Abstract:
The East Asia Institute (EAI) presents key insights from a web-based public opinion survey conducted following the 22nd general election in 2024. The survey aimed to analyze the factors influencing voter behavior and the landscape of political perceptions. The findings indicate that controversies involving the President`s family and close associates, and policy issues?such as rising costs of living and the proposal to increase medical school admission quotas?were pivotal in shaping voter decisions. Furthermore, the survey reveals a prevalent sentiment among voters that Korean society is characterized by inequality and significant intergroup conflicts. A consensus also emerged on the necessity of electoral systеm reforms to mitigate political polarization and more accurately reflect public opinion.

Asia is home to over half of the world’s population and faces immense challenges from climate change impacts. Despite receiving more climate finance than other regions, Asia's needs far outpace current flows, highlighting the urgency for enhanced transparency and accelerated reforms. “Asia’s Climate Finance Needs & Opportunities: Advancing a Shared Vision” provides a comprehensive analysis of climate finance flows to developing countries in Asia, emphasizing the need for reforms to the global financial architecture. This report, launched by the Asia Society Policy Institute, takes stock of current financial flows, assesses how global financial reforms could enhance these flows, and offers recommendations for moving forward from an Asian perspective. The study highlights Asia's diverse climate finance needs, the role of China’s development finance in the region, and the challenges posed by varying needs across subregions. It underscores the importance of harmonizing data and standards to improve transparency and support equitable distribution of funds. Key recommendations include adopting a “whole-of-economy” approach, repurposing fossil fuel subsidies, and increasing finance for adaptation efforts by tapping into the private sector. These strategies aim to address the unique climate and development needs of Asia and support its transition towards sustainable growth.

33. Unequal Burdens: Corruption’s Impacts on People with Intersectional Identities in Lebanon

Abstract:
Lebanon, once celebrated for its cultural vibrancy and economic prosperity, now grapples with embedded corruption and dire prospects for reform. Lebanon’s multiple layers of social, confessional, ideological, economic, and cultural identities are governed by varied laws or rules. This creates space for corruption to combine with discriminatory practices. This assessment, Unequal Burdens: Corruption's Impacts on People with Intersectional Identities in Lebanon, focuses on corruption and its effects to measure how perceptions and experiences differ among marginalized groups and to identify any unique effects that people with intersectional identities encounter, with a focus on perspectives from outside Beirut, including Tripoli, Akkar, Baalbek, Bekaa, and surrounding areas. In 2020, IFES conducted an intersectionality assessment, Identity, and Politics in Lebanon, which found that marginalized groups in Lebanon experience multiple levels of exclusion based on social identities, including gender, disability, age, religion, sexual orientation, and refugee status. Individuals with intersectional identities are even more significantly impacted by the complexity and inherent inequality of Lebanon’s political and social systems. Lebanon has 18 officially recognized religious sects that are governed by 15 personal status laws enforced by religious courts. Social identity and the role of religion in politics both contribute to conflict and lack of consensus. These are compounded by socio-economic factors, including an imbalance in access to services – especially outside the capital, low exposure to economic and educational opportunities, limited inclusion in public service, and youth unemployment. Legal obstacles created by personal status laws and the discriminatory application of other laws seriously hinder the ability of marginalized groups to act as full and equal citizens. In early 2020, the Lebanese government introduced a new anti-corruption law and began work on a new National Anti-Corruption Strategy. Despite the new laws, Transparency International’s 2022 Corruption Perceptions Index placed Lebanon 150th of 180 countries, a decline from its rank of 128th in 2012. IFES’ assessment found that corruption is disproportionately impacting people from marginalized groups. Research identified the following key findings: Corruption on the Community Level; Corruption on the Individual Level; Impact of Corruption and Discrimination on Marginalized Groups; Impacts of Corruption on Civic Participation; Corruption as a Facilitating Factor for Participation in Public Life; Corruption as a Hindering Factor for Participation in Public Life.

34. Trust and Remuneration for Elected Representatives

Abstract:
The rise of the Aragalaya (“The Struggle” in Sinhala) protest movement in Sri Lanka, triggered by the government’s defaulting on its debts in April 2022, highlighted the public’s belief that some of its elected officials are untrustworthy and corrupt. Demand for reforms is high; a supermajority of survey respondents in Sri Lanka in 2023 agreed that enforcing anti-corruption mechanisms equally across political parties (76 percent) and having an impartial judiciary (79 percent) and strong institutions with politically neutral or independent structures (72 percent) would increase their confidence in elected officials. Similar dissatisfaction with elected representatives and demand for reform and accountability can be observed in many countries that have been reeling from overall dissatisfaction with and, in some places, abandonment of, democracy. In hopes of building more resilient democracies that are bolstered by democratic trust, the International Foundation for Electoral Systems (IFES) undertook this research project. It compares the formal and informal remuneration that elected officials receive in Ecuador, Nepal, New Zealand, and Sri Lanka. This comparative research identifies 16 categories of benefits given to and restrictions placed on elected officials. These serve as a menu of options for others. The research also uncovers two ongoing challenges in rebuilding trust in elected officials via remuneration reform: constituents’ perceptions that officials receive more financial compensation than they actually do, and officials’ receipt of informal benefits. This research leads us to make five recommendations to countries considering remuneration reform or reflecting on their current practices: Ensure reasonable remuneration that is responsive to economic and other pressures. Keep the public informed about remuneration practices and, importantly, any changes to them. Require asset and income disclosure to increase transparency around officials’ earnings. Limit benefits extended to officials’ family members and prohibit nepotism. Limit unnecessary international travel and manage perceptions of abuse. Countries that strive to incorporate these reforms into their legal frameworks or common practices may help build a virtuous cycle of remuneration for and earned trust in elected officials. Improved trust may ultimately contribute to stronger, more resilient democracies.

35. A scramble for legitimacy: Iraq’s political elites since the October 2019 protests

Abstract:
Iraqi political elites exhibited a variety of responses to the 2019 October protests, the largest demonstrations in post-2003 Iraq. Muqtada al-Sadr, a cleric-turned politician and leader of the Sadrist movement, vacillated between attempting to co-opt and repressing the protests. Other Shi’a political elites portrayed the predominantly Shi’a protestors as foreign agents and encouraged violent repression. Yet others who urged reform and response went largely unheard. Iraq’s political system emerged largely unscathed from the protests, even though the threat of recurrence inspired the new government to undertake limited service-oriented reforms. However, traditional political elites continue to view reformists, including the politicians that emerged from the protest movement, as illegitimate usurpers of governing power they feel rightly belongs to them.

Abstract:
This Policy Brief offers insights into the bargaining process that both reflects and sets limits for political change in Jordan. It argues that neither permissiveness to organise protests nor their actual occurrence improves the prospects of meaningful political reforms. Instead, protests usually serve as a strategic tool in the interests of particular elites. In Jordan, elites and social movements commonly develop vertical ties instead of different social movements working together to press for change bottom-up, as is more usual elsewhere. Broadly, Jordan’s political context makes it possible for elites and political authorities to co-opt social movements by supporting limited changes that respond to their demands, as long as these fit within the prevailing political settlement. Ultimately, protests tend to reinforce the status quo rather than challenging it. Social movements are therefore faced with the dilemma of accepting co-optation to facilitate incremental changes, or to stick to a more radical stance that risks being ineffective or even triggering repression. But mounting economic headwinds mean that some reform of Jordan’s political system is inevitable if political instability is to be avoided. Mechanisms such as referendums and popular initiatives can provide a viable path forward if they are designed to operate on the frontiers of the existing framework and respect the position of the monarchy. Such initiatives can engage citizens more directly in reform processes and ensure their voices are heard in a more meaningful way. Jordan’s dependence on foreign funding provides European policy makers with a lever to condition continuous support on steps in this direction.

37. The Mexican Space Industry: Past, Present, and Future

Abstract:
Mexico has been a participant in the ever-evolving global space industry for almost four decades now. Over that period, there have been opportunities for the country to enter the emerging field as a prominent actor. However, upon a close analysis of Mexican history, it is evident that this particular industry was most likely defined by private commercial needs first and social needs second.1 As demand for space technology grew, the need for a space agency became ap- parent. However, the Mexican Space Agency’s development was misconstrued from its inception. Its purpose was to financially stimulate the Mexican space industry as opposed to centering on the development of an astronaut program or the construction of rocket technology. The initial financing of $800,000 did not properly set the agency up for success. At the time, it was believed that Mexico would catch up to Brazil and Canada in their technological development over a period of ten years.2 However, the test of time has proven this to be far from the case. In the years that followed, Mexico was again presented with an opportunity to change its course with the Space Activities Constitutional Reform gaining traction in 2023. This reform would prioritize Space activities as a means of national development and grant the country’s Congress the rights necessary to create secondary laws to regulate the industry for both government and com- mercial players. By allowing not only national but also international players to get involved, Mexico would become a more prominent player in the Space Industry.3 As the commercial space industry continues to grow into projected estimates of $1 trillion or more by 2040, Mexico finds itself in an ideal moment to regulate its own space activities to encourage active participation in the field.

This paper will examine the gap between the promises and self-perception of the EU and its member states in North Africa, and the realities of implemented policies. It is true that the founding principle of the EU, i.e., to promote peace and prosperity, has never been more pivotal in policy frameworks. However, Europe on the level of both the EU and its member states is confronting complex post-COVID dynamics such as major life changes, further weakening of vulnerable economies, and deeper sociopolitical fractures. Added to this dangerous mix of challenges, the invasion of Ukraine is not only a violation of the latter’s territorial integrity and sovereignty but is also a symptom of an overall weakened security order both in Europe and abroad (De Clerck-Sachsse, 2022). At a time of multiple crises, it is imperative to reassess Europe’s partnerships in North Africa to develop a new narrative that is based on realistic advantages and limitations.

39. Ukraine’s Practical Steps towards NATO

NATO heads of state and government will gather in Washington on 9-11 July to mark the Alliance’s 75th anniversary. While a third year of full-scale war rages in Europe, they will need to guard the tone of their celebrations. But it would be remiss of the Allies not to recognise the importance and success of their organisation. NATO remains the essential transatlantic forum. It has had huge positive impact on security in Europe and elsewhere, built shared understanding and purpose among a growing number of members, and successfully adapted to decades of changing circumstances. There is much to applaud. But there is also work to be done. The summit’s main business will concern Ukraine, defence and deterrence, and burden-sharing. While there are unlikely to be big announcements, the summit should play a significant role in ensuring that the decisions taken in Madrid in 2022, and Vilnius in 2023 are properly implemented. This series of briefs examines some of the key issues for the Washington Summit. Ukraine recognises that while it is unlikely to be invited to join NATO any time soon, there is much it can do to prepare itself in advance of a formal invitation. In the final brief of the series, Maksym Skrypchenko describes Ukraine’s progress in implementing its defence reform agenda, focusing on its record of adopting NATO standards, and outlines the challenges of doing so in wartime. The continuing support of NATO Allies will be essential to these efforts.

The Maghreb policies of the four most influential EU member states are diverging, driven by national politics and their interaction with developments in the region. Italy is pushing an ‘engagement-first’ strategy for Tunisia and building energy links with Algeria, while Spain has tilted strongly towards Morocco. France’s relations with Maghreb countries are complicated by historical legacies and regional expectations, Germany is pulling back as hopes for democratic reform have faded. These divisions risk allowing Maghreb leaders to set the agenda of relations with Europe, frustrating longer-term European interests in promoting stability, reform, and effective governance. A better European approach would use strong bilateral relationships as entry points to pursue a more coordinated policy, building on areas in which EU interests converge.
