Abstract:
Enabled by digital technologies and fuelled by geopolitical competition, hybrid threats in the Indo-Pacific are increasing in breadth, application and intensity. Hybrid threats are a mix of military, non-military, covert and overt activities by state and non-state actors that occur below the line of conventional warfare. The consequences for individual nations include weakened institutions, disrupted social systems and economies, and greater vulnerability to coercion—especially from revisionist powers such as China. But the consequences of increased hybrid activity in the Indo-Pacific reach well beyond individual nations. The Indo-Pacific hosts a wide variety of political systems and interests, with multiple centres of influence, multiple points of tension and an increasingly belligerent authoritarian power. It lacks the regional institutions and practised behaviours to help ensure ongoing security and stability. And, because of its position as a critical centre of global economic and social dynamism, instability in the Indo-Pacific, whether through or triggered by hybrid threats, has global ramifications. Because hybrid threats fall outside the conventional frameworks of the application of state power and use non-traditional tools to achieve their effects, governments have often struggled to identify the activity, articulate the threat and formulate responses. Timeliness and specificity are problematic: hybrid threats evolve, are often embedded or hidden within normal business and operations, and may leverage or amplify other, more traditional forms of coercion. More often than not, hybrid threat activity is targeted towards the erosion of national capability and trust and the disruption of decision-making by governments—all of which reduce national and regional resilience that would improve security and stability in the region.

152. Producing policy-relevant China research and analysis in an era of strategic competition

Abstract:
This brief report explores the challenge of producing policy-relevant China research and analysis. Policy-relevant research is defined as work that drives action, affects decision-making, or both. It’s the kind of research think tanks seek to do, bridging the gap between academia and civil servants who work on policy. This paper focuses on two key findings: There’s a distinction between conducting policy-relevant research and the process of disseminating it in a way that will effectively shape and influence the policy process in particular places by particular policy- and decision-makers. In practice, the difference between the two isn’t always clearly understood and perhaps not clearly taught. There’s limited training that prepares the China analytical community to deal with the challenges of producing policy-relevant research under conditions of restricted access to China. Researchers require more support in navigating the research environment and filling skill-set gaps.

The study US-China Mutual Vulnerability: Perspectives on the Debate analyzes the mutual vulnerability question in US-China strategic nuclear relations. It asks whether the United States should acknowledge mutual vulnerability with China and, if so, how and under what conditions it should do so. The goal is not to give a yes-or-no answer but to provide a comprehensive examination of the issue to better understand the benefits, costs, and risks associated with various options. The study includes chapters by US, Japanese, South Korean, Australian, and Chinese scholars.

Abstract:
CNS has been focused both on the question of emerging technology controls and on the question of export controls in an area of strategic competition. CNS has been undertaking detailed sectoral mapping in relation to several emerging technologies, including artificial intelligence, aerospace and avionics, high-performance computing, biotechnology, cybertechnology, telecommunications, and semiconductor technologies. CNS will soon be launching resources intended to help governments and the private sector to manage these technologies in this new security environment. CNS is also working to benchmark and develop good practices in relation to the cybersecurity of export-controlled information. This article is intended to provide a broader framing to the work CNS is undertaking concerning export controls in an era of strategic competition. CNS staff would be happy to brief officials from governments or the private sector on these topics.

The Indian Ocean is becoming an area of competition between India and China later than Robert Kaplan foresaw in his seminal 2009 article in Foreign Affairs, but sooner than its resident powers might have predicted. So far, the competition has rung high decibel alarm bells in India (and the United States), without having reached the inflection point of actual military “power plays” that Kaplan implied. India and China witnessed military clashes on land in 2020 and currently face an impasse over their disputed border.

Beijing’s use of intertwined civil and military tools in the Gulf mirrors its activity closer to home, but the West can readily counter this influence by capitalizing on the region’s desire for diversified partnerships. While the Biden administration works to repair ties with Persian Gulf partners in the wake of Russia’s Ukraine invasion, China is getting more attention for its expanding influence in the Indo-Pacific region, including recent reports of naval deals and military activity in the Solomon Islands and Cambodia. Some commentators have even criticized the White House for letting its resolve against Moscow supposedly delay the long-awaited “pivot to Asia” sought by three successive U.S. administrations. Yet talk of the “pivot” often oversimplifies the geopolitical situation, in particular by ignoring China’s progress in the Gulf. The pivot theory relies on the assumption that Beijing is mainly ramping up its influence in its own neighborhood. In reality, the Chinese strategy is global, and the methods it applies in the Indo-Pacific are being used in similar fashion elsewhere, including the Gulf. Such activities merit closer attention from the West even if they are not the number-one priority at the moment.

159. Arctic Perils: Emerging Threats in the Arctic Maritime Environment

When Russian tanks crossed the Ukrainian border in February 2022, the Western world’s perception of great-power conflict changed overnight. Formerly a competitor, Russia had unambiguously transformed itself into an enemy – one sitting perilously close to Canada, on the far side of the Arctic Ocean. The premiers of the three northern territories declared this a “wake-up call”1 while security experts called for Canada to “rethink its entire understanding of Arctic security.”2 Minister of National Defence Anita Anand responded in June 2022, with a pledge to update NORAD systems against that crystallizing threat of Russian missiles and bombers using the North as an avenue of attack. The expanded invasion of Ukraine (from a war Russia began in 2014) certainly brought the conventional threats to Canada through the Arctic into stark relief. These are the hypersonic weapons and advanced capabilities that NORAD has been monitoring and planning to deter or defeat for years, and to which the Canadian and American governments are now paying closer attention.3 What has received less attention in recent years are threats to the Arctic itself, and specifically those in the maritime environment. In his framing of the Arctic security dynamic, Whitney Lackenbauer defines those threats as “those that emanate from outside of the region [which] affect the region itself.”4 This category extends to a wide array of emerging, non-military threats – from state and quasi-state actors to private adventurers and environmental dangers tied to the region’s increasingly busy waterways. While the dramatic new (or renewed) state-based military threats – like submarines, bombers and cruise missiles – have made headlines, it is the threats to those quasi-state-based fishery operations, surveillance and dual-use marine scientific research expeditions that will probably develop into persistent challenges requiring constant attention and regular management. These threats are often more opaque and harder to define, sometimes difficult to tie directly to an adversary government, yet still indirectly linked to state actors with malign intent. This is not to say that the emerging military threats from Russia, and even China, in the Arctic can be ignored, but rather that these should be considered continental or even global challenges, rather than Arctic-specific dangers requiring a greater military presence and response capability in the region.5 The nature of the emerging military threats points to a growing need for surveillance and detection and, when necessary, interdiction by assets based further south. Responding to real or perceived adversarial threats with a greater allied combat capability in the Arctic itself would represent an overinvestment and misunderstanding of these emerging threats. While the emerging security dynamic demands new platforms and capabilities, these will be most effective when geared to the constabulary end of the defence spectrum. Deterrence and defence will also mean more than new ships and technologies; it will require a consistent presence, improved situational awareness and the ability to scale our national and international response to a wide range of both obvious and nebulous threats. This paper is an overview of that evolving threat environment and how Canada might respond.

Only a short time ago, considerable enthusiasm existed in Finland regarding Beijing’s efforts to forge an “Arctic corridor” of railroads and undersea tunnels, satellite ground stations, an airport for scientific expeditions, and massive biorefineries. In this, Finland was not alone but represented only a small branch of China’s comprehensive thrust to permanently establish a presence above the Arctic Circle. Yet, with the recently emerging geopolitical turbulence, China’s Arctic expansion is facing a standstill, even in Finland, which long seemed like its most viable partner in the region. By applying for NATO membership along with Sweden, Finland is turning westward, practically closing the gates on China’s Arctic expansion beyond Russia. Its story serves as an interesting microcosm on the rise and demise of China’s Arctic policy.
