31. Sahel: Why stabilization efforts should address internal displacement

Abstract:
The conflict situation in the Sahel has created one of the fastest growing displacement crises in the world with more than 2.5 million people displaced over the past decade. International donors have largely dealt with the crises by supporting humanitarian efforts to provide emergency aid to IDPs. This policy brief argues that this response is important but ultimately inadequate; donors should start viewing IDPs as a key element to enable (regional) stability. Moving IDPs from the exclusive realm of humanitarians to stabilization, brings to the fore a policy tension that carries the promise a policy reconciliation. National governments in the Sahel push for the return of IDPs to their regions of origin in an effort to secure, re-populate and ‘stabilize’ abandoned territories (a effort that remains complex in a dire security context). But those international donors who do ‘stabilization’ leave IDPs completely off the radar and miss their constructive potential. This brief calls for international partners to pay greater attention to the crisis of internal displacement in the Sahel. Such policies have to make IDPs themselves one of the actors that can help bring ‘stability’ to conflict affected settings and, in that way, also speak to their (humanitarian) needs by providing long-term prospects of rebuilding their lives and livelihoods.

Abstract:
The economic situation in North Korea is worsening. If an economic crisis occurs in North Korea, the first thing that will be pursued is humanitarian aid from the international community. North Korea's problems should not spread beyond North Korea, and above all, the international community should help ensure that the residents of North Korea can live at a minimum level of respect as human beings. This article aims to examine international humanitarian aid to North Korea and multilateral cooperation. We will examine how international humanitarian aid to North Korea has been carried out so far, what North Korea's position is on international support, and what the achievements of multilateral cooperation have been.

Bridging the gap between humanitarian assistance and development cooperation has been a contentious issue in academia and development practice for decades. Drawing on an evaluation of Germany’s ‘Partnership for Prospects’ initiative, this paper argues that, whilst the supplement of ‘peacebuilding’ to the nexus (humanitarian–development–peacebuilding [HDP] nexus) brought an important context factor into the discussion in an environment of conflict, it is only of marginal help in a context of forced migration to neighbouring countries of a given conflict. For the context of host countries of refugees in a protracted crisis, it is more relevant that host countries show ownership and reliability in their policies to create long-term perspectives for refugees. These policies in turn need to be embedded in reliable rules (polity) and negotiation processes (politics) in host countries. Consequently, the paper suggests that a ‘HD–Triple-P’ nexus would take the necessary political dimension into account more adequately. However, it might also mark the boundary as to what development politics can achieve.

34. Humanitarian aid: Defining new areas of US-LAC collaboration

Abstract:
The US humanitarian assistance and disaster relief (HADR) system—well practiced and extensively developed—could further serve US and partners’ needs in Latin America and the Caribbean (LAC) and beyond through targeted improvements. Based on our experience as HADR practitioners with operational and academic expertise, we share insights from many years of working with partners in the Americas. The task is urgent: fragile governments and organizations further impacted by COVID-19 and climate change have exposed HADR deficiencies that need to be rapidly strengthened. Redoubling the US’s HADR commitment to allies and partners can also have strategic benefits during a period of renewed competition with the People’s Republic of China. We believe that the United States can strengthen its HADR work globally, and particularly with LAC countries, through partnership and relationship building as well as education and exercises. By deepening its strengths and address- ing room for improvement, the United States can remain the partner of choice for LAC countries and conserve its positional advantage over China and other strategic competitors. How can LAC and partner nations (such as the United States), nongovernmental organizations, and regional and other global organizations strengthen their abilities to respond to natural disasters? What can the United States do to improve its disaster preparedness and response in LAC? And what can Washington learn from Beijing’s approach to disaster assistance in LAC? In crafting this report to address these questions, we drew from a roundtable discussion, verbal and written consultations with subject matter experts, and written material. A full description of the methodology is provided in the appendix. The findings of the report include eight recommendations grouped under two mutually complementary areas: (1) partnership and relationship building, and (2) education and exercises. Not only are these recommendations timely and relevant for HADR practitioners, but taking these steps would strengthen Western hemispheric security by investing in the region’s infrastructure and human capital. As the United States and its LAC partners consider future room for cooperation and collaboration, HADR work will form an indispensable centerpiece of their strategies.

35. Russia’s Yes Vote on Syria Aid Will Come With a Price

Abstract:
Moscow’s willingness to approve another UN extension has more to do with advancing normalization between Turkey and the Assad regime than helping Syrian civilians, who will remain hostage to Russian demands if nothing is done before the next vote this summer. On January 9, the UN Security Council unanimously approved Resolution 2672 extending the provision of cross-border humanitarian aid into northwest Syria for another six months. In the immediate term, the vote is good news for Syrian civilians suffering through one of their worst energy crises since the beginning of the civil war in 2011. But the main problem persists—absent an alternative mechanism outside the Security Council, cross-border aid will remain bound to Russia’s increasing political and security demands in Syria, which are ultimately tied to the situation in Ukraine as well. Many were surprised by Moscow’s decision to approve the new resolution. Over the years, Russia has repeatedly threatened to veto previous resolutions, and the West has largely given in to its demands by steadily diluting the aid mechanism. From that perspective, this month’s vote appeared to be a welcome sign of the Biden administration’s willingness to stand its ground on Syria despite dealing with a complex Russian challenge in Ukraine. Moscow did not even resort to its frequent tactic of abstaining from the final vote in order to signal its displeasure with the mechanism.

36. Does Project-Level Aid for Water and Sanitation Improve Child Health Outcomes? Evidence from Household Panel Data in Uganda

Abstract:
Empirical studies on the effectiveness of aid to the water, sanitation, and hygiene sector (WASH aid) have focused primarily on access to these services as the benchmark for evaluating the effectiveness of aid in this sector. Given the importance of WASH services for public health outcomes, the effectiveness of WASH aid should also be evaluated in terms of its impact on health outcomes. This is especially important in low- and middle-income countries where achieving sustained improvements in child health outcomes remains a challenge. This paper uses geocoded sub-national data on the location of WASH aid projects in Uganda in conjunction with six waves of nationally representative household-level panel survey data to examine the impact of aid-funded WASH projects on the probability of stunting among Ugandan children and infants. Analysing aid effectiveness at the sub-national level avoids the problems of cross-country heterogeneity in aid effectiveness that plagues other studies. Results of the difference-in-differences regression analysis suggest that proximity to an aid-funded WASH project reduces the probability of stunting by 14–21 per cent. The results suggest that scaling up aid to the WASH sector can help improve child health outcomes in the country.

Abstract:
Economic sanctions and restrictions on development aid in fragile and conflict-affected states have become an increasingly prominent part of the international toolkit for dealing with regimes that violate international norms and rules or are beset by conflict. However, there is a well-known problem: sanctions and cessations of development aid often end up hurting the poor more than the rich, particularly the political elites who the sanctions are most meant to target. Donors try to limit the impact of sanctions on the poor through humanitarian assistance, usually run by United Nations (UN) agencies and non-governmental organizations (NGOs). However, in all but the smallest countries, this is extremely expensive as well as a major organizational and logistical challenge. Most recently, situations such as those in Myanmar and Afghanistan have thrown the spotlight on the complexity of the discussion. In a world of no first-best solutions, a close look at empirical experience will show (provided certain pre-conditions can be met) that donors can partially bridge the challenge of simultaneously upholding human rights values and protecting the poorest from the economic fallout caused by sanctions. These solutions require close attention to unpacking complex environments and using a difficult-to-wield set of tools spread over diplomacy, economic power, and development aid. While not all risks can be eliminated, a variety of flexible tools already exists so that donors can help the poor in sanctioned and conflict-affected countries without undermining diplomatic goals of shunning the government elites or inadvertently financing insurgencies. With a growing number of donor-funded community programs in fragile or conflict-affected states, there are also donor concerns about legitimating national authorities, risks of financial diversion, and capture by armed combatants or local elites (full list of major concerns listed below). This paper highlights and addresses these concerns in detail and offers a series of recommendations, which in addition to good donor program design and management could mitigate some of the risks (but not fully eliminate them). This paper aims to present a case on how to use one tool—community-based approaches for delivering and monitoring aid—in fragile or sanctioned contexts, as community-based local governance type development models have been used successfully in a variety of fragile, conflict, and sanctioned countries. Additionally, this paper will extract real-world illustrations of how these approaches can address donor concerns on providing post-humanitarian aid to poor people without unintentionally undermining sanctions on illegitimate regimes. Because the case literature on delivering aid under sanctions is small, the brief includes illustrations taken from aid delivery in conflict-affected countries, where governments may not be under sanction, but deep concerns remain about aid capture or aid further fueling conflict. Finally, in addition to selections from the literature, the report draws from the personal and professional experiences of the two authors, who have overseen or managed large-scale community-type humanitarian, peacebuilding, and development programs in Afghanistan, Burundi, East Timor, Gaza, Indonesia (including Aceh and West Papua), Myanmar, Rwanda, Sri Lanka, and Syria, and have been part of discussions over development options for countries under sanction in Ethiopia and Sudan. In this paper, authors propose ten recommendations for donors coming out of this research on how they can incorporate community-driven approaches for aid in sanctioned and fragile states situations.

38. Post-Disaster Aid in “Politically Estranged” Settings: Findings from Ten Years of Post-Nargis Social Research in Myanmar

This paper aims to inform post-disaster relief and recovery efforts in situations where relations between major development donors and national authorities are estranged. It reflects on the “what” and the “how” of aid as well as on the challenges encountered, and created, by aid providers following the 2008 Cyclone Nargis in Myanmar. It thereby demonstrates the importance of giving agency to communities for both aid delivery and oversight in these settings. Longitudinal social impacts monitoring (SIM) in a panel of 40 villages following the 2008 Cyclone Nargis identified three interrelated, yet often neglected principles that help to determine the effectiveness of post-disaster aid: empowerment—communities not only participate in, but own decision-making throughout the project cycle; transparency—communities know what aid a provider intends to deliver, and how; and accountability—communities can seek redress for aid that risks harming them in some way. Had these principles been applied consistently during the post-Nargis period, the aid effort could have identified critical challenges and opportunities more easily, such as: the fact that communities are readily able to identify what they need, and to prioritize the types of assistance they wish to receive (particularly regarding livelihood recovery); the importance of anticipating longer-term, direct and indirect economic, social, and mental health impacts; the value of building flexibility into the aid effort as needs change throughout the recovery process; the need to differentiate between livelihood groups, consider their interdependence, and target aid accordingly and consistent with village social norms; the importance of including local formal and informal leaders in the decision-making process from the outset; the imperative of providing aid irrespective of identity markers such as ethnicity or religion; and the need to avoid overburdening or harming communities through the way aid is administered. The post-Nargis aid effort faced numerous political and logistical complexities of operating in a country that was facing international sanctions. These challenges notwithstanding, several aid providers demonstrated that adherence to the three principles was possible. The SIM series thus confirmed that, for aid in “politically estranged” post- disaster settings, community-driven approaches can be an effective delivery modality and community-based, participatory social research can be a powerful oversight mechanism.

Abstract:
During the 2022 World Food Prize Borlaug Dialogues, the Chicago Council on Global Affairs and The Rockefeller Foundation gathered experts and stakeholders from climate, agriculture, food security, and humanitarian backgrounds to discuss a bold vision for a 21st Century of zero hunger in a healthier and more equitable world. The white paper, “Defining the Path to Zero Hunger in an Equitable World,” reflects a summary of their views and offers a framework to reimagine a hunger-free world. The quickened pace of extreme weather events, disruptions to agricultural markets from the war in Ukraine and other conflicts, and a fragile post-pandemic international economy rattled the global food chain. A culmination of these realities is complicating the dual imperative to both nourish the planet and preserve it from environmental threats. According to the 2022 IPCC report, without immediate changes, extreme weather will likely render large areas of crop and livestock land unsuitable by 2050, potentially pushing millions of people into food insecurity. The newly outlined white paper tackles some of the greatest obstacles facing the nexus of food security, climate, and humanitarian spaces, and ultimately voices hope for a better food future. It amplifies this message by providing an analysis of three major obstacles—silos, myopic priorities, and top-down decision-making—in conjunction with catalyzing ideas that address these challenges.

Abstract:
This research examined the effect of Jordan’s humanitarian diplomacy strategy for Syrian refugees on its foreign policy and attempted to determine whether the strategy is financially sustainable. Humanitarian diplomacy is persuading decision-makers and leaders worldwide to act at all times and in all circumstances in the best interest of vulnerable populations by completely respecting fundamental humanitarian principles. Jordan has allowed many Syrian refugees to cross over and settle in Jordan. This study used a qualitative systematic literature review and quantitative data from the UNHCR to determine the effect of the strategy on Jordan’s foreign policy and whether the strategy could be sustained. The findings showed that Jordan’s stature in terms of its foreign policy has grown, leading to bilateral agreements and participation in international negotiations. However, its humanitarian strategy may not be sustainable with the current level of funding. The funding from foreign countries and international organizations has been insufficient to support the growing number of Syrian refugees in Jordan. The literature on this topic is limited, and comprehensive quantitative research is recommended to determine the future effect of the strategy on health care and education for Syrian refugees in Jordan.
