31. The Evaluation of the UN Peacekeeping Operations: Successes or Failures?

Abstract:
The United Nations Peacekeeping Forces are the forces tasked in order to end conflicts or impede potential conflicts from emerging. Forces’ main aims are among with variety to their relationship with the conflict, fundamentally can be regarded as ending the conflict and protecting the civilians. Troops deployed to conflict zones may change unsteadiness at success and failure related to the operation’s mandate and capacity. In this context, UN PKOs can be regarded as success or failure criteria discussed in the literature. Criteria as a result of evidence gathered in the aftermath of the check of the literature will be determined and applied to cases overall. Eleven criteria obtained from the literature review will be analysed in conjunction with 10 cases wherein the UN PKOs are conducted. As a consequence of this analysis, cases will be assessed as success and failure.

32. The Case for Sending a Multinational Force to Gaza

Abstract:
While the current Israeli military operation seeks to degrade the military capabilities of Hamas, the Israeli government has not put forward a coherent plan for what should happen to the Gaza Strip once the operation is over. The United States, the European Union and other key allies of Israel have stated their objection to an Israeli re-occupation of the Gaza Strip. Instead, the US administration and several other key actors have indicated their preference for the Palestinian Authority to govern Gaza. However, the President of the Palestinian Authority, Mahmud Abbas, and other prominent Palestinian figures have made it clear that they do not wish to take over the running of Gaza immediately after Israel’s military operation with no political horizon in sight. In the longer run, they expect to see the Gaza Strip incorporated into an independent Palestinian state. Importantly, the Palestinian Authority currently does not have the capacity to take over and govern the Gaza Strip. An interim solution that could assist in the governance of the Gaza Strip, while providing security and preventing further attacks on Israel, is deploying a large multinational peacekeeping force with a clear mandate and robust rules of engagement. In terms of its mission, size, mandate, and rules of engagement, such a multinational force would need to resemble KFOR in Kosovo and INTERFET in East Timor much more than the ineffective UNIFIL mission in southern Lebanon, which proved incapable of keeping Hezbollah forces away from Israel’s border. An effective peacekeeping mission in Gaza would have to fulfil three interlinked tasks. Security: It is still unclear how the present military operation in the Gaza Strip will end. If Israeli forces withdraw while there are still militant groups with the capacity for violence within Gaza, the multinational force may have to engage in peace enforcement. Under Chapter VII of the UN Charter, peacekeepers can be authorised to target particular actors, demobilize warring parties and decommission their weapons, and to support the transfer of territorial control from illegitimate non-state armed groups to legitimate authorities. The multinational force could assume gradual responsibility over parts of the Gaza Strip as part of a phased Israeli withdrawal. Careful coordination between the IDF and the peacekeeping mission will be crucial. Governance: The multinational force must prevent a vacuum in governance in Gaza. Part of its mission should be to ensure that basic civil authorities and essential services return to work and continue to function, and that internally displaced refugees can be temporarily accommodated and eventually return to their homes. An internationally-appointed High Representative should lead the mission’s civilian efforts, paving the way for a phased handover to Palestinian control. Reconstruction: The Gaza Strip is currently experiencing unprecedented levels of destruction. The multinational force can play a key role in initial reconstruction efforts, ensuring the supply of electricity and water returns quickly, and minimizing any hazard caused by unexploded ordnance, Hamas tunnels, and sewage spillages. Deploying multinational forces in Gaza will send a very clear message to Palestinians, Israelis and the rest of the region that there will not be a return to the status quo ante of “managing the conflict”. A peacekeeping mission in Gaza will be an interim phase and must be part of a broader diplomatic settlement that will include Israelis, Palestinians, key regional actors, and the international community. * This document is part of a series of policy papers which is a product of a joint project by the Mitvim Institute and the Berl Katzenelson Foundation to reflect on the post-war era with the support of the new Israel Fund. 33. New Technologies and the Protection of Civilians in UN Peace Operations

Abstract:
The United Nations has increasingly focused on the modernization of peace operations, including through the Strategy for the Digital Transformation of UN Peacekeeping. However, the full potential of the link between digital transformation, new technologies, and peacekeeping has not yet been realized, particularly when it comes to the protection of civilians (POC). Too often, the Department of Peace Operations (DPO) deploys new technological tools first and only then determines how to apply them to POC objectives. As a result, mission staff are often harnessing technologies for POC in an ad hoc manner. One of the main ways new technologies can contribute to POC is through timely and effective early-warning mechanisms. Platforms like SAGE and Unite Aware can help missions analyze data on threats and violence against civilians. Intelligence, surveillance, and reconnaissance tools like satellite imagery and unarmed aerial vehicles (UAVs) can aid in the collection of such data. The monitoring of communication platforms can also provide contextual information and insight into trends in public opinion, giving clues about future waves of violence. This paper attempts to contribute to the ongoing reflection on the interaction between new technologies and POC, particularly in relation to early warning. The paper reviews peace operations’ use of new technologies and data, which could be further used for early warning for POC. It then discusses the limitations and risks of the use of new technologies for POC, particularly around data protection and privacy. The paper concludes by calling for a theory of change for how new technologies can contribute to POC in peacekeeping operations.

34. Local Perceptions of UN Peacekeeping: A Look at the Data

Abstract:
Recent anti-UN protests have fueled concerns that some UN peacekeeping operations are facing a “crisis of legitimacy” among host-state populations. Without local legitimacy, there are questions about whether peacekeepers should be present. Peacekeeping operations also depend on local legitimacy to effectively implement their mandates. It is therefore important to understand how local populations perceive UN peacekeepers. While researchers have studied local perceptions within specific peacekeeping contexts and compared historical data on local perceptions in past peacekeeping operations, few have compared recent data on local perceptions of current missions. This article therefore explores existing data on local perceptions of the four current multidimensional UN peacekeeping operations: the missions in the Central African Republic (CAR), the Democratic Republic of the Congo (DRC), Mali, and South Sudan. This data points to several cross-cutting insights that could help inform conversations around local perceptions of UN peacekeeping. The paper concludes that there is wide variation in perceptions of peacekeepers, both between and within peacekeeping contexts and across time. This means that it rarely makes sense to talk about UN peacekeeping operations having or lacking “legitimacy.” Instead, they have multiple “legitimacies.” Understanding the factors behind these legitimacies requires better data on and nuanced analysis of local perceptions.

35. Responsible Management and Use of Data in UN Peace Operations

Abstract:
In recent years, the UN has embarked on an ambitious project to use data more extensively and effectively to improve the safety of peacekeepers and the implementation of peace operations’ mandates. The increasing availability of various types of data in UN peace operations and the development of new tools for its acquisition and analysis present novel opportunities, enhancing peace operations’ ability to predict and respond to violence; understand the population’s sentiments towards peacekeepers; and provide better analysis to senior mission leadership, UN headquarters, and the UN Security Council. However, UN peace operations’ greater use of data also increases their vulnerability to irresponsible handling of data, information leaks, and cyberattacks and raises ethical challenges over data ownership, host-state sovereignty, the potential to cause social harm, and algorithmic biases. This issue brief provides an overview of how UN peace operations acquire data and use it in their decision making. It also discusses UN policy frameworks on responsible data management and analyzes the challenges peace operations face in acquiring, using, and disseminating data. It concludes with recommendations for member states, UN headquarters, and peace operations personnel to manage and use data more responsibly and effectively: Improve the data-management skills of UN personnel; Strengthen the policy framework for the effective and responsible use of data; Provide adequate and predictable funding for data acquisition, analysis, and use; Enhance internal and external communication about the ways in which UN peace operations gather and use data; and Encourage the proactive use of data in strategic decision making.

36. Not a Silver Bullet: The Push for Assessed Contributions for African-led Peace Support Operations

The United Nations (UN) secretary-general has revitalized the stalled effort to provide African-led peace support operations with access to UN assessed contributions through his call for a new generation of peace enforcement operations led by regional forces, with guaranteed, predictable funding. The push to provide African-led peace support operations with access to UN assessed contributions is both a political signal of support for the African Union (AU) partnership as well as an opportunity to enhance the effectiveness of African-led operations. As such, it is important for the deliberations in the Security Council on financing to take technical issues into account to ensure that expectations are properly managed, and that any decision taken by the Security Council leads to a more effective approach to responding to peace and security challenges in Africa. This paper, which should be read in conjunction with the 2023 report of the secretary-general on considerations related to the financing of AU peace support operations, focuses on technical questions relevant to the use of assessed contributions. Access to assessed contributions can enhance the effectiveness of African-led peace support operations (PSOs) by providing more adequate, sustainable, and predictable funding. However, access to UN assessed contributions is not a silver bullet because UN support arrangements are not optimized for African-led PSOs and because certain types of support are only appropriate for certain types of PSOs. Moreover, assessed contributions come with drawbacks that may erode the comparative advantage of African-led PSOs in rapid response.

Abstract:
This text analyses the conditions in which the Central African Republic, a failed state emerging from an existential crisis, is able to play on its own weaknesses and a particular regional and international configuration to coerce the political arena, terrorizing its own population by creating an enemy that is inevitably foreign, and using Russia as an instrument to perpetuate itself. The means and techniques of coercion are extremely modern, even if they are based on a repertoire of coercive practices already well established in Central Africa. Such authoritarianism is based on the construction of a specific threat (transnational armed groups), a lacklustre international community that is exhausting itself in implementing outdated solutions, and a security offer that relegates UN peacekeeping or European training missions to the sidelines: Russian and Rwandan military involvement reflects a desire to substitute the regional and international management of the crisis, while at the same time maintaining a concessionary economy in the mining and agricultural sectors, the primary beneficiaries of which continue to be the rulers in Bangui.

38. Contingent-Owned Equipment and Environmental Considerations in UN Peacekeeping Operations

Peacekeeping operations are among the largest contributors to the UN’s environmental footprint, as well as the biggest potential vectors for pollution. Without strong environmental standards, these operations risk not just damaging local environments, but also negatively impacting the health and safety of local populations and compromising the UN’s reputation and legitimacy. The UN has taken steps to improve its missions’ environmental practices, but these efforts have largely focused on the actions of the UN Secretariat and not those of member states. Less attention has been paid to the role of member states, which supply a considerable portion of the equipment used in peacekeeping operations. This issue brief analyzes how environmental considerations have emerged in discussions about UN peacekeeping operations and the financial incentives governing contingent-owned equipment (COE). It provides an overview of UN peacekeeping missions’ environmental footprint and the policies that have emerged in response. It also examines the evolution of environmental issues in the UN General Assembly’s COE Working Group, the dynamics that affect how member states engage in these negotiations, and current best practices for improving environmental standards for COE. The paper concludes by suggesting important points member states should consider in future discussions surrounding the COE framework: Member states will need to expand their focus beyond renewable energy to consider the myriad of ways in which their deployments impact the environment, including waste and pollution. Adjustments to the COE framework hinge on progress both by member states and by the UN Secretariat. Member states would benefit from a dedicated forum for sharing data and best practices on environmentally friendly equipment. The pace of climate change-induced environmental degradation is accelerating, with an especially profound impact on conflict-affected countries. Reducing missions’ environmental footprints is necessary not just to mitigate environmental degradation but also to improve their ability to implement their mandates.

39. The UN Environmental and Climate Adviser in Somalia

Abstract:
The UN Assistance Mission in Somalia (UNSOM) was among the first special political missions to receive climate-related language in its mandate, reflecting Somalia’s acute vulnerability to the impact of climate change. In 2020, UNSOM also became the first mission to have an environmental and climate adviser deployed to help implement this mandate. The adviser’s work is structured around three pillars: Mainstreaming the environment and climate throughout the mission’s mandated areas of work; Coordinating UN agencies, government actors, and NGOs working on climate across the humanitarian, development, and peacebuilding sectors; and Supporting the government in developing, funding, and coordinating its climate action plans and policies. This issue brief reviews the role of the environmental and climate adviser in Somalia, including their areas of work, successes, challenges, and opportunities for replication in other mission settings. Strong buy-in from both mission leaders and national and regional counterparts has facilitated the adviser’s ability to help the mission implement its mandate relating to climate change, environmental degradation, and other ecological challenges. Furthermore, the adviser has successfully helped to coordinate climate-related work, incorporate strategic analyses into climate-related risk assessments and responses, and liaise with local actors. The adviser has also faced challenges, including the broad scope of work tasked to a single person and the unique set of skills required, as well as the political contention surrounding the concept of climate security. The brief concludes by looking ahead to the growth of environmental and climate advisers in other UN missions and the importance of understanding and addressing interlinkages among climate, peace, and security as the impacts of climate change accelerate.

Environmental degradation, including degradation caused by climate change, armed conflict, or the illegal exploitation of resources, can be a catalyst for violence against civilians. While addressing environmental degradation goes well beyond the mandates of UN peacekeeping operations, missions are increasingly focusing on climate-related security risks, and several missions have environment and climate-related language in their mandates. Overall, however, missions’ work in this area remains ad hoc. This issue brief discusses how peacekeeping operations can better factor environmental and climate-related security risks in planning and implementing protection-related activities. It provides an overview of the impact of environmental degradation on armed conflict and the impact of armed conflict on environmental degradation. The paper then highlights current best practices for considering the environment and climate in protection-related activities in peacekeeping. The brief concludes by suggesting that UN peacekeeping operations include environmental and climate security considerations in their assessment, planning, and implementation of mandated activities related to protection through a whole-of-mission approach and in close partnership with the UN country team and the host government. It also suggests that missions continue exploring opportunities for new approaches, including environmental peacebuilding and mediation.
