring and advocacy; theorizing the process by which unaddressed claims can be addressed, particularly moving up beyond the local level; emphasizing the importance of the ‘middle’ and ensuring regional and provincial decision-making is leveraged; and looking to link vertical integration with opportunities for horizontal organizing.

Debbie Fordyce, President of Transient Workers Council Too, and Laavanya Kathiravelu, Associate professor at Nanyang Technological University, will discuss their advocacy and research on migrant worker issues in Singapore. COVID-19 highlighted some of the structural problems faced by the large population of migrant workers in Singapore. Systemic problems include high recruitment costs, restricted job mobility, employer’s right to terminate the worker at will, and weak wage protection. Our speakers will address these issues and what might be done to protect the rights and needs of migrant workers in Singapore.

6. Where are the Global COVID-19 Resources for LGBTI Communities?

As COVID-19 spread across the globe in 2020, and its health and broader political and socioeconomic implications became evident, lesbian, gay, bisexual, transgender, and intersex (LGBTI)2 communities organized. To meet new challenges, LGBTI organizations across the world stepped up, aware that legal and social discrimination and marginalization would make their communities particularly vulnerable to impacts of the pandemic. LGBTI community response included: delivering essential food to communities of unemployed trans men in rural Guatemala; providing housing for LGBTI communities escaping unsafe living environments in Macedonia; ensuring that lesbian, bisexual, and queer female sex workers have access to essential medicines in Uganda; and other examples in communities around the world. As governments, donors, and service providers have largely failed to acknowledge the specific needs of LGBTI people in responding to COVID-19, LGBTI organizations have filled the void to provide basic protection and support for their communities. Many of these organizations have traditionally focused on advocacy and community organizing to advance and protect the human rights of LGBTI people. Now, in the era of COVID-19, they have become direct service providers, out of necessity—albeit with limited resources and capacity. In April 2020, the Global Philanthropy Project launched a short survey to understand the initial response of global LGBTI philanthropy to the pandemic, soliciting data from all GPP member organizations as well as non-GPP members within the top 20 funders of global LGBTI issues. A key outcome from that report was an identified role for GPP to monitor shifts in resources flowing to LGBTI movements and communities, as well as the broader impact of COVID-19 on international development and humanitarian assistance funding.

This book explores these questions through the narratives of young human rights advocates from the global South—from Nigeria to the Philippines to India to Chile. The authors discuss the latent structural inequalities that the pandemic has deepened, exposed, or suppressed, as well as those that broke people’s already fragile trust in governments, the private sector, and civil society organizations. They also explore the strategies of resilience and creative social organizing that have helped confront the pandemic around the globe. The contributors to this book, writing from different perspectives, invite us to consider what we can learn from the interplay between the pandemic and inequality in order to spur a creative reorientation of collective mobilization and advocacy toward the future.

Abstract:
An odd-sounding title? Bewildering, no doubt, to foreign-policy scholars and activists used to the nomenclature and intellectual emphases of their fields and subfields. But life defies academic and professional boundaries, as does the subject of this article. The following inter-disciplinary examination of a dubious but common notion of persuasion could not be more germane to the study of foreign policy, and yet the problem in question is not being addressed by those most directly concerned. This article will, after introducing the topic of advocacy—specifically, in an area of foreign affairs—give reasons why a widely shared understanding of knowledge and persuasion needs to be reconsidered. If we use measures of quantity and financial expenditure, a very large and important role is being played in American public life by intellectual activism intended to influence public debate and government policy. The vast array of advocacy organizations in the nation’s capital is merely the tip of an iceberg. Enormous sums are spent in what may be called the persuasion or advocacy business. Funders act on the assumption that target audiences can be affected through position papers, policy studies, public events, op-eds, and similar agitation.

Abstract:
Uganda’s laws, policies and health sector strategies codify openings for citizen participation in planning and monitoring government services, yet these spaces are often inaccessible in practice. In response to this, a consortium of civil society organizations led by GOAL designed and implemented the Accountability Can Transform Health (ACT Health) program in Uganda from 2012 to 2018. This paper draws on program monitoring data, empirical evidence, and supplementary interviews to analyze how and the extent to which the ACT Health multi-level, people-centered advocacy campaigns strengthened accountability for health from the bottom up.

10. The Public Banking Movement in the United States: Networks, Agenda, Initiatives, and Challenges

Abstract:
In this paper, we analyze the contemporary public banking initiatives in the United States. We first provide a brief historical account of public-oriented banking in the United States. We then map out the central nodes in the contemporary public banking advocacy networks. Based on an online questionnaire and semi-structured interviews we held with public banking organizers and experts across the country, we provide an overview of the achievements of this growing movement, describe the central socio-economic issues they organize around, and examine the challenges they face. We demonstrate that the interest in public banking is a reaction to a number of socio-economic and ecological issues the United States faces, including the infrastructure crisis, ecological crisis, financial exclusion, and problems stemming from the management of state and local government resources. We argue that public banking can be an important tool in addressing these problems and suggest how the federal government, through the Treasury and the Federal Reserve, can support these initiatives.
