This Oxfam briefing paper examines the intersection of gender inequality and climate change in Iraq, focusing on the agricultural sector. Women in Iraq face systemic barriers that confine them to the "private sphere," limiting their participation in decision-making processes critical to climate adaptation and mitigation. Through qualitative research, including focus group discussions and key informant interviews, the paper highlights how social norms, economic dependency, and lack of access to resources exacerbate women’s vulnerability to climate impacts. It provides actionable recommendations to foster inclusive climate action, such as raising awareness, leveraging respected female leaders, and improving technical support for farmers. The report underscores the urgent need to dismantle male-dominated structures to build a resilient and equitable future for Iraq.

Abstract:
Livelihoods are central to the relationship between climate change and conflict. Despite the recognition that climate change related livelihood deterioration is associated with conflict, livelihood interventions are not prominent as a peacebuilding tool and most livelihood diversification is done autonomously. Supporting women’s livelihoods is also overlooked as a peacebuilding tool, with the focus primarily being on addressing the consequences of sexual violence after conflict. This SIPRI Policy Brief offers insights into how building and diversifying livelihoods can contribute to peacebuilding in climate- and conflict-affected contexts. The policy brief recommends: (a) supporting viable and sustainable livelihood diversification interventions to effectively address livelihood insecurity and associated conflict risks, and (b) increasing support for women’s livelihoods to promote women’s empowerment as a peacebuilding tool.

3. “Under One Tree”? Exploring Pastoral, National, and International Approaches to Humanitarian Action

Abstract:
Although resilience is an inherent component of pastoral systems, it must be adequately supported through effective national and international policies, programs, and approaches. However, to date the evidence provided by pastoralists and organizations working with pastoral populations suggests that international and national humanitarian assistance is rarely provided in ways that are truly helpful for pastoral communities to protect their livelihoods. This synthesis report brings together the findings from the first phase of a three-year research project exploring how humanitarian action — comprising early warning, anticipatory action, and emergency response — can be more attuned to the needs, perspectives, and approaches of pastoral communities in the dryland areas of the Greater Horn and Sudano-Sahel. The main outputs from Phase 1 are three desk studies examining humanitarian action from three perspectives: the views of the pastoralists, national governments, and the international community. This synthesis report reflects upon the cross-cutting learning and key themes and considers the implications for humanitarian action in dryland areas.

Abstract:
African Risk Capacity, with the support of the United Nations Office for the Coordination of Humanitarian Affairs, has designed an anticipatory insurance product to support farmers in the drought-prone regions of Malawi and Zambia. The anticipatory approach is innovative because the insurance pays out when forecasts predict a drought, rather than after drought-related losses and damages have occurred. This report explores the potential costs and benefits of the insurance product and proposes a framework for monitoring and evaluating these factors once the product is implemented. Costs and benefits are assessed with an economic model, supported by qualitative data collected from key stakeholders. The results of this research are intended to assist government decision-makers by providing insights into potential challenges and successes associated with the product’s implementation. Additionally, the research may offer a useful framework of considerations for the expansion of this initiative to other countries.

7. Climate Adaptation and Job Creation: Addressing the Climate and Livelihoods Crises in India

Abstract:
India was seventh in a list of the ten most affected countries due to extreme weather events in 2019. A sharp increase in the frequency and intensity of such events in the country by the end of the twenty-first century is projected. At the same time, relatively high economic growth rates have not resulted in secure and sustainable employment opportunities in the Indian economy. The loss of millions of jobs due to climate hazards in the country is also projected. In this context, I raise two key questions. First, are livelihoods in certain regions within India more vulnerable to climatic changes? The priority regions for adaptation planning and intervention are identified by constructing a livelihoods vulnerability index. Second, can institutional climate adaptation activities simultaneously address the climate and livelihoods crises in the country? The job creation estimates through five representative adaptation activities support the need for increased spending in a climate adaptation programme. Spending 1.5 percent of the GDP on a climate adaptation programme could create jobs to the extent of 1.3 percent of the labour force as of 2017-18. Investing 3 percent of the GDP on a combined climate adaptation and mitigation programme over the same amount spent instead on a fossil fuel-based programme would lead to net employment gains of around 2 percent of the labour force. This paper argues that investing in climate adaptation activities can secure livelihoods while improving mechanisms to build resilience to climate hazards. Such activities, if planned and implemented in accordance with the geographies, vulnerabilities, and socio-economic patterns of each region, could be transformational.

Abstract:
This article examines the undercurrents that shape the increasingly destructive conflicts in Samburu county, which is part of the Arid and Semi-Arid Land (ASAL) regions of Kenya. Over the last decade, the county has experienced ongoing conflict exacerbated by various factors. Samburu county is one of the 47 county governments of Kenya that lies within the ASAL region. It covers an estimated area of 21 022 square kilometres and is geographically bordered by Marsabit (Northeast), Turkana (Northwest), Isiolo (East), Laikipia (South) and Baringo (Southwest) counties.1 It is constituted of three sub-counties, namely, Samburu West, Samburu East and Samburu North, which are further subdivided into 15 wards.2 The majority of the communities therein practice nomadic pastoralism, with only a few engaging in agro-pastoralism as a means of livelihood. Over the last decade, Samburu county has continued to manifest unabated intercommunal conflicts. This is attributed to many factors, including the availability and misuse of small arms, inaccessible terrain, ungoverned spaces, struggle for scarce natural resources, intercommunal raiding, revenge and retaliatory attacks, harsh climatic conditions, and political incitements, among others. The persistent conflicts have been detrimental to the local economy and polarised intercommunal relations. Interventions to deal with the conflict, including through the deployment of security forces, have remained limited because they have largely been reactive and do not often address the root causes of the conflict, which are related to the structural conditions of underdevelopment and broken relationships. This article sets out to understand the nature, actors and issues that underpin the teetering conflicts in Samburu county. The aim is to suggest viable policy responses that may deal with the root causes of conflict and help address the local needs of the different communities in the county.

Abstract:
While Bhutan is a carbon-negative country, it still is under constant threats of climate change as it compasses global warming. The most significant impact is the melting of glaciers which has led to the loss of livelihoods including human lives. As Bhutan is a country with dramatic variations of elevation with hot and humid weather in the south to cooler regions in the north, different regions are subjected to different impacts of climate change. Using a qualitative method of research, this study examines the impact of climate change in Phobji and Gangtey Valley under Wangdue Phodrang district in Bhutan, a popular tourist and conservation spot. Previous studies in the same place have concentrated on the impact of climate change on conservation efforts and no studies have been found on the impact of climate change on other forms. This study found that climate change impacted crop cultivation, livestock, gender, and food security. Besides the negative impacts, positive impacts such as the introduction of a new variety of vegetables in greenhouses due to the rise in temperature that leads to improvement of food security have been observed.

10. Yak Herding as the Main Source of Livelihood: Examining Challenges and Opportunities of Highlanders in Bhutan

Abstract:
Yak farming is the mainstays of nomadic herders’ economy in Bhutan. However, it has declined over the years despite diverse government interventions. Rapid socio-economic development and access to economic opportunities further hindered yak farming culture rather than helping to maintain highlanders’ livelihood. The study was carried out in four gewogs, Chhoekhor, Sephu, Merak and Sakteng, that depends on yaks for their living. Questionnaire based semi-structured interview was conducted to identify the main challenges and opportunities of yak herding within the different regions and examined the cost-benefit of herding yaks within the premises of nomadic herder’s livelihood sustenance. The study revealed that yak farming generates sufficient income to support the herders’ livelihood even though the profit margin was minimal. Around 90% of herders earned cash income from yaks. Dry cheese was the main revenue generator of Chhoekhor and Sephu, while fermented cheese earnt the highest income in Merak and Sephu. Yaks not only serve as the primary source of livelihood but also acts as a catalyst to generate additional income by gaining access to natural resources such as Cordyceps and herbal medicines. However, increased wildlife depredation on yaks and inadequate pastureland coupled with poor modern amenities threatened yak farming. The findings showed a declining trend in total yak population and number of yak-owning households particularly in Chhoekhor and Sephu compared to Merak and Sakteng. The future of yak farming in Bhutan is uncertain, but there is potential to address the challenges and ensure its continued importance to Bhutanese highlanders.
