Abstract:
The Russian invasion of Ukraine intensified the defining conflict of the new age, the conflict between democratic and authoritarian capitalism. The unified Western response to the war highlighted the revitalization of the democratic club of Western states and their allies (G7 plus). Another critical implication of the War has been that a clear divide has emerged between “the West” and “the Rest” in their reactions to the War. The Russian War on Ukraine signals the beginnings of a new phase of the post-Western world, where territorial conquests could be considered the new normal, paving the way for further military confrontations in a conflict-ridden World.

Abstract:
Türkiye has been a challenging actor in the regional and global politics since the early 2010s, which relies on its imperial past and soft power. This paper argues that Türkiye has embraced a conventional foreign policy principle, pursuing the balance of power, to adapt to the new multipolar world in the contemporary period, which can be defined as “the new nineteenth century.” The country can only exploit its power and resilience to the utmost extent after realizing its limitations to accomplish its regional and international foreign policy goals. Then, it might emerge as a dependable crisis mediator and a significant player in world politics.

Abstract:
Policymakers have poorly defined U.S. strategic interests in the Russia-Ukraine War. Those interests that have been defined—deterring future aggression and protecting the “liberal order”—do not stand up to scrutiny. Actual U.S. interests in Ukraine are essentially negative: preventing further escalation or spillover of the conflict and limiting a wholesale collapse in U.S.-Russian relations. The limited interests that the U.S. does have in Ukraine suggest that Washington should try to convince Ukraine and Russia to accept a negotiated settlement.

Abstract:
Amid a renewed Global Power competition, Africa’s abundance of natural resources, its exponential demographic development, and the current expansion of militant Islamist groups in the region, increases its strategic importance and pushes the continent to the center stage of international relations. This brief explores Africa’s position in this changing global context and examines major actors’ presence in, and stance towards, Africa on the global arena. It does this while arguing that as the competition for influence and access to resources in Africa is intensified, Western actors need to become clearer about their interests, avoid ill-perceived imposition of conditionalities – unless they are willing to risk access and follow them through – and adopt a case-by case approach to states on a continent as diverse as Africa.

Abstract:
A common understanding of the OSCE and the security it seeks to promote has been in decline since 2008. The war in Ukraine and renewed Russian invasion in February 2022 have led many to ask how to sustain the OSCE going forward. One consideration is to temporarily remodel the OSCE as a ‘consensus minus one’ organization to exclude Russia from decision-making. This would allow the institutional set-up and characteristics of a liberal world order institution to be maintained. Another perspective is the return to a Cold War conference model, which would facilitate dialogue with Russia and its allies despite Moscow’s active dismantling of the OSCE and its principles. The immediate future for the OSCE looks dim. Ahead of the 50th anniversary of the Helsinki Final Act in 2025 and in preparation for the Finnish OSCE Chairpersonship, this Briefing Paper argues that the perspectives of civil society may help retain a key tenet of the OSCE process and help reimagine a new Helsinki spirit. An expanded, interdimensional Moscow Mechanism may offer a via media between the two perspectives and continue to incorporate civil society perspectives into the operational work of the OSCE.

Abstract:
This article examines European residential responses to migrations after 2015. The literature meticulously analyzes their historically-contextually changing variances and inner diversities while imposing a binary view: the anti-immigration response is the negation, and the solidarity response is the affirmation of liberal tolerance. Contrarily, I argue that both responses utilize the liberal tolerance idea and its operational principles. First, they border the European Self and the migrant Other; re-border “the intolerable” and “the tolerable” migrant; and then exclude the former while only partially including the latter. Refugees’ inclusion and exclusion are seen either as a zero-sum (i.e., they are either included or excluded) or a dialectical state (i.e., the inclusion of some means the exclusion of others), but I claim that even the most inclusive responses are excluding the very subjects they claim to include. Inclusion is partial, while exclusion is constant. Thus, I discuss the migrants’ permanent yet differential exclusions in three modalities of liberal tolerance: Liberal intolerance, differentiating tolerance, and indifferent tolerance.
