Heydar Aliyev, nation affirmer and state builder, was among the most significant statesmen of his era. Of humble origins in a place distant from Baku, he gained early prominence within his native Azerbaijan and then rose quickly in the Soviet hierarchy during the late 1960s. By the 1980s he was among the leading power players in Moscow and decisionmakers of the Soviet Union. This experience was crucial when he returned to lead his native Azerbaijan in the 1990s in far from ideal circumstances. Thanks to his strategic thinking and ability to chart a complex path among national, regional, and world leaders, Heydar Aliyev set Azerbaijan firmly on the track that led it to become the successful middle power it is today.

Abstract:
This paper explores the climate change, conflict, and state-building nexus, challenging the prevailing one-dimensional view of this relationship. While global actors like the UN Security Council and the European Union recognize climate change as a "threat multiplier" that intensifies conflict risks, this paper argues that state-building processes can also significantly influence the impact of climate change. By examining the story of Basra, Iraq, this case study highlights how Iraq's vulnerability to climate change is not solely a consequence of environmental factors but also stems from the enduring legacy of decades of war. This vulnerability, coupled with the state's limited monopoly of violence, creates a feedback loop wherein non-state actors strengthen their control over territory and resources as the state’s climate change vulnerability increases. The findings of this analysis have implications for climate change mitigation and adaptation efforts, underscoring the need to address both conflict dynamics and state-building processes to effectively tackle climate change.

In the 85 years since the evocation of the two-state solution (i.e., a Jewish state and a Palestinian Arab state living side by side in peace and security), not a single Palestinian Arab leader has ever evinced any true liking for the idea or acted in a way signifying an unqualified embrace of it. Allowing their anti-Jewish hatred and obsession with violence to get the better of them, Palestinian leaders have repeatedly dragged their hapless constituents into disastrous conflicts that culminated in their collective undoing and continued statelessness. So long as Palestinian society does not undergo a comprehensive transformation that will sweep the corrupt and oppressive PLO and Hamas regimes from power, eliminate endemic violence from political and social life, and teach the virtues of coexistence with Israel, the two-state solution will remain a pipe dream.

Papua New Guinea (PNG) is one of five priority countries under the U.S. Global Fragility Strategy. The U.S. government has made a 10-year commitment to addressing fragility in PNG and is currently planning its approach. PNG presents unique operating challenges for the U.S. government’s implementation teams due to the complex factors driving fragility in the country and limited U.S. government presence on the ground. The key challenge facing policymakers is to generate clarity and consensus on what factors of fragility the United States will address, how the United States will develop a bespoke operating model in PNG, and who will be critical to these efforts.

Abstract:
To date, there is limited understanding about the consequences of wartime dynamics for post-war state-building processes. This paper explores one such dynamics—the forms of governance exercised by armed groups during wartime—and proposes a theoretical framework outlining how forms of wartime governance affect trajectories of state-building in the aftermath of civil wars. Six possible trajectories are mapped out: stable democracy, weak democracy, stable autocracy, fragmented rule, contested autocracy, and durable disorder. Each trajectory is shaped by the interaction between two dimensions of wartime governance: how armed groups build institutional capacity in wartime and the characteristics of wartime civilian rule by armed groups. The core argument is that civil wars generate within themselves bureaucratic and institutional capacity—through how armed groups govern territories and civilians within them—that under certain circumstances may be harnessed in the post-war period to build states capable of governing. The characteristics and durability of those forms of wartime governance shape the type of statebuilding and political regime trajectories that emerge in the post-war period.
