141. Sanitation Marketing in Tajikistan: Business model for sustainable WASH market development

Abstract:
Water, sanitation and hygiene (WASH) remains a critical problem in Tajikistan, particularly for its rural areas. In terms of sanitation and the market within which it operates locally, there have been no sectoral tools on market-based WASH programming in Tajikistan, and therefore little available guidance around the facilitation of better interactions between the demand and supply of sanitation products. And while specified state departments are responsible for applying and upholding sanitation standards, in practice they continue to rely on guidelines from Soviet times, and rarely carry out household-level inspections – hence the legal frameworks governing sanitation should be revised accordingly. To fill this gap, Oxfam launched its first sanitation marketing programme in 2018 (as part of its wider Tajikistan Water Supply and Sanitation (TajWSS) Project funded by the Swiss Government) and played a market broker role that transformed the relationship between buyers and sellers of sanitation products. The project approached the process by influencing both supply and demand sides, and by designing affordable and desirable trading processes for rural households to meet their sanitation needs.

Abstract:
An important milestone for the sanitation sector was the adoption by the UN of Sustainable Development Goal (SDG) targets 6.2 (safely managed sanitation and hygiene services) and 6.3 (reducing the portion of untreated wastewater), which focus on managing the entire sanitation service chain. Tajikistan has been at the forefront of promoting these at global level. Meanwhile, the fourth initiative of the President of Tajikistan on the International Decade for Action on Water for Sustainable Development, 2018–20281 is being implemented at national level. Over the past decade, sanitation has been given low priority within the focus areas of water sector reform. For example, not all aspects of regulations have been duly revised to adopt new technologies. In addition, many regulations for wastewater treatment remain outdated and pose legal constraints for testing new approaches in the country. The Tajikistan Water Supply and Sanitation (TajWSS) (Phase III) project piloted a decentralised wastewater treatment system (DEWATS) in the peri-urban Rudaki district in Tajikistan with two hospitals with the aim of scaling up to national level. This learning paper showcases the project findings, assessments and lessons learned in application of the DEWATS.

Abstract:
Ensuring equitable and sustainable access to safe water continues to be one of the most pressing issues in Tajikistan, despite the country having abundant water resources. The still low coverage of the population with access to drinking water has been attributed to cross-cutting governance problems such as the relationship between the state and other social actors, poor water management and coordination, and systemic challenges such as low capacity. In the past decade, a demand-driven approach has become a widespread policy trend in Tajikistan and community-led management is seen as the main attribute for achieving effective water governance. The transfer of responsibility to local government and users is intended to promote local governance as a means of ensuring equitable access and sustainable use of water through users’ participation in water-related decision making and service delivery. Under a demand-driven model applied by the TajWSS project, users take more responsibility before, during and after WS system installation. The model assumes that water users have the necessary information and capacity to carry out the delegated duties and obligations and this automatically translates into equitable access and sustainable use of safe water. Yet despite improvements in access to safe water in rural Tajikistan, O&M and lack of governmental support are still great challenges.

Abstract:
Salvaging resources from waste containers and landfills, waste pickers are the main suppliers to the recycling sector in Jordan, yet they often live in poverty and are exposed to multiple risks. The Jordanian government seeks to integrate waste pickers into formal waste management processes, but progress has been slow. Based on interviews with formal and informal actors in the waste sector, this study provides an overview of waste pickers’ socioeconomic conditions and operations and explores pathways for their integration that could support the recycling sector’s potential to create jobs, alleviate poverty and protect the environment.

145. Off Track – The role of China’s CRRC in the Global Railcar Market

Abstract:
With $35 billion in total revenue in 2021, CRRC, the Chinese state-owned railroad rolling stock manufacturer, is the largest player in the $71 billion global railroad rolling stock industry. Like other Chinese state-owned enterprises (SOEs), CRRC is the beneficiary of both implicit and explicit government subsidies. According to its annual reports, CRRC received $271 million in explicit Chinese government subsidies in 2020, and nearly $1.3 billion total between 2015 and 2020. Implicit government subsidies to SOEs like CRRC are harder to quantify and come in a variety of forms. For example, an SOE may obtain production inputs, such as financing or land, at below market-rate prices. It may also sell its outputs at above market-rate prices, a possibility that is particularly relevant to rail manufacturing, where much of the output is sold to government entities. Estimates by other researchers show that explicit government subsidies represent only about a quarter of the total government subsidies that Chinese SOEs receive. Since the 1990s, China has pursued a policy towards SOEs of “grasping the large, letting go of the small,” investing in national champions to dominate their respective industries. Under the management of the State-owned Assets Supervision and Administration Commission (SASAC) since 2003, SOEs have been encouraged to “go big and go global” through domestic consolidation and expansion, as well as through foreign mergers and acquisitions. The effect of these policies, which are fundamentally mercantilist in nature, has been for these national champion SOEs like CRRC to capture their domestic markets, using the economic rents so generated to finance global expansion. Between 2006 and 2018, SOEs’ share of the assets of the largest global firms has increased from approximately 6% to 20%, with Chinese SOEs accounting for essentially all of this increase. While SASAC has targeted specific industries for its national champion, the overall trend in recent years has been towards continued government divestment from legacy SOEs. SOEs’ share of national industrial employment fell from 60% in 1998 to 38% in 2003 to 20% in 2010. Thus, as reflected in planning documents, the selection of industries for the fostering of national champions is anything but random and reflects the strategic interests of the Chinese government. In the case of rail, the government’s strategic interest is transparent and is laid out in the Belt and Road Initiative (BRI)—China seeks to dominate an integrated global rail transportation network based on Chinese technical standards. China expects to obtain significant financial and geopolitical benefits from this outcome and may be willing to absorb losses on individual foreign rail projects in order to break into foreign markets.

146. Taxation, infrastructure investment, growth, and poverty reduction: A case study of Zimbabwe

Abstract:
In recent decades, Zimbabwe’s development record has been disappointing. In the last few years, a severe drought and the Covid-19 pandemic have added to the country’s development challenges. This paper is concerned with the long-run need to find a path toward faster growth in GDP, employment, and incomes, accompanied by more rapid progress on poverty reduction and other parts of the global sustainable development agenda. As part of this search, the country will need to address structural constraints including a large infrastructure gap, an inefficient government, and unhospitable business climate. Among these, this paper is focused on infrastructure and alternative means of financing scaled-up investments – what are the consequences of relying on domestic taxes compared to foreign financing? To address these questions, the paper draws on simulations with SDGSIM, a computable general equilibrium (CGE) model, designed for SDG analysis but applicable to analysis of policies in a wide range of areas, including growth, fiscal space, and external shocks. The model was adapted to the Zimbabwean context and calibrated to a database for 2016. The simulations cover the period 2016-2030 and analyzes the effects of alternative levels and priorities for government spending and resource mobilization (domestic and foreign). The simulation results cover a wide range of economic indicators, including some related to the global Sustainable Development Goal (SDG) agenda. The differences between the scenario results for GDP growth, household consumption, and poverty point to the importance of strong public investment management and, other things being equal, of targeting TFP gains to tradable sectors. The advantages of reliance on domestic taxation for the funding of expanded investment include slower debt accumulation and less reliance on the decisions of external actors. Tax reliance may also give the funders, the citizens, a stronger sense of ownership and right to monitor how the money is used, with a positive impact on investment productivity. On the other hand, before the investment have yielded sufficient returns, reliance on taxes reduces private purchasing power, leading to some combination of lower private consumption and investment. Raising the tax burden by 2-3 percent of GDP may also be administratively difficult. It would of course be possible to consider scenarios that split the funding burden between domestic taxes and foreign financing.

147. Beyond Geopolitics: A Geoeconomic Perspective of China-Iran Belt and Road Initiative Relations

Abstract:
The Belt and Road Initiative (BRI) is the largest regional development project in the history of global development. It is estimated that Chinese companies will invest up to $1.2 trillion in infrastructure development in Asia and elsewhere in the coming years. However, there are many obstacles to the successful implementation of this initiative in the host countries, including geographical factors, local culture, geopolitical contestation, public attitudes, institutional capacity, and governance quality. These challenges can substantially diminish the coherence of the BRI and prevent its effective implementation. This study aims to develop an analytical framework for exploring the risks associated with and challenges of executing BRI projects in Iran. To this end, all risks are categorized into three broad groups: operational, financial, and geopolitical. The results show that Iran generally faces many internal and external challenges in attracting foreign investment. The critical question is: Why is Iran receiving substantial investment from Chinese companies despite its unfavorable business environment? A geoeconomic approach is used to develop a theoretical framework to explain Iran-China BRI relations. In this context, Iran’s geoeconomic significance is the main factor encouraging the flow of Chinese investment into the country. The BRI comprises mostly functional cooperation between China and countries along the Silk Road based on a specific geospatial environment. Iran’s geospatial environment encourages Chinese investments in infrastructure, which is the main content of functional cooperation.

Abstract:
In November 2017, the government of Malawi launched the country’s first National Peace Policy (NPP) to systematically promote sustainable peace and unity. Malawi already had infrastructures for peace (I4P) that had been developed separately by the state, non-state actors and other stakeholders for various purposes. However, there was no integrated and coherent national peacebuilding framework which was focused on proactive conflict prevention and the promotion of sustainable peace and unity. The outbreak of deadly violence between police and civilians in July 2011 was a major manifestation of shortcomings and failures of the uncoordinated and mainly reactive top-down and bottom-up peace infrastructures established by the state and non-state actors, respectively. In response to the violence, the United Nations’ (UN) preventive diplomacy and facilitation of national dialogue in Malawi helped de-escalate tensions and mitigate conflict risk. This culminated in the development and approval of the NPP. The NPP is a bedrock strategy of a coherent and credible National Peace Architecture (NPA) to serve as the national pillar for peacebuilding. The NPP is being implemented by complementary state and non-state actors working closely with the United Nations Development Programme (UNDP) in compliance with regional, continental and international instruments relating to the NPA. The case of Malawi presents an opportunity for building integrated local, national, regional, continental and international peace architectures.

An umbrella entity, the Islamic Radio and Television Union, encompasses more than two hundred media groups stretching from Oman to East Africa. The concept sodoure enqelab, or “export of the revolution,” is written into Iran’s constitution, and the country’s founding leaders wasted no time trying to make it a reality. Islamic Republic of Iran Broadcasting (IRIB) launched its Arabic Service in 1980 and subsequently leveraged satellite television to intensify its outreach to Arabic-speaking nations—Shia audiences in particular. Today, IRIB World Service runs fourteen satellite TV channels, three internet TV channels, and thirty-two radio stations, a number of them broadcasting in Arabic. In this highly informative Policy Note, expert Hamdi Malik surveys Iran’s remarkable range of Arabic-language media, with a focus on those under the Islamic Radio and Television Union banner, which encompasses more than two hundred entities. Iraq, Lebanon, and Syria feature strongly in the inventory, but more surprising places such as Oman and East Africa also crop up. To combat Tehran’s media infiltration and secure U.S. interests, the author urges Washington to promote a true partnership between Western countries and the region’s many media actors who wish to challenge Iran’s propaganda machine.
