How Thailand and Vietnam – two major rice exporters after India – will react to the latter’s recent rice export ban will depend very much on expectations of how long the ban will last. Should rice exporters in these countries engage in price speculation, global food security can be put at risk. It is time for ASEAN to explore how price speculation in the rice trade can be prevented.

Climate change processes are acknowledged as critical components of regional and international security, and ASEAN should mobilise all segments of its population and existing plans of action to tackle this challenge. The role of women in ASEAN’s peace and security including climate change should be acknowledged and strengthened systematically. The ASEAN Women, Peace and Security Regional Plan of Action offers such an opportunity for increased regional cooperation and resilience.

Abstract:
This article examines how ASEAN has reacted to the military coup in Myanmar. The February 1, 2021 coup was appalling because Myanmar was progressing toward democracy especially since Suu Kyi’s National League for Democracy (NLD) won a landslide victory in the 2015 general election. This article shows that although ASEAN tries to adopt ‘constructive engagement’ towards Myanmar, its approaches remain ineffective because it basically still maintains the principle of non-interference in the internal affairs of its member states. ASEAN must recognize that regional stability depends on respect for democracy, human rights, and rule of law within each member states. This article argues that ASEAN needs to transform its ineffective approaches toward more active response by gradually internalizing the new concept of ‘Responsibility to Protect’ (R2P) and actively put pressures on the military to restore democracy in the country.

Abstract:
The Indo-Pacific concept is imprecise and designates more a geopolitical reality than a geographical space, but it is not, as is often suggested, a recent creation of the US, nor of the Trump administration. On the contrary, several actors have used it before the United States itself. And the US will not be the last actor to adopt it, either. On the contrary, it has gradually been adopted by other actors, including ASEAN, which tries to turn the concept in its favor in a way that reaffirms the importance of the group in the region as a whole and does not put in question neither “its centrality or its unity”, something that is far from being achieved.

The shadow of China looms large over the diminishment of ASEAN’s centrality, and the long-term dangers to the southeast Asia region from the conflict have been little considered. Abstract:
The Association of Southeast Asian Nations (ASEAN), has faced an unprecedented challenge since the military junta seized power in a coup in Myanmar in 2020. Departing from its initial premise of ‘non-interference’ in the domestic policies of its member states, the regional group decided to ban Myanmar’s military representatives from meetings and summits. The five-point plan for consensus was supported by most members, however, Cambodia’s tenure as Chair of this organisation has brought the plan’s efficacy and longevity into question. At a time when Europe stands united against Russian actions in Ukraine, with a coherent and consistent response from states across the continent, can ASEAN do the same as it seeks to find a peaceful solution in the case of Myanmar?

Abstract:
A safe and secure Indo-Pacific maritime domain is vital to the UK, Australia and Southeast Asian states for their national prosperity. While there are common objectives, the three parties have different priorities, capabilities and areas of expertis. There’s a long history of multilateral cooperation between Southeast Asia and Australia, among other key partners. In the post-Brexit context and in the light of the UK Government’s Indo-Pacific tilt, London would do well to harmonise its maritime engagements with allies such as Australia and align its activities with priorities of Southeast Asian partners. While maritime security cooperation at sea tends to be dominated by activities, programs and operations of navies, we recommend taking a comprehensive approach to maritime security cooperation that includes partnerships with non-military actors and considers civilian-related aspects of maritime security. In finding a value-added role in the crowded space of maritime security cooperation and capacity building, we suggest exploring UK–Australia–ASEAN cooperation on issues of technology, cybersecurity and maritime-based digital infrastructure. Those are transformational aspects that will define the future of maritime activities in the Indo-Pacific and affect Southeast Asia’s safety, security, livelihoods and regional economic competitiveness. This scoping report recommends UK–Australia–ASEAN cooperation to elevate and further explore the cyber–maritime security nexus.

69. Feminist Peace and Security and The Other ASEAN Way

This paper aims to critically re-examine the role of the “ASEAN Way” and regional governance more broadly in promoting feminist peace and security in Southeast Asia. Expansive definition and aspirations embodied by the ASEAN Way are typically traded for a more state-centric version. The term is commonly used as a short-hand for the failures and limitations of regional governance, and rarely for its virtues. Consequently, insufficient attention has been paid to how the ASEAN Way also relates to the agency of regional networks of civil society actors who collectively serve as the permanent background to regional governance in Southeast Asia. Bringing together disparate international relations scholarship on ASEAN regionalism and the WPS agenda, this paper makes a case for the importance of recognizing this other and less examined aspect of ASEAN Way to arrive at a fuller account of both ASEAN regionalism and the gendered root causes of insecurity in Southeast Asia. It concludes with a recommendation to rectify knowledge gaps on the various strategies regional civil society networks employ to advance human rights and wellbeing in ASEAN including those aligned with the WPS agenda, while adapting to the enormous challenge of building and caring for a regional community perpetually beset by multiple crises.

70. Neglected Maritime Terrain in the Bay of Bengal: An Examination of the Future of the Andaman and Nicobar Islands

Abstract:
The Andaman and Nicobar Islands (ANI) are some of the most neglected maritime terrain in the world despite their proximity to one of the busiest maritime chokepoints on Earth. Strategic competition in the Bay of Bengal and around the Strait of Malacca necessitates that U.S. strategy carefully considers the implications of having a U.S. presence on the ANI. The United States has the capacity to assist in international law enforcement of illegal, unreported, unregulated (IUU) fishing and piracy as well as ensure the security of international shipping through the Strait of Malacca. The possibility of bilateral exercises that introduce concepts such as expeditionary advanced base operations (EABO) and the use of the U.S. Coast Guard in multiple capacities are real possibilities as well. Perhaps most importantly, the United States can partner with India to leverage China’s Malacca Dilemma and constantly threaten a blockade of Chinese shipping through the Strait of Malacca in a potential conflict. China also aspires to alleviate its Malacca Dilemma.
