1. From Pledges to Progress: Tracking climate finance flows and accountability in Nigeria and Uganda

Abstract:
Oxfam’s Climate Finance Shadow reports have shown that high-income countries have failed to deliver on their commitment to mobilize climate finance for low- and middle-income countries. In 2024, two country reports, on Uganda and Nigeria, were published that analyzed how the insufficient international climate finance that is reaching their governments is being spent at national and subnational level. The two reports also lay out ways for how civil society can track these flows, ensure meaningful community participation, and hold their governments accountable. This paper analyses the findings and commonalities from the reports on Uganda and Nigeria, and includes recommendations for climate finance providers, national and subnational governments, and civil society on how climate finance can be spent fair, transparent, accountable and in an inclusive manner.

Abstract:
The government of Gambia has committed to implementing the recommendations of the Truth, Reconciliation, and Reparations Commission (TRRC) through further transitional justice measures. Three decades of experience in Africa show that a transitional justice process as a whole is more likely to be effective if it is rooted in popular participation, particularly of victims/survivors and communities affected by violence. This policy brief is written for the Steering Committee leading the implementation process and for the Ministry of Justice and other government ministries and agencies supporting implementation efforts. The brief provides actionable guidance on how to ensure post-TRRC transitional justice measures – including reparations, justice and accountability, and institutional reforms – are inclusive and participatory. In line with the African Union Transitional Justice Policy, the brief emphasizes the value of both formal, state-run measures and non-formal, civil society-led measures, especially in combination. It is based on lessons from the TRRC's efforts to promote participation, as well as those of non-formal measures like the Listening Circles created by Women in Liberation and Leadership.

3. Transitional Justice in the Gambia: Enabling Popular Participation

Abstract:
This research report examines the level of popular participation in The Gambia's transitional justice process to date and provides recommendations for ensuring more meaningful participation going forward. It begins with an overview of both formal and non-formal measures in The Gambia, before analyzing in detail the dynamics of participation in the formal measure of the Truth, Reconciliation, and Reparations Commission (TRRC) and in non-formal measures, particularly Listening Circles established by Women in Liberation and Leadership. The study finds that while the TRRC sought to ensure broad-based participation and to gather evidence from a range of victims/survivors and perpetrators, it fell short in areas like sexual and gender-based violence. The sensitive nature of such crimes in the context of existing socio-cultural norms and practices hindered victims/survivors from approaching the commission. Additionally, the TRRC struggled to reach communities where Jammeh has strong support, with the commission being construed as part of a political agenda. Non-formal measures, run by civil society, filled some of the TRRC's gaps and contributed to wider participation of citizens in the process. To promote more meaningful participation in and across both formal and non-formal measures, we provide actionable recommendations for state actors, particularly state representatives on the Steering Committee leading the TRRC recommendations implementation process and the Ministry of Justice and other government ministries and agencies supporting implementation efforts. We also provide recommendations for multilateral actors supporting transitional justice in The Gambia, including international and regional organizations such as the African Union and the United Nations, state donor bodies, private foundations, and international nongovernmental organizations.

Abstract:
Statements on the need for popular participation are increasingly common in international and national transitional justice policy and literature, yet little guidance is available on how to put participation into practice. Based on empirical research in The Gambia and Somalia and with multilateral actors supporting transitional justice in Africa, this research report examines what participation looks like and provides actionable recommendations for enabling participation in a more meaningful way. The findings are relevant for transitional justice policy makers, practitioners and scholars on the continent and beyond. The study builds on the African Union Transitional Justice Policy's provisions for community participation and acknowledgement of both formal, state-run measures and non-formal, civil society-led measures as transitional justice. The findings show that meaningful participation requires four main commitments on the part of multilateral, state and civil society actors: 1) mainstreaming, 2) localisation, 3) decentralisation, and 4) recognition of non-formal measures. Participatory transitional justice results in more inclusive, contextualised and effective processes, with broad-based buy-in for sustainable outcomes.

5. Climate Plans for the People: Civil society and community participation in national action plans on climate change

Abstract:
In 2024, all countries will be updating and submitting their Nationally Determined Contributions (NDCs). These national climate plans outline commitments towards tackling climate change. These plans impact all walks of life and must therefore be inclusive of the whole of society. By examining recent practices across 11 countries, Oxfam found that NDCs were not sufficiently inclusive, often failing to involve civil society and communities who bear the burden of climate change and the impact of climate transition plans. This paper explores who the main actors are in NDCs, which stakeholders have not been included, and why. In order to foster a sustainable, equitable, and inclusive social, economic, and political environment for climate action, the paper makes recommendations for the UN, governments, donors, international agencies and civil society.

6. Increasing Civil Society Ownership of National Climate Plans: Lessons drawn from Senegal’s NDC experience

The issue of civil society participation in the processes of developing, implementing, and monitoring national climate plans is crucial to ensuring that these ambitions are both acceptable to the populations and, beyond that, that they align with a trajectory of sustainable development beneficial to all actors in Senegalese society. This case study aims to analyze the degree of involvement through consultations with a variety of civil society actors, as well as members of the administration and international partners active in the fight against climate change. While some believe that civil society participation has progressed significantly in recent years, the vast majority feel that the level reached is still insufficient. Barriers to civil society’s appropriation of climate issues include, among others, the lack of representativeness of grassroots organizations and vulnerable groups, as well as the unfamiliarity of civil society organizations (CSOs) and community-based organizations (CBOs) with the processes, objectives, and stakeholders of the National Climate Plan (NCP), meaning that many civil society actors are rarely aware of their contribution to its implementation even though they are involved. The study also shows how limited human and financial resources reduce the possibility of broad participation by civil society organizations, especially outside the capital. This raises the question of a fair, adequate, and targeted allocation of climate financing to meet the ambitions of climate policies in Senegal. This report presents recommendations to overcome barriers that may explain low ownership of national climate plans by communities, in order to propose ways for populations to be key actors in an ambitious ecological transition in Senegal.

7. Performing Diasporic Resistance: (Re)Claiming the Heritage Language

Abstract:
“All wars are fought twice, the first time on the battlefield, the second time in memory,” writes Pulitzer Prize-winning author Viet Thanh Nguyen.1 In the landscape of memory, language is the theater of war. Through language, we frame the narratives of our experiences and transmit those narratives for the historical record as individuals and collectives. The chronology and processes so profoundly articulated by Nguyen have merged in the recent decade such that combat on the physical battlefield does not necessarily precede the curation of narratives about the war. They now take place synchronously. Due to advances in digital media and communication technologies, the landscape, strategies, and potential combatants have outgrown geographic, physical, and temporal limitations. Civilians can now participate in military conflicts through digital and participatory warfare enabled by the hyperconnected battlefield of social media platforms. In parallel with actual fighting in combat zones and the official narratives of the states involved in war, new participatory modalities within a global digital battlefield are impacting the representation, perception, participa- tion, and memorialization of conflict. The mobilization of transnational human resources by diasporas can enlarge the scope of civilian participation in warfare, impacting war’s narration, cura- tion, and framing. In this current environment, language becomes the theater of war, not just within the post-combat landscape of memory, but also during combat—in the parallel digital battlefields of modern-day participatory warfare. It is, therefore, important to consider how language is viewed and used during war, particularly the heritage language of diasporan civilians. More specifically, we must assess the extent to which the heritage language is employed as both a symbolic and strategic tool in wartime transnational activism in processes through which diasporic identities are fashioned. In this essay, I examine the role of the Armenian language in the unprecedented transnational mobilization of Armenian communities across the globe during and after the 2020 Nagorno- Karabakh War.2 I argue that transnational actors (re)claimed the Armenian language as an act of resistance in the context of participatory warfare, which not only intensified the existing symbolic range of the Armenian language as a central identity marker, but also introduced a novel instrumental element for many Armenians.

Abstract:
Despite the international campaigns and conferences held on the need to enhance gender equality in every facet of human endeavor, there is still a wide gap between the level of women’s and men’s participations in politics and decision-making positions in Nigeria. One of the ways women participate in politics is by playing the role of first ladies. This paper, therefore, examines women’s participation in politics, political corruption vis-à-vis first ladies’ roles in Nigeria. Anchored on feminist theory as its theoretical framework, the paper made use of secondary sources of data, such as textbooks, journals, reports on international conferences, conventions and agencies, internet sources, magazines and newspapers. Findings revealed that the first ladies initiate pet projects to showcase themselves in public, use the office for personal aggrandizement and promote the agenda of their husbands in power. These projects serve as means of looting the state treasury, thus having negative implications on the socio-political development of Nigeria. This paper concluded that, although the pet projects are aimed at achieving developmental objectives, they are means of official looting of the state treasury, thereby having debilitating implications on national development of the Nigerian state. It is therefore recommended among others that the culture of good governance be practiced to check the malfeasance of the first ladies in governance in Nigeria

Women’s participation in the design and implementation of Ukraine’s recovery programs is critical to maximize the effectiveness of the reconstruction process, take into account differentiated needs, and bolster post-conflict development. Key recommendations: Promote women’s participation, leadership, and decision-making in Ukraine’s planning frameworks and recovery process. Ensure new funding enables women’s active participation in Ukraine’s recovery and advances gender equality. Establish a gender-sensitive monitoring mechanism for the Ukrainian government to report on recovery progress and collect and analyze sex-disaggregated data. Prioritize the re-establishment of critical social infrastructure and services. Integrate gender equality in Ukraine’s EU accession commitments.

10. Full, Equal, Meaningful, and Safe: Creating Enabling Environments for Women’s Participation in Libya

Abstract:
Historically, the women, peace, and security (WPS) agenda’s four pillars—prevention, protection, participation, and relief and recovery—have largely developed along separate trajectories. This has started to change with the UN Security Council’s recent progress in recognizing the link between women’s participation in peace and security and their protection, as well as the need to create “enabling environments” for women’s participation. Nonetheless, there is often a gap between international frameworks on participation and protection and the realities experienced by women, especially in conflict-affected contexts. To address that gap, this paper analyzes the experiences of women in Libya and the obstacles they face when participating in peace and security and political processes. Using an ecological framework, it details the risks that women who participate encounter at six levels: individual, interpersonal, community, national institutional, societal, and global institutional. Through this analysis, the report deepens the evidence for and understanding of the critical relationship between protection and participation, broadens analysis of and provides pointers for the mainstreaming of WPS in UN mission mandates, and provides a new framework to advance the creation of safe and enabling environments for women’s participation. In order to advance women’s full, equal, meaningful, and safe participation, the report offers the following recommendations. For the Security Council and member states: Continue to build on progress on mainstreaming WPS in mission mandates; Prioritize the implementation of Resolution 2493’s provision on creating “enabling environments” for women’s participation; and Ensure gender advisers with context-specific expertise are mandated and properly resourced in all UN missions. For UN missions, agencies, and partners: Conduct context-specific participation and protection analyses; Strengthen coordination between the UN missions, UN agencies, and other international organizations working on related issues to address the full range of protection-related barriers to women’s participation; and Ensure a gender-sensitive approach to the use of digital tools for participation to reflect the increased risks to women in online environments.
